HomeMy WebLinkAboutMinutes - 1961/06/12PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Village of Mounds View was called to order at 8:10 P.M., Monday June 12th, 1961 at the Red Oak School, Sherwood Road and Red Oak Drive, Minneapolis 21, Minnesota. Blanchard Richard Meyers 000069 Mayor Crane declared that the Public Hearing on the house to be moved to the North i of Lot 7, Block 1, Greenfield Addition was open for discussion. Mayor Crane asked for objector's. None came forth. The owner assured the home owners near the property that he would occupy the house and not rent it. Motion by Crane to permit the house to be moved onto the North i of Lot 7, Block 1, Greenfield Addition, seconded by Malvin. 3 Ayes for apprcval. Motion by Malvin, seconded by Hodges to accept the Minutes of the Council meeting of May 22nd, 1961 as presented. 3 Ayes for approval. Motion by Crane, seconded by Hodges to accept the Minutes of the Special Meeting of the Village Council held May 31st as presented. 3 Ayes for approval. Civil Defense report was given by C.D. Director, Kenneth Ballenger. He reported that the Civil Defense "Circle of Safety" program gave Safety Checked stickers to 76 cars in two days. He announced that a new 72 hour class for Civil Lefense members would begin June 2Oth. Trustee Hodgea presented a petition signed by residents on Lois Drive, etd. requesting the removal of rats from the Judicial Ditch. Hodges reported that a representative of the Gopher Exterminating Co. and the Clerk examined this area. This Company subsequently submitted an estimate of -from forty -five to seventy dollars by using gas and not poison bait. Motion by Hodges, seconded by Malvin to spend up to seventy -five dollars for rat removal in this infested area. 3 Ayes. Trustee Hodges reported on the Recreation Committee Meeting held June 7th, 1961 at the Village office. The Committee will open the bids on June 21, for the installation of the fountains to be used in the Village parks. He reported that night watch lights will be installed on Greenfield and Lambert Parks. He announced the selection of Mr. Joseph La Voie as the new Park Maintenance Superintendent. Motion by Hodges, Seconded by Crane that Mr. Joseph La Voie be hired as Mounds View Park Maintenance Superintendent. 3 Ayes for approval. Mayor Crane reported on the Police Commission Meeting held June lst. He said that the Police will make extra effort to enforce the 10 P.M. Curfew Ordinance for children under 18 years. 2 Minutes of June 12th, 1961 Council Meting- Continued 000070 Motion by Crane, seconded by Hdges, the Village Attorney be authorized to prepare an Ordinance accepting the State Law concerning Police Civil Service. 3 Ayes for approval. Motion by Crane seconded by Malvin, requesting he Attorney to prepare first draft of Ordinance establishing a Police Civil Service Commission. 3 Ayes for approval. Motion by Crane'seconded by Hodges, authorizing body work on Squad Car #692 (Ford) at a cost of 386.85. 3 Ayes for approval. Mayor Crane read the monthly report of the Police Department for May. During 535 Patrol hoursi there were 133 calls in the Village, 4 persons to jail; 8 hospital runs and 44 traffic tags issued. An electric Speed Timer was Used on Co. Rd. H -2, where 87 cars were checked. Mayor Crane reviewed the Dogcatcher's report for the months of March And Apriis Triidteie Malvin reported that further Complaints from individuals regarding the open sewer drain on the Herrman property at 2439 Ridge Lane, This matter to be referred to the Attorney. Mayor Crane reported on the taxes within the Village, reviewing the tax structure, and its relative mill rate to other areas. An amendment to the Ordinance granting the Gas Franchise to No. States Power Co. was submitted in a letter signed by Mr. E. V. Bergstrom, Supervisor Extensions Department of N.S.P.. The amendment would replace Section 2 in the present Ordinance #83 "No gas mains shall hereafter be laid by the Grantee except upon application to the Village Engineer, and permission therefore granted by said Village Engineer, subject to the approval, however, by the Council by Resolution Motion by Crane, seconded by Hodges to accept this as a substitute for the present Section 2 of Ordinance #83, also that this be referred to the Village Attorney for incorporation into, rather than an amend- ment of the Ordinance. 3 Ayes for approval. Mr. Kn'itson, Village Engineer, spoke on the plans for surfacing of Edgewood from Co. Rd. I to Highway #10.• If there was no objection, the necessary fill for the new Water utility building would be purchae ed from Mr. George Indykiewicz. The Building Inspector's report was given by Mr. Piehowski. The Public Works Superintendent, Walter Skiba, reported on the progrebq of the Water 'Utilities/. Patti Moog{ Admizjil5trative Clerk reported that Lloyd Blanchard, Clerk recommended Mrs. Patricia Raveling be hired as a Clerk typist on June 19th. Motion by Malvin to hire Mrs. Raveling as a full time (40 Hour week) Clerk Typist at 31.50 per hour beginning June 19. Seconded by Crane. 3 Ayes for approval. Mayor Crane read a copy of the findings and conclusions in the matter of the Expansion of the Anoka County Airport dated June 9th. Mayor Crane introduced Mr. Comstock, Engineer, who spoke on the North Suburban Sewer District and the legislatives action thereon, and read two Resolutions passed by the Fridley City Council pertaining to the Sewer. The matter of awarding the contract for the slater Filteration Equipment was referred to the June 26th, meeting. Representatives from the firms of the two lowest bidders agreed to write a letter to the Village Office requesting the two week extension. Motion by Crane, seconded by Malvin to approve the licenses submitted (List attached). 3 Ayes for approval. Motion by Crane, seconded by Malvin to approve the ten Peddler's Licenses. 3 Ayes. (List attached). Motion by Crane, Seconded by Malvin, to pay the bills submitted. 3 Ayee. Motion by Crane, Seconded by Hodges to adjourn. 3 Ayes. Meeting adjorned at 10130 P.M.
