Monday, March 27th, 1961 at the Red Oak School, Sherwood Road and Red Oak Drive, Minneapolis 21, Minnesota. Secondod by Crane. 5 Ayes. Minutes of previous meeting were read. Clerk Blanchard noted that on Page 2,paragraph 12 (in reference to motion sending Council members to of M. Continuation Study). There were 4 Ayes for approval. -2- 000035 Minutes of Village Council Meeting March 27th, 1961 Motion by Hodges to accept minutes as corrected. Seconded by Malvin. 5 Ayes. A cut -off date for Objectors to the proposed street plan was sat for April 10th, 1961. Petitions from the floor for new street lights at Jackson and Bronson, Jackson and Groberg St., and Spring Lake Road and Bronson were referred to Mel Christensen. A question was brought up regarding the fact that the Clerk did not have the Village bffice open early enough for the taking of Petitions regarding the Airport Expansion on the evening of February 15th. The C1er! was apparently at fault in the matter. The Recreation Committee report was given by Mr. Hodges. Work to be done in playgrounds are as follows! god Oakwood, Hillview and Greenfield Parks. Install water at ell four Village Parks. Fire Prevention Sub Committee report read by Crane -copy on file) Clerk to send notices to local papers regarding Burning Ordinance. Clerk to notify Attorney to check with Insurance Underwriters to obtain lower Fire Insurance rates. Civil Defense Committee meeting report read by Crane. Motion by Crane to have Village participate in Bloodmobile program. Seconded by Malvin. 5 Ayes. Motion by Crane to increase Civil Defense Director's expense allowance to $30.00 per month starting April 1, 1961. Seconded by Blanchard. 5 Ayes. Police Report for February, 1961 was read by Crane.(Copy on file). Dog Catoherts (B E Patrol) report for February 1961 was submitted to Council (on file in Police Office). The Civil Defense Organization was asked if they would burn tall grass and weeds near buildings in the Village to form fire breaks as a safety measure. Mr. Ballenger, C.D. Director stated that they would do this, after a survey was made and at the Council's direction. Motion by Crane to pay bills presented (list attached) including the one for the new Police Car. Seconded by Malvin. 5 Ayes. The Clerk read thte Notices concerning Condemnation of buildings at the following addresses: 8247 Spring Lake Rd., 8384 Groveland Rd., and 8430 Eastwood Road. Motion by Christenson to set Public Hearing on Condemnation Proceedings at 8:00 P.M., May 8th, 1961. Seconded by Malvin. 5 Ayes. The Clerk was instructed to send a letter to Mr. J.P. Melberg, 3717 Abbot Avenue North, Minneapolis requesting written authorization to have the Fire Department burn a building he owns at Rice Creek and S.T.H. 10. -3- Minutes of Village Council Meeting, March 27th, 1961 000036 A letter was read in reference to a Proposed Bus Route change through the Eastern part of the Village. (Copy on File). Motion by Christensen to accept change in route as proposed by the Anoka Minneapolis Bus Company. Seconded by Hodges. 5 Ayes. Mr. Christensen reported that the Water Meter installation would begin on Tuesday, March 28th, 1961. He further reported on the status of the North Suburban Sanitary Sewer Bill. He stated that because of the reversal of the Minneapolis stand on tha sewer that the chances tor passage of our bill were much better than they were a few weeks ago. The Engineer recommended the following water rates be establish- ed for all home and present commercial uses: $6.75 per quarter for the ist 10,000 gallons, less .750 if payment is made by the 25th day of the month of billing. For usage in excess of 10,000 gallons per quarter: For the next 10,000 to 20,000 gallons .350 per thousand. For the next 20,000 to 30,000 gallons .30¢ per thousand. For the next 30,000 and all additional gallons .25¢ per thousand. A .500 penalty for Late Report (Return of Meter Card) was also recommended. Motion by Hodges to adopt the rates as proposed by the Engineer and to have the Attorney draw up an Ordinance governing this. Seconded by Christensen. 5 Ayes for approval. Electric -1015 Summit Ave. So.St.Paul, Electrical Contracting Consolidated Electric -1444 Eleanor St.Paul 16- Electrical Contracting Mounds View D -X -1925 Hwy 10, Mpls.21 (James Haluptzok) Cigarette License Mr. Christensen was excused at 10:00 P. to attend a meeting regarding the sewer problem. 000037 Minutes of Village Council Meeting March 27th, 1961 Specifications and blueprints for the building at the well site were presented by the Engineer. Motion by Malvin to advertise for bids for said building, bids to close at 8:00 P.M., April 24th, 1961. Seconded by Crane. 4 Ayes. The Engineer presented the Village with maps showing all water mains and laterals with 'shut -off valves. The need for a traffic counter was brought out by our Engineer. The State requires actual traffic count on State -Aid roads before the Village can receive any State -Aid Monies. Motion by Malvin to purchase one Traffic Counter, Model: Traf- icounter, Jr. Comp. with batteries, roadtube and installation accessories for the advertised price of $50.00 (fifty dollars) from Streeter -Amet Co. of Grayslake, Illinois. Seconded by Crane. 4 Ayes. The Engineer was instructed to refer the pints and specifications for blacktopping the Boulevard at Red Oak School to District #621 School Board. Motion by Blanchard to authorize the Attorney to enter into an Earnest Money Contract with Mr. Foley and to make the down payment. Seconded by Malvin. 4 Ayes. Malvin stated that he would notify the Radio Company, Miratel Inc in New Brighton that we would like a demonstration of their citizens band radio on Monday, April 3 at the Village office. Motion by Crane to allow the Engineer to furnish certain Village Mans showing the existing homes in Mounds View to Mr. Wm. Werner of 2101 Sherwood Rd. Seconded by Malvin. 4 Ayes. Motion by Crane that the Village would receive dater Petitions and authorize the Engineer to prepare a Preliminary Report by April 24th. Seconded by Blanchard. 4 Ayes. Motion by Blanchard to send delegates to a meeting on March 28th at the Ramsey County Court house held for tax information. Seconded by Crane. 4 Ayes. Motion by Blanchard to turn all Village Insurance business over to James Mahoney, 1001 NW 2nd St., New Brighton as the policies fall due. Seconded by Hodges. 4 Ayes. A set of Resolutions forwarded from the Ramsey County Municipal Officials Association was read and the following action was taken. Resolution recommending Legislative approval of a Ramsey Co.Mun. League. Motion by Crane to adopt aforementioned Resolution. No second to the Motion. Motion died, for lack of a second. Motion by Crane to adopt Resolution to Establish Joint Municipal Court Seconded by Blanchard. 4 Ayes. -5- Minutes of Village Council Meeting, March 27th, 1961 000038 Motion bv Malvin to adopt Resolution Recommending that Municip- alities Sham Any New Taxes. Seconded by Hodges. 4 Ayes. Motion by Blanchard to adopt Resolution For Equalization Of Assessed Values. Seconded by Malvin. 4 Ayes. Motion by Crane, Seconded by Malvin to adopt Resolution Recommend- ing Legislative Study of Storm Water and Surface Drainage Problems. 4 Ayes. Resolution was read regarding Anoka County Airport Expansion. Motion by Malvin to adopt aforementioned Resolution. Seconded by Crane. 4 Ayes. Motion by Crane to have Attorney utilize the Special Planning Report 61 5, the above mentioned Airport Expansion Resolution a map prepared by the New Brighton Engineer, and our Zoning Ordinance and Zoning Map in presenting the Village stand on the Anoka Co. Airport Expansion. Seconded by Malvin. 4 Ayes. _Notion by Malvin to approve a Builiin permit for Simon T.Simon as presented. Seconded by Blanchard. 4 Ayes. Motion by Malvin to adjourn.
