June 26th, 1961 at the Mod Oak School, Sherwood Rd. and Red Oak Dr., Minneapolis, RS*SOta. Present were: Mayor: Allan D. Crane Clerk: Lloyd J. Blanchard Administrative Clerk: Paul Boog Trustees: Melford Christensen Perry Malvin Donald Hodges Attorney: Richard Meyers Engineer: Les Knutson Public Works Supt: Walter Skiba 000076 Motion by Hodges to approve minutes of June 12th meeting as presented. Seconded by Malvin. 5 Ayes for approval. Motion by Blanchard to accept the low bid for the water filtration plant from D.'1. Hicke'y Company in the amount of $44,660,00. Seconded by Hodges. The Council, Engineer, and Attorney discussed at great lengths the pros and cons of the motion. The "opinion of the t•!o w 't id- cr: r_..id citizen's were preOented. The Engineers explained their views as follows: Mechanical Equipment Mounds View Water Filtration Plant Regarding the bide for the above mentioned project, we deem it advisable to inform the council of certain facts concerning the equipment as bid by the low bidder, Turb?matic Co., D.W. Hicke Co. equipment, •and that of the second biddethe Layne- Minnesota Co., .General Filter Corp. equipment. The bid of the Turbomatic Co. was in`the amount of $44,660 for'equipment which was an alternate to-that proposed in the base bid.'. This equipment cannot be con strued to be comparable to that of the base bid due to the follow- ing features: 1. The piping arrangement of the raw water line is such that the flow to the individual cells cannot be separately controlled. The raw water line itself within the tank is calibrated for a 1,000 gallon per minute flow. Should the rate of flow be in- creased to 1,200 gal. or reduced to 000 gal. per minute, this calibration would not equally distribute the water to the res- pective individual cells. 2. The under drain systea is connected in the manner which makes it mandatory to back wash the entire unit rather than by an individual cell basis as proposed in the base bid. Should it be necessary to back wah the unit with filtered the additional cost over a 25 year period will approach ?9,000. in power alone. -2 r June 26th 1961 meeting continued- 00007? 3. The Turbomatic Co. has not built a unit of this nature. Conger. quently they have no service record of the performance of this unit which they propose. 4. In water treatment and sanitary sewer plant engineering, it is not uncommon to investigate the poeeibility of the use of egip- ment other than that which is originally proposed+ However, in a oircumetance of this nature there id generally a pilot plant history to be relied upon in considering the performance of a new unit. in the case of the Turbomatic proposal there is no pilot plant data available, as no pilot plant has ever been con structed or tested to our knowledge. 5. There have been instances where untested equipment has been installed in a sewage treatment plant. In one case the munici- pality was allowed to operate tha equipment for a period of three years before payment was required. This permitted the accumula- tion of a sufficient operational history to determine the satis- factory operation of the unit. Another inatanbQ was an arrangement whereby a guarantee was pro- vided the municipality for a type of equipment which was leas expensive than that originally proposed: This equipment was not considered to be equal to the originally proposed item and after a period of attempted operation for two years, it was dis- covered that the bid item did not perform the job intended. After the two year period the equipment was removed. In this instance the municipality never did obtain the originally pro- posed equipment and the operation of the then substituted equip- ment was more costly than the municipality Mould have paid for the operation of the originally specified equipment. The equipment on the second bid by the Layne Minnesota Co. has had a successful operational history over a period in excess of 10 years. One feature of the unit that is more favorable is that it can be back washed with raw water while the unit is in service. The sum of ;24,250 difference in the low bid of the Turbomatic Co. and the second bid of the Layne Minnesota Co. is extremely attractive however, we cannot concientiously advise the village to accept the lo bid in view of the fact that there is no similar unit in operation no any pilot plant data. Recently, t:-is bid differential has occurred in four previous instances. In each case a different engineering fir firm was involved. The recommendation of the engineering firm in each case was that the Turbomatic bid should not be considered for numerous stated .reasons. Therefore, we believe that our statement cannot be altered favoring the low bid. -3- 000078 The attorney stated that the guarentee presented should be included in the motion. Mr. Hodges withdrew his second to allow motion to be ammended. Mr. Blanchard ammended the motion so that the completed motion reads as follows: that the council accept the low bid of the D.N. Hickey Co. in the amount of ;44,660. for the water filtration plant and that the quarentee presented by the Turbomatic Co. shall become a part of the contract and also bear the signature of an official of the D.H. Hickey Co. Seconded; by Hodges. Upon call of the roll the following members voted 'aye- Christensen,, Malvin, Hodges, and Blanchard. Voting naye Crane. 4 Ayes motion was carried. The attorney was then instructed to prepare formal guarantee papers. The water project (1961 -1) proposal was brought up and Mr. Malvin reported that a case of spinal meningitis in the proposed area was blamed on the water, or the sewage, or both. The matter was then tabled pending investigation of the matter. The attorney read a memo re the setting up of a Police Civil Service Commission and this Commission's powers and duties. (Copy on file at village office) Motion by Blanchard to purchase insurance for the Civil Defense Dept. as requested. (Copy of insurance on file). Seconded by Maivin. 5 Ayes. Mr. Christensen reported that he and the Engineer had taken a tour of the roads on water project 1960 -2 and made recommendation to the contractor regarding same. Mr. Knutson reported that the painting of the water tank has been completed and after flushing and chlorinating the tank would be back in service by Wed. morning. The Mayor stated that the council world meet Thursday June 29th at 6:00 P.M. at the Village Office and tour the Village in re to street repairs and the proposed street plan. Mr. Bodges stated that the recreation Dept. had received bids and awarded a contract to the low bidder (Gilbertson Surface) to put water fountains in at four village parks, Mr. Maivin reported that from the registration received so far in the swimming program this would be the biggest year for Lakeside Park. The assistance of the local stores and churches in passing out information about the program was credited for a large part of the registration. As of June 23rd, 1961 there were 428 children and 15 adults registered at the beach for the swimming and lifesaving classes. Motion by Blanchard to concur with the Plan- ning Committee recomendation and allow a variance for Mr. Ralph Edberg at 7870 Greenwood Dr. Seconded by Christensen. 5 Ayes. Item No. 2. Motion by Christensen to concur with Planning Committee recommendation and allow property at 2323 County Rd. I to be sub- divided as requested. Seconded by Hodges. 5 Ayes. Motion by Christensen to have Building Inspector rescind permits on the two buildings, being built by Mr. Wallace Groberg, until such time that plans are presented from a State certified engineer or architect. The Mayor called three times for a second to the motion. There'being- •none, the moiL6n was declared deed. Motion by Blanchard pe approve the Groberg Plot Plan for lots 1 and %2 Spring Lake Park Highlands Addition as presented. Seconded by Malvihi 4 Ayese Malvin, Blanchard, Hodge, and Crane. Naye Christensen. Meeting was called to order at 10 :25 P.M. by Mayor Crane. The attorney's report was then given and the following action taken; A resolution relating to the North Suburban Sanitary Sewer District was read. Mr. cialvin moved for adoption of Resolution No. 75. Seconded by Hodges. 5 Ayes. A Memo regarding the airport expansion was read. (Copy on file) The attorney was instructed to check into the bills passed by the 1961 session of the State Legislature in regards to proposed street plans. Ordinance No. 84 ammending Ordinance No. 66 WHICH IS AN ORDINANCE LICENSING AND REGULATING THE SALE AND CONSUMPTION OF INTOXICATING LIQUOR, REPEALING INCONSISTENT ORDINANCES, AND PRO- VIDING A PENALTY FOR VIOLATION, was read and discussed very thoughly and the following action taken: Motion by Crane to adopt Ord. No. 84. Seconded by Malvin. Christensen abstained. 4 Ayes. Motion carried, Ordinance amending Ord, No. 82 REGARDING SET UPS was read. Motion by Blanchard to adopt Ord. No. 85 and repeal Ord. No. 82, Seconded by Hodges. 5 Ayes, An Orditiance:re the pumping of cesspools and septic tanks was read. Motion to adopt Ordinance by Malvin. Seconded by Crane. After some discussion it was felt that a more thorough study of this Ordinance should be made before any action is taken. Second and motion withdrawn. -9- Minutes Of June 26th, 1961 Meeting (Con't) A Gas Franchise Ordinance was presented. Motion to adopt Ordinance No. 86 and repeal Ordinance No. 83 by Crane. Seconded by Malvin. 5 Ayes. Motion to pay bills by Blanchard presented. (List Attached) Seconded by Crane. 5 Ayes. Motion by Crane to set a public hearing re moving of home from Gloria Circle Lot 9 Block 1 Lakeside Court to No. of Lot 51 Spring Lake Park Hillview, between Hillview and County Rd I on Eastwood Road, on the 18th day of August 1961. Seconded by Malvin. 5 Ayes. A Letter from the Clerks Office to Mr. Haluptzok stating the information he must furnish to the village is to be sent as soon as possible. The Clerk was instructed to send a letter about the sub- standard home at Couhty Rd 1 and Edgewood Dr., to the owner, stating what needs to be done to bring this home to standard.
