HomeMy WebLinkAboutMinutes - 1961/04/24000046 PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Tho regular mooting of the Mounds View Village Council was called to order at 8100 P.M., April e!'th, 1961 at the Red Oak School Sherwood Road and Rod Oak Drive, Minneapolis, Minnesota. Present were: Mayor: Allan B. Crane Clerk: Lloyd J. Blanchard Trustees: Donald Hodges Perry Malvin Melford C. Christensen Engineer: Les Knutson Attorney: Richard Meyers Mayor called for further bids on Edgewood Drive improvement. There being no further bids they were declared closed. The Engineer turned the bids over to the Clerk and announced that there was only one bids After some di.ecuL.4slon the following action was taken. Motion by Christensen to return bid received and to set May 8t1t.:4 at 80O P.M. as a new closing date for accepting bids on the Edgewood Drive improvement and that the request for bids be re- advertieed. Seconded by Malvin. 5 Ayes. The second hearing on the Proposed Street Plan was than placed before the Council, The Engineer presented a map showing the Proposed Streets and the objector's thereto. He gave an explanation of the plan to those present. There were no new objector's or objections. After 45 minutes discussion the following action was taken. The Mayor announced that any further objector's to the plan should write to the Village office and state their objections end for suggestions. The final date of Proposed Street Objector's lettere being received at the Village office will be May 15th, 1961 The minutes of the previous meeting were read. Motion by Hodges Seconded by Malvin to accept minutes as read. 5 Ayee. A letter from Mr. A. Wahlberg regarding the unsightly and unhealthy sufffface water conditions, by and near the Babinski Duplexes was read. The Public Works Superintendent recommended that a tide drain be put in and stated that he had never given his approval of the drain system. After some discussion the following action was taken: Mr. Malvin and Mr. Christensen will investigate this matter further and check with the State Board of Health to see if they can assist us. The Attorney was also instructed to investigate as to what leg action may be taken to stop these buildingsfrom being sold. until this matter is corrected. The surface water problem was referred to the Engineer for investigation. 2. Minutes of April 24th, 1961 Council Meeting 00004 The Planning Commission report was read by the Clerk and the following action was takeni Motion by Christensen to concur with the Planning Commision recommendation and approved the request for subdivision of Mr. Ralph Edberg 7870 Greenwood Drive, Mrls 21. Seconded by Blanchard 5 Ayes. Motion by Christensen to concur with the Planning Commission recommendation and approve the request for sub division of Lot 62 Knollwood Park Addition, as requested by Bronson- Eriokson. Seconded By Blanchard. 5 Ayes. Because there was no member of the Planning Commission present who was familiar with the third request, the matter of a variance for Ed Dropps was tabled; Copy of the Planning Commission report on file at Clerk's office. Mr. Malvin reported on action of Public Welfare Department. Home on St. Stephens Street was notified of Complaint about the state of their yard. The situation was corrected. A Complaint had been received about a home on Co. Rd. J. that was creating a health hazard. This will be investigated and action taken if needed. Motion by Crane to have the Village Attorney prosecute the Herrmann case if necessary. Seconded by Malvin. 5 Ayes. The Police Commission report was read and the following action taken; (A set of rules governing the use of the Police Cars). Motion by Crane to adopt those rules. Seconded by Hodges. 5 Ayes. Motion by Crane to have Village enter into a "Circle of Safety" traffic check with the Civil Defense handling the program, and to order kit #400 for $17:95 to be used in this program. Seconded by Chrieteii.sehl 3 Ayes. Mr, Aalborg of Dalberg Builders asked that the Clerk sign the Plat plans for the Plink Addition. These plans had been given previous Council approval. Said Plat Planes were signed and Village aeal affixed, The matter of overtime pay for Mr. Skiba, Public Works Supt. was brought up and discussed very thoroughly. The following action was taken. Motion by Christensen that the Water Works Supt. and /or his helper continue to be available and to make Plumbing and Water inspections in such manner as he sees fit and to bring a report to the Council in regards to what compensation he shall receive. Seconded by Malvin. 4 Ayes, Hodges No. Motion carried. The minutes of the North Suburban Hospital Association were placed on file. A proposed Ordinance brought to the Council by the Civil Defense Director was referred to the ltturney. 3 Minutes of April 24th, 1.961 Council Meeting The Civil Defense Director turned a check in the amount of $283.00 from the State Treasurer, Dept. of Civil Defense, over to the Clerk. Check was part of the "matching funds" program and was for the radio in the Civil Defense Truck. The Civil Defense Director reported that cabinets were needed for the rescue truck and read several bids he had received in regards to them. H. requested Counoil approval before ordering these cabinets, Motion by Crane to authorize Civil Defense to spend up to $40000 for cabinets and wiring for the reseoue trunk from Civil Defense budget. Seconded by Hodge.. 5 Ayes. Reoreation Committee report given by Mri Hodges. Houle land- scaping was awarded the job of sodding infields on the ball diamonds. Public Werke report from Mr. Christeneen. Report on meeting with Ramsey County Engineer on roads. Motion by Christensen, to have Clerk send a Work Order to Ramsey Engineer to have patching done on roads and to bring them up to minimum safe driving eon4itioris as agreed upon at meeting. Seconded by Crane, 5 Ayes. Northern States Power reported in a letter that the street lig* along Highway 10 would be up by April 15t1i. The Council will meet with Representatives of Northern States Power to discuss a gas franchise in the Village. Meeting to be held at the Village office May let, 1961. The Attorney will aloo be present. Mr. Wally Groberg. builder and Milt Stole Planning Commission Chairman will meet with the Village Council at 7:00 P.M. May let to discuss a proposal of Mr. Groberg's regarding the Pinewood Shopping Center. The financial statement was presented by the Clerk. Motion by Crane to accept the statement as presented. Seconded by Malvin. 5 Ayes. Motion by Blanchard to hire Mr. Robert Porter and Mr. Tom Ravelini_ -.P part time employees for aesietanoe in iubtallting Water Meters, at ..n hourly wage of $1.50 per hour plua 7 cent per mile mileage allowanc by Malvt 5 Ayes. Motion by Blanchard, Seconded by Crane to approve following Licenses: Garbage Hauling: Boyer Garbage Service, Hamel, Minnesota Heating Contracting: Standard Heating Co., 1694 Selby,St.Paul,Minn.
