HomeMy WebLinkAboutMinutes - 1961/02/27The regular meeting of the Mounds View Village Council was called to order at 8 :00 P.M., February 27th, 1961 at the Red Oak School, Sherwood Road and Red Oak Drive, Minneapolis 21, Minnesota Present were: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMS EY COUNTY, MINN:;SOTA 000025 Mayor: Allan B. Crane Clerk Lloyd J. Blanchard Trustees: Donald Hodges Perry Malvin Melford C. Christensen (Arrbed at 9 :30 P.11. En ;inter: Les Knutson Attorney: Richard Meyers (Arrived at 9 :55 P.M.) Motion by Malvin to accept February 13th minutes as read. Seconded by Hodges. 4 Ayes for approval. Recreation report was read by Hodges (copy on file). It was reported that they have a 5826.00 deficit in their budget due to the purchase of a warming house that the Recreation Committee felt should be paid for out of General Funds. Subject to be investigated and action taken later by Council. Lakeside Park Commission report given by Malvin. A new men's softball league will be formed. A larger midget baeeball league will be in operation this year with some games under lights at Lakeside Park, Mayor Crane read the report of the Police Commission meeting of February 23rd. (Copy on file). Motion by Blanchard to have Mounds View D -X Station service Police Cars for one year, commencing March 1, 1961 as per bid received. Seconded by Malvin. 4 Ayes for approval. Motion by Crane to allow Police Commission to investigate the possibilities of using a timing device for speed control on Village Streets. Seconded by Malvin. Roll call, 3 Ayes for approval. Blanchard -no. Motion by Malvin to allow Commission to do research concerning changing the Police Department from part time to full time. Seconded by Blanchard. 4 Ayes. The Clerk was instructed to write a letter to the Anoka Bus Co. in regards to changing of routes and the speed of buses on Village Streets. The monthly report from 13 es E Patrol (Village Dogcatcher) was presented. (On file in Police Office). Public welfare report was given by Malvin. Report on sewage overflow problem at the Harvey Hewmann home on 2 Ridge Lane was given. Several residents from the area were present and voiced their opinions and feelings on the subject. Mayor Crane stated that perhars the Council had been too lenient with the problem before but that i;; was doing everything it legally could do at the present time. -2- i•.inutes of February 27th, 1961 Counail Meeting 000026 Mr. Jesse Bennett of 2145 Belle Lane gave an informative talk ..n the Red Cross Bloodmobile and asked if the Village could sponsor a blood donor day. The matter was referred to the Civil Defense for study and Mr. Bennett volunteered to be Chairman of the drive to get donors. The Engineer's report was given by Mr. Knutson. He reported on progress of structure at well site to house pump. Temporary building now completed and power to be connected on the following day. The water lines will be flushed on Wednesday, March 1st. After flushing and testing of lines they will be chlorinated. Mr. Skiba gave an explanation of water use deposit and the priority system in installing meters. Specifications on blacktop of curb and boulevard at Red Oak Schc.l referred to School Board of Independent School bist. #621. Mr. Knutson reported that drainage problem at Red Oak and Woodcrest 4as not Village responsibility at this time. The Clerk was instructed to send a letter to Mrs. Marsolais, 5107 Red Oak Drive and explain that an investigation was in progress, and that she would be notified of any action contemplated by the Village. Blueprints and specification for Edgewood Drive from Highway 10 to County Rd. I were presented. Motion by Crane to approve plans as presented. Seconded by Blanchard. 4 Ayes for approval. Motion by 51znQh.trd to approve licenses presented (listed with approved bills on attached sheet). Seconded by Crane. 4 Ayes. Motion by Malvin to issue License at no charge to Buy Scout Units #400, 167 and 409 to conduct ticket sales in the Village. Seconded by Lodges. 4 Ayes. A letter from County Commissioners regarding Judicial Ditch #1 was read and referred to the Village Engineer for further study. Motion by Crane to have Malvin, Hodges, Blanchard,Trustees and C1err attend the courses at the University of Minnesota CenterLor Continaation Study on March 21 and March 22nd at Village expense. Seconded by Blanchard Motion by Crane to have Walter Skiba attend Public Works Course t University of Minnesota Center of Cont. Study at Village expense. Seconded by Malvin. 4 Ayes. Mr. Christensen arrived at this point (9 :30 P.M.). Report on Public Works given by Mr. Christensen. Motion by Christense to have our L:ineer meet with Spring Lake Park Engineer regarding a common emergency water use hookup. Seconded by Hodges. 5 Ayes. The proposed Street Light map was shown to Motion by Crane to order street lights from and Ramsey County as per purchase o ^der (copy on Christensen. 5 Ayes. Motion by Blanchard to order needed traffic order, from Ramsey County. Seconded by Malvin. Meeting was recessed at 9 :40 P.M. those present. Northern States Power file). Seconded by signs per County Work 5 Ayes. -3- 000027 Minutes of February 27th, 1961 Council Meeting Meeting again called to order at 9:55 P.N. The Attorney arrived at 9 :55 P.M. and reported on the hearing held by Metrpolitan Airports Commission. He reported that the Village could use their funds to fight the proposed enlargement of the Anoka County Airport as Village property is involved. He also reported that the N.A.C. holds absolute power on Zoning within two miles of runway which is almost all of the Village. Two members of the North Suburban Property Owners reported on their newly founded Organization, formed to fight the Airport Expansion. Dues are $1.00. The Mayor is to request a report from the the Planner, Mr. Dahlgren on the Airport. Mr. Christensen read a report from the North Suburban Sanitary Sewer Committee. This report is on file at the Village Office but the policy of the Committee report states in part, as follows: 1. We, as a Committee, are solely interested in the passage of our bill as is written, for immediate and economical relief of our common problem. 2. The Committee believes the way to expediate the passage of our bill is on the basis of need, health, timing and freedom of choice and that the factors of industrial development in our area, or the idea of getting passage of the bill for bargaining power in the future with some agency, should be supressed. 3. The plan that we feel is best for this area, and the metropolitan area as a whole, is a regional treatment plant in the northwest area, which is similar to plan B -1 of the various solutions presented in the Metropolitan Sanitary District report, Volume 3. 4. The Committee feels that the control of the river should be placed wholly in the hands of a state agency. 5. With regard to the question of support of the Metropolitan Sanitary District expansion, the Committee will consider the subject when the expansion bill is available for %etudy. Motion by Hodges to pay bills presented. Seconded by Malvin. 5 Ayes for approval. Motion to adjourn until 7 :00 P.M., Monday March 6th by Malvin. Seconded by Blanchard. 5 Ayes. Adjourned at 10:40 P.M. -4- 000028 Continuation of February 27th, 1961 Minutes of Village Council Meeting The meeting was called to order by Mayor Allan Crane at 7 :00 P.M. at the Village office, 5499 Adams Street on March 6th, 1961. Members present were: Mayor: Allan B. Crane Trustees: Melford Christensen, Perry Malvin and Donald Hodges Administrative Deputy Clerk: Paul Boog Engineer: Les Knutson Attorney: Richard Meyers Fiscal Agent: Robert Ehlers Authority was granted to advertise for official bids on Deep Well #2. The bids are to be received by the 27th day of March. Motion made by Perry Malvin seconded by Donald Hodges. 4 Ayes for approval. Motion carried. Authority granted to order plans and specifications to be drawn for the new Water Utility Building from Les Knutson, registered Professional Engineer. Motion made by Donald Hodges, seconded by Mel Christensen. 4 Ayes for approval. Motion carried. Resolution passed to oppose the Metropolitan Sanitary Bill as submitted in the Minnesota State Legislature on Thursday, March 2nd Motion by Christensen seconded by Malvin. 4 Ayes for approval. Motion carried to postpone meeting of the Council from March 13th to March 27th, 1961. Motion by Malvin, seconded by Christensen. 4 Ayes for approval. C'lristensen 000029 Continuation of February 27th, 1961 Minutes of Village Council Meeting Meeting of March llth, 1961 called to order at the Village Office, 5499 Adams Street at 9:30 A.M. The Council agreed to postpone the Council meeting until 4:30 P.M. and met with the Planning Commission at 9:30 A.M. Meeting called to order on March llth at 4:30 P.M. at the Village Office, 5499 Adams Street. On recommendation from the Planning Commission it was moved by Crane, Seconded by Blanchard to approve the Proposed Platting of the Plink Addition, with the following exceptions- The Easement for Red Oak Drive shall be an additional 8 feet. 5 Ayes for apnroval. It was moved by Malvin that part time water Dept. employees be paid 31.50 per hour. Seconded by Hodras. 5 Ayes for approval_ Motion by Blanchard to pay presented bills. Seconded by Malvin. 5 Ayes for approval. Motion by Blanchard to transfer 310.000.00 from Water Fund to General Fund. This money paid from General Fund to Village Engineer for Preliminary Water Survey on July llth, 1960. Seconded by Malvin. 5 Ayes. Motion by Christensen to have Load Limits placed on all Village Roads by County Engineer's Office. Seconded by Hodges. 5 Ayes. Motion by Crane to have Northern States Power install street light at corner of Knollwood and Bronson Drive. Seconded by Hodges. 3 Ayes for approval. Motion by Christensen to pay bill presented to Village by J. Berczyk and instruct Attorney to draw up release and have it siE -ied and executed. Seconded by Blanchard. 5 Ayes. Motion by Crane to appoint Don Schaffhausen to Parks and Play- grounds Com•.nitee, for a term expiring December 31, 1961. Seconded by Hodges. 5 Ayes for approval. -6- Continuation of February 27th, 1961 Minutes. 000030 Motion by Crane to have the Attorney prepare a Resolution based on Planning Report #6105 and that he be instructed to represent the Village at the April 4th, 1961 Metropolitan Airport Commission Hearing, his expenses to be paid by the Village up to $250.00. Seconded by Hodges. 5 Ayes for approval. The Clerk was instructed to furnish 3 copies of Planning Report #61 ®5 to the North Suburban Property Owners, as soon as copies were available, Motion by Hodges to adjourn. Seconded by Crane. 5 Ayes.
