On roll call the vote was as follows: Ayes: Nays: O The iiayor then declared said motion duly carried and the above entitled Ordinance du1: passed and adopted, and order the Village Clerk to publish the same in accordance witi the law in such case made and _provided, I DO HERE:1 CERTLFY That I, Ems, am the Village Clerk of the Village of hounds View, Ramsey o int-, r_"innesota, and that I am custodian of its records, that the above is a true and correct cop,-,' of a nt of the minutes of the regular meeting of the Village Council of said Village held on the 0�- day of h 1 191 '.'211age Clerk (sE L) Village Council of the Village of Mounds View, Minnesota was held at Red Oak School 1961 at 8205 p.m. with the following members present: A.Crane, L.Blanchard, P.Nalvin, N.Christensen, and D.Hodges and the following members absent: Member its adoption: EXTR.'.C'T OF MINUTES OP MEETING OF THE VILLAGE COUNCIL OF THE VILLAGE OF MOUNDS VIEW, MINNES0TA Pursuant to due cull and notice thereof, a regular meeting of the Gran P in said Village on the 22 day of May none introduced the following resolution and moved A RESOLUTION'MODIFYING ASSESSMENTS FOR WATER MAIN IMPROVEMENT. WHEREAS, The Village Council has determined that certain assessments are to be modified or divided, NOW, THEREFORE, BE IT RESOLVED, That the following list of modifications and divisions, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named therein, and each tract of land therein included is hereby found to be benefited by the proposed improvement in the amount of the assessment levied against it. 2. Such assessment shall be payable in equal annual installments extending over a period of fifteen years, the first of the installments to be payable on or after the first Monday in January, 1961 and shall bear interest at the rate of 6 per cent per annum from the date of the adoption of this assessment resolution. To the first installment shall be added interest on the entire assessment from the date of this resolution until December 31, 1961. To each subsequent installment when due shall be added interest for one year on all unpaid installments. 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the county auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the Village Treasurer, except that no interest shall be charged if the entire assessment is paid within 3o days from the adoption of this resolution; and he may, at any time thereafter, pay to the county treasurer the entire amount of the assesn- ..t remaininc; unpaid, with interest accrued to December 31 of the year in which such payment is made. 4. The clerk chili forthwith transmit a certified duplicate of this modification and division to the county auditor to be extended on the proper ta.< lists of the county, and such assessments shall be collected and paid over in the same manner as other municipal taxes. The notion for the adoption of the foregoing resolution was duly seconded. by Member Christensen and upon a vote being taken, the following members voted in favor thereof: Crane ,Christensen,Blanohard, 1•lalven, and Hodges and the following members voted against the same: none ;whereupon said resolution was declared panned and adopted. May 22nd, 1961 at the Red Oak School, Sherwood Rd. and Red Oak Dr., Minneapolis, Minnesota. Present were: Mayor: Clerk: Administrative Clerk: Trustees: Attorney: Engineers Public Works Bldg. Blanchard Paul Boog Perry Malvin Melford Christensen Donald Hodges Richard Meyers Les Knutson Supt:Walter Skiba Chris Piehowski 000060 Motion by Christensen to approve minutes of May 8th meeting as presented. Seconded by Malvin. 5 Ayes for approval. Minutes of Special Meeting of May 15th were read. Motion by Crane to approve minutes as read. Seconded by Christensen. 4 Ayes. Mr. Hodges entered the meeting at this point 8:10 P.M. The Engineer presented a Preliminary plan in regards to the drainage problem in the 12 Oaks area. The first cost estimate, which the Engineer pointed out was only an approximate figure,of $17,000.00. Mr. Piehowski reported that Mr. Babinski has been cleaning and dosing the present ditches in this area. Mr. Meyers arrived at this point 8:15 P.M. Motion by Christenson to send a work order to the County to•have the following work done: 1. Curbing on Co. Rd. H (North side) from 2. Curbing on Woodcrest Dr. (South side)" 3. To fashion a spillway on North side of Woodcrest at rear of lot lines between Red Oak and Sunnyside Roads. Seconded by Hodges. 5 Ayes. Motion by Crane to accept plans for storm sewer in 12 Oaks area. Seconded by Malvin. 5 Ayes. The matter of the Condemnation of a home at 8247 Spring Lake Park Road mras brought before the Council. The building inspector reported that after an examination of the premises his recommendation would be to allow the building to remain for storage purposes but that it not be allowed for use as a dwelling. Motion by Blanchard to accept the Building Inspector's recommenda- tion and allow the continued use of the building for storage purposes only. Seconded by Crane. 5 Ayes. The Attorney reported that access to the :above mentioned property was not of Village concern, but rather it was a private matter. Red Oak to Sunnyside Rd. n a n n 2 000061 Minutes of May 22nd, 1961 Council Meeting The next order of business concerned the acceptance of bids. The alternates to the Building Plan were discussed very thoroughly by the Engineer and members of the Council and the following action was taken: Motion by Christensen to accept the low bid for the Water Utility building by Dedolph Construction in the lump sum amount of $72,524.00 leas alternate #3 for 36,500.00 making the final bid price of $66,025. Seconded by Malvin. 5 Ayes. The two low bids on the Water Filteration Equipment were read again and after some discussion the Engineer requested additional time to examine the corrected plans presented by the low bidder. Attorney Meyers reported that he had made a rough draft of the proposed guarantee from the low bidder but had received no word from the General Contractor as yet. The Council concurred with the Engineer and deferred awarding of contract Until the next regular meeting. The Planning Committee forwarded information regarding a home to be mired onto the North j of lot seven] block one Greenfield Addition. Twe petitions in favor o>' this move were with the request. Motion by Crane to accept these petitions and to set a public hearing on this matter for June 12th, 1961 at 8 :00 P.M. Seconded by MaiVi l 5 Ayes. The Clerk was instructed to mail said Notices to affected property owners at least 10 days prior to this hearing. The matter of surtacing Gloria Circle was deferred until the next regular meeting. Vacations for part time Village employees (Police and Clerical) was discussed and referred to the Attorney. the Mayor repotted that the dircle of Safety" program is to be held Wednesday} May 24th and Thukeciay} May 25th at Col Rd. I and Quincy St. anki drged all citizens to take Pakt4 The letter frbit Mr. Wally Groberg was tabled for further study. Mr. MaiVin presented a financial statment for 1960 'roan the Lakeside Park Commission. Statement on file at Village office. Motion by Crane to appoint Mrs. Bernice Ehlers of 6939 Pleasant View Dr., as Mounds View Deputy Assessor. Seconded by Christensen. 5 Ayes for approval. The Engineer was instructed to write a letter to have the County repair and clean up the Judicial ditch. The problem of rats in the ditch was broughtto the Council's attention by Mr. Hodges. A letter regarding the Annual meeting of the Minnesota League of Municipalities was read. Motion by Blanchard that the Village send 5 delegates to the convention and pay their registration fee also to pay half of the Village Attorney's registration fee. Seconded by Malvin. 5 Ayes. 3 Minutes of May 22nd Council Meeting 000062 The Engineer was instructed to prepare an announcement regarding the sodding or seeding of boulevards in Water Project 1960 -3 to be placed in the legal newspaper of the Village. Motion by Christenson to pay the bills presented (list attached) including the assessment for water improvement on Village park property. Seconded by Blanchard. 5 Ayes. A Resolution modifying assessments for Water Mains was read. Motion by Crane to adopt Resolution #73. Seconded by Christensen. 5 Ayes for approval. A Resolution Certifying That The Attached List of Assessments Have Been Paid removing Lateral Assessment of Pinewood Terrace Lot 8 B lock 1, property owner William Tate 2118 Hillview Rd. from the list of Aesessments. Motion by Christensen to adopt Resolution #74. Seconded by Hodges. 5 Ayes for approval. Motion by Malvin to reject Gas Franchise as proposed by Northern States Power. Seconded by Blanchard. 5 Ayes. Motion by Christensen to adopt Franchise Ordinance as written by the Attorney (Ordinance #83) and to forward the Franchise with a letter from the Engineer stating reasons why the request for approval of their plans be made. Seconded by Malvin. 5 Ayes. The matter of permits and licensee for Air Conditioning was deferred to the next meeting. Motion by Blanchard to order a street light for the north side of Highway 10 at the intersection Hwy. 10 and Edgewood Drive, Seconded by Malvin. 5 Ayes for approval. Motion to adjourn by Hodges.
