Monday April 10th, 1961 at the nod Oak School, Sherwood Road and Rod Oak Drive, Minneapolis 21, Minnesota Mayor. Clerk, Trustees. Treasurer. Motion by Hodges to accept minutes as presented. Seconded by Malvin. 4 Ayes. The Engineer made his report and recommendation on Deep Well #2 bias. He recommended the low bidder be awarded t•ho contract. Motion by Malvin to award the contract for Deep Well #2 to the Layne Minnesota Company of 3147 California Street, Minneapolis, Minn. for the bid of $23,960.00 for Stage 1, $300 per unit for Stage #2 and a completion date of 1 to 12 weeks for both stages. Seconded by Hodges. 4 Ayes. Motion by Malvin to make final payment for Deep Well #1 and enter into a 1 year contract for Maintenance Bond Comm. as of Apr.10th, 1961. with Thein Well Co. Seoondod by Hodges. 4 Ayes. The Police Commission report was read by Crane and the following action was taken, Motion by Crane to raise Police Officer Carter Caldwell'e Salary $25.00 per month effective, May lst, 1961. Seconded by Hodges. 4 Ayee. The matter of authorization of the Police Chief to impose euopension upon Police Officers was referred to the Attorney. The Engineer reported that maps of the Village Water Supply system had been forwarded to the Fire Underwriter's Bureau so they may adjust Fire Insurance Rates in the Village. This was also referred to the Attorney so ho could check with the Underwirtor's to make sure this rate change would take plane as soon as possible. Motion by Crane to hire Midwest Planning and Research, Inc. as Village Planning Consultants for 19t1 as per contract presented. (Copy on filo). Seconded by Blanchard. 4 Ayes. The Water Superintendent reported that the installation of Water Meters was going to require further help and recommended the Village hire an additional one or two men. 2 Tinto:: of Villago Council eotin;; `.pril 10th, 1 00004 Motion by Crane that the Clerk and the Water Superintendent hire one or two part time men at 01.50 per hour, with an additional 70 per mile mileage allowance to assist in installing water meters. Seconded by Malvin. 4 Ayes. Motion by Crane to accept Elmer Palen as part time employee at 41.50 per hour with 70 per mile mile mileage allowance to assist Water Superintendent. Seconded by Malvin. 4 Ayes. The Attorney pointed out the Village Liability in regarde to these Employees and recommended that a Certificate of Insurance be obtained from each Employee and kept on file. The Clerk was instructed to comply with the Attorney's recommendation. A Resolution regarding Water rates was read by the Attorney. Motion by Blanchard to adopt Resolution Betting Water Rates. Seconded by Hodges. 4 Ayes. Motion by Blanchard Seconded by Malvin to Adopt a Resolution removing property at 2259 Pinewood Drive from the Assessment Role. 4 Ayes. A memo on Audit procedures was read by the Attorney. A Dopy was given to each Councilman and a copy placed on file at the Clerk's office. The Mayor then set the date for an Audit meeting for Monday, April 17th at 7100 P.M4 in the Village Office. The Attorney reported on final M.A.C. hearing regarding the expansion of the Anoka Co. Airport. The Mayor presented a letter from the staff of the Metropolitan Planning Commieeioh in regards to the Proposed expansion. (Copy on file). The Attorney reported that the final papers were being prepared for the purchd.se of the Foley }property. The Clerk was instructed to determine what pay the Clerk— typipt et the Village Office efiould receive and to reodmmend houre said Clerk typiet should work and to report on this at tile next regular meeting. Motion by Crane to authorize the Village Clerk and his Deputy to issue Burning Permits upon recommendation of the Fire Marshall or Fire Chief. Seconded by Malvin. 4 Ayes/ The Attorney was instructed to draw up an amendment to apply to vending machines in the Village Ordinance referring to this regulation. Kenneth Ballenger brought up a matter regarding Insurance for the C.D. Volunteers. Insurance referred to James Mahoney for study and recommendation. Police report for March read by Crane. Copy on file at Village Office. Copy of Dogcatcher's report for March also placed on file. Letter from Minnesota Safety Council regarding Circle of Safety Ti..ffic .:heck wee referred to Police Chief Grabows xi. Letter regarding P.g.R.A. was referred to Clerk's office. Motion by Blanchard to pay all bills presented (list attached).
