After consideration of said report, member Christensen introduced the following resolution and moved its adoption: 71 RESOLUTION APPROVING THE PRELIMINARY ENGINEERING REPORT AND CALLING A HEARING ON WATERWORKS IMPROVE- MENT NO. 1961 -1. BE IT RESOLVED By the Village Council of the Village of Mounds View, Minnesota, as follows: (1) That the preliminary engineering report heretofore submitted by Comstock Davis advising this Council as to the feasibility and estimated cost of constructing waterworks improvements for the Village is hereby approved and ordered filed. (2) That said improvement shall be hereafter designated as Waterworks Improvement No. 1961 -1. (3) That this Council shall meet at the time and place specified in the form of notice hereinafter contained for the purpose of conducting a preliminary public hearing on said improvement; and the Clerk is hereby authorized and directed to cause notice of said meeting to be given by publishing notice of the same in the official newspaper of the Village at least twice, which publications shall be one week apart with the last publication not later than three clays prior to said hearing. The area proposed to be assessed for special benefit derived from said improve- ment is each lot, piece and parcel of property abutting on said streets as above described. There were 4 ayes Mayor Crane called for bids on Street Improvement 1961 -1, no additional bids were brought forward. Construction, but the decision to award the contract was postponed until later in the meeting. Mayor Crane called for the Public Hearing on Condemnation of Buildings. Attorney Meyers explained to the two signaturees as to the reasons for this action. The premises of the third Condemnation Case location of 8430 Eastwood Rd. had alrc ^.dy been cleared. Mrs. Engar Rickard spokesman for the property at 8247 Spring Lk. Pk. Road explained that there was no easement to her home for repairs and the premises are used only for storage. After considerable die cussion the Mayor declared that this Condemnation Proceedings be postponed for two weeks so that a further report could be made by the Building Inspector to the Council. 3 000053 Proceedings of Village Council hooting hay 8th, 1961 The second Hearing concerned the premises located at 8384 Groveland toad, its owner Ludwig Bang present at the Hearing asked if he could maI<l a garage out of this structure. It was the opinion of the Building Inspector that this would not be safe. Motion by Hodges, Seconded by Malvin that Mr. Bang remove this building within thirty days. 4 Ayes for approval. Minutes of the previous meeting were read by the Administrative Clerk. Motion by Hodges, seconded by Malvin to approve minutes as read. 4 Ayes for approval. rayor Crane read a letter from Mrs. Betty Wall, Village Represent ative and Board member of the North Suburban Hospital District re- questing Five Hundred Dolilars (500.00). Mr. Kinne, District Chair- man explained that six of the eight Village of the District had contributed. Motion by Crane, Seconded by Malvin to contribute Five Hundred Dollars (500.00) to the N.S.H.D. 4 Ayes for approval. The Mayor asked if there were any particular problems or questions from those in attendance, The fire problem and the present fire hazard in large open fieldswas extensively discussed. The Mayor suggested that cooperation from other neighbors and specific help from the Village Civil Defense Organization should be sought. The drainage problem from the Babinski property was discussed. The Village Council and Engineer have this problem under study. Mr. Melvin G. Johnson of 5120 No. Highway 10 reported about his particular problem with the Highway Department. Mr. Johnson was asked to attend a Special meeting with the Council and the Highway Department. The grading and surfacing of Gloria Circle was brought up. The Mayor instructed the Clerk to write a letter to Mr. Dalberg for in- formation regarding a Five Hundred Dollar ($00.00) Bond. The Public Safety report was given by the Mayor. He read the Police report for April. The recommendations fo the Police Commission were read. Recommendations were: Number 1: request the County to reduce the speed limit from 40 to 30 miles per hour on Co. Rd. H -2 between Highway 8 and Highway 10. Motion by Hodges, seconded by Malvin to accept these reports and to concur with the recommendations. 4 Ayes for approval. Recommendation Number 2: To have the County install a Stop Sign on Fairchild and Sherwood. Motion by Crane, Seconded by Melvin. 4 Ayes for approval. Recommendation Number 3: Arrange to have street signs on the list from the Police Department corrected. Since there was no objection. Mayor Crane directed the Public Works Supt. to correct appropriate signs. Civil Defense Director Kenneth Ballenger reported that a voluntary vehicle safety check wailed "Circle of Safety" would take placo at the Pinewood School, Co. Rd. I and 'Zuincy St. on May 24th and 25th. The Director stated that the Police Dept. would not participate in this safety check. Ten safety features will be checked. The Mayor urged all citizens to participate. He directed the Clerk to help with Clerical work involved and advertising for this C.D. endeavor. 4 Proceedings of the Village Council Iiay 8th, 1961 The Public llorka report wat given by Mel Christensen. Seconded by Crane, to have the Clerk write a letter to the County requesting removal of the Village load limit signs. 4 Ayes for approval. Thu matter of a Variance for Ed Dropps was discussed. Motion by Christensen seconded by Crane to concur with the Planning Commission report. 4 Ayes for approval. Public Welfare Report. Mayor Crane reported that Boy Scout Troop has requested the use of water from Village Hydrants. The Council' decided that more information was needed before permission could be granted, The Lakeside Park Commission Meeting was reported by Perry Malvin. Present at the meeting were Halseth, Lunde, Moller, Ness and Malvin. They hired MrA_Haugen as Supervisor of the Swimming program for '$800.00. Hired as hie helpers were Heiberg, Johnson and Sabatke for $1.50 per hour. The Commission voted to buy a new boat. The ball park echedule is to be allocated as follows: Sp.Lk. Pk... Monday, Tuesday and Wednesday. Mounds View Thursday and Saturday. Menge Soft Ball League Thursday evening under lights. The Swimming program: Registration will begin June 12th. There will be competitive swimmiig. Malvin requested that the Mounds View Police Department help to patrol this lakeside area. Motion by Malvin to send Two Thoudand Dollars($2,000.00) to the Lakeside Park Commission Seconded by Hodges. 4 Ayes for approval. Motion by Christensen. Seconded by Crane to pay the bills as submitted. 4 Ayes for approval. (See list attached. Park and Playground Report by Hodges. He reported the Committee met May 3rd. They decided to buy four drinking fountains for $76.00 each. Baseba,ll platoi for fourteen dollars and ninety -five cents ($14.95) and a line marker for seventeen dollars and fifty cents($17.50) Engineer's Report by Les Knutson, who gave a Preliminary Report advising as to the feasibility and, estimated cost of about $131;000.00 on the Petitioned dater Main extensions received to April 1, 1961. Mayor Crane reported that the proposed Extension will take in Streets generally North of Highway 10 and West of Edgewood Drive. To get a true indication of the Property Owners Petitions for and against the Water Main Extensions are requested. Motion by Christensen, seconded by Hodges to adopt this report and set May 31st, as the Public Hearing date to be held at the Red Oak School. The Engineer reported on Estimate #3-Water Project 1960-3, he final Estimate of Lametti and Sons. There would be Five Thousand Dollars ($5,000.00)withheld. He reported that it is $6 lase than the final bid. Motion by Crane, Seconded by Hodges to pay this bill of $89,878.5o and that the one year Performance Bond be accepted. 4 Ayes for approval, The Engineer presented an Estimate from Layne Minnesota on the Deep Well #2 stating that 120 feet of material and 500 feet of pipe listed in the Estimate for a cost of $9,301.50. Motion by Christensen. Seconded by Malvin Council approve for payment. 4 Ayes for approval. 000054 5 000055 Proceedings of the Village Council May 8th, 1961 The Engineer reported that the low bid on the Street Improvement 1961 -1 that was read during the meeting was the A.H. Construction Co. of St. Paul and he recommended this Company be awarded the Contract with the understanding the completion date be in compliance with the Contract. Motion by Christensen, Seconded by Malvin to concur in this recommendation. 4 Ayes for approval. Attorney's Report; Mr. Meyers reported that the bill from Public Employee's Retirement Association representing the Employer's share be paid. This covers the period of 1958 -1959. He presented a Contract from Ramsey County for care of prisoners from Mounds View. Motion by Crane, seconded by Hodges that the Village enter into a Contract with Ramsey County conmrning the care of prisoners. 4 Ayes for approval. There was some discussion about Water Lines with the St. Paul Water Dept., Mayor Crane directed the Engineer and Attorney to draft an agreement for future projects. The Attorney brought up the matter of the appointment of an Assistant Assessor. The importance would be to have a vote on the Board of Equalization. The Mayor asked for Volunteers, none came forward; therefore the appointment was postponed until the next meeting. The Attorney recommended that the Village pay their proportionate share of Weed Notice Publication for 1961. Motion by Crane, Seconded by Hodges to concur. 4 Ayes for approval. The Attorney reported on the following Resolution #15- 4 -12A, Vending Machine and Soft Drink proposal's for Ordinances. The Attorney presented a Mortgage paper and a Mortgage note for the Mayor and Clerk to sign to enter into with Mr. Foley. Motion by Crane, Seconded by Hodges to authorize the Village to enter into this Mortgage Contract with Foley for their property North East of Highway 10 and Long Lake Road. 4 Ayes for approval. Mayor Crane reported on a,convesakion with Senator Westin during which the Senatbi. called Mouncid View a "silly little Village The Mayor read a carefully worded letter addressed to Senator Westin. Mel Christensen explained that Westin's remark probably was the re- sult of the Village stand on the Sanitary Sewer issue in the State Legislature. Motion by Malvin seconded by Hodges to endorse this letter and have a copy sent to Senator Westin. 4 Ayes for approval. Clerk's report was given by Paul Doug, Administrative Deputy Clerk, who discussed the procedures to be used as well as the supplies and equipment needed for the Village water billing. Motion by Christensen, Seconded by Crane that tho Clerk be authorized to purchase.billing cupplioe needed for the water billing and a used Addressograph machine for One Hundred and Fifty Dollars 0150,00) be bought. 4 Ayes for approval. The Clerk reported that Mrs. Kish would leave Juno 2nd and that a replacement would be needed.
