July loth. 1961 at the Red Oak Sche Sherwood Rd, and Red Oak Dr. Minneapolis, Minnesota. Present were: Absent were: Mayor: Allan B. Crane Adml Dep. Blanchard 000086 Minutes of the June 26th regular Council Meeting were reviewed; correction of the minutes- by Trustee Christensen on page four. third paragraph add the following after the word plans, "For these buildings to be drawn by delete the words "are presented from Motion by Christensen to approve the minutes as corrected....�coadea by ;:o� s. .4 gyoe fbr approval._ The minutes of the June 29th Special Meeting of the Village Council were reviewed. correction of the minutes by Trustee Christensen on the first paragraph -first line, add the following after the word made, "to approve the resolution granting Motion by Crane oeconded by Hodges.to :rove" ..inutcs z:,.corrected. 4 ..yes. Discussion was held on the condition of the Village streets. Mayor Crane reported that on June 29th the Council had toured the Village inspecting the streets. Motion by Christensen A. That Clerk's office request the County to: 1. Oil Edgewood from County Road I to TH #10 2, Blade and Oil Laport Drive from Edgewood to the East limit(Jackson Drive). 3. Blade and Oil .dgew .3od Dr. from Laporte to the North limit(Ardan Ave.), 4. Grade and Surface Pinewood Court- The county is to inform the Village Engineer's when work would begin so that the Engineers would install the proper grade stakes. B. Mr. Christensen be authorized to contact a contractor to patch Pinewood Dr. between Jackson and Zuincy, also Oastwood from Sherwood to "J C. Instruct the Attorney and Engineer to work together to procure additional easement of Hillview from Quincy to TH #8. Motion seconded by Malvin. 4 Ayes for approval. Mayor Crane reported that the Council policy was to do a minimum amount of work on the street until the sanitary sewers are installed. -2- Minutes of July 10th, 1961 Council Neeting(con't) 000087 The Gloria Circle street was discussed. Mayor Crane instructed the clerk to contact Mr. Dalhberg and request the money to be in the Village Treasury by July 24th6 mayor Crane instructed the clerk to order an arrow s1reet sign from the County to be placed facing Hillview at the intersection of Spring Lake Park Road and Hillview. The Street Fund account was brought upi .Referring to a request from Mr. Gibson to transfer money from the General Fund to the Street Fund. Trustee Christensen informed the Council that he would contact the clerk, Mr. Blanchard, about this matter. Mayor Crane instructed the Village A'ttbrney nr_. I:gyers to speck 'On the proposed streets. The matter of the ?later Improvement Project 1961 -1 extension of the 6" lateral mains was discussed. The following streets were included in the Engineers report: Red Oak Drive Sherwood Road to County Road "J" Fairchild Ave. Hillview Road to Sherwood Road Greenwood Drive .6 Sherwood Road to Hillview Road Hillview Road :loodlawn Drive to Edgewood Drive TH #1O Groveland St. to Spring Lake Park Road County Rd H2 Fairchild Ave. to 1200 feet East Eastwood Raod S•loodcrest Drive to iloodale Drive Woodale Drive 1•loodcrest Drive to Greenwood Drive Motion by Christensen that the Council order Water Improvement Project #1961 -1; instruct the Engineers to draw the final plans and specifications for this project. Publish the notification bids on the 13th and the 20th of July and open the bids on July 24th. Motion seconded by Hodges. 4 Ayes for approval. Notion by Crane to pass the Septic Tank Ordinance controlling the disposition of sewage submitted by the Village Attorney. Motion seconded by Malvin. After considerable discussion the motion and second were withdrawn. The attorney was instructed to insert a proposed amendment in which the police or building inspector would be required to sign complaints against offenders, and return the revised Ordinance for consideration at the next meeting. The Council approved the following for water connection charges where service is not in at the curb that is new homes, at lots where streets must be torn up to make connections or on lot subdivisions where hookup was not originally made. A total cost of which includes 0100.00 hook -up; :35.00 permit; 130.00 meter deposit; tapping; ;25.00 corporation cock and shut off cock.* The owner to supply labor, copper tubing.and street repair, *The Corporation cock and shut off cock can be purchased privately or from Village, but must be according to Village specifications. The Brooklyn Park Sanitary Sewer Resolution was noted. Trustee Hodges reported that the Park and Playground ^ComMission would meet in the Village office at 8:00 P.M. on July 12th. Minutes of July 10th, 1961 Council Meeting(oontt) Mayor Crane read the monthly report of the Mounds View Police Department which atated that in 5,514 miles patrolled three arrests made, four juvenile cases handled and three emergency hospital runs with 175 calls answered and 47 tickets issued. Both squad cars were called out to assist Ramsey County with the raid on a Bottle Club in Arden Mills. Mayor Cr;e reminded the Council of the suggested budget calendar, a suggested time table for budgeting submitted by the Village Clerk. Mayor Crane presented a letter advising him of a s•Irvey to be made the next 30 to 60 days to determine for a more favorable fire insurance The Attorney, Mr. iMieyers submitted: 1. The final forms of the Plant Performance guarantee to be signed by D.W4 Hickey and The Tubomatic Co. The Council recommended the Attorney to forward these forms to be signed 2. Resolution #77 Modifying assessments, for dater Main Improvement with six property divisions. Motion by Crane to adopt Resolution ;'77. Seconded by Hodges. 4 Ayes for approval. Resolutidn #78 certifying that the attched list of assessments have been paid. Motion by Hiddges to move its adoption. Seconded by Christensen. 4 Ayes for approval. 4. Civil Defense Ordinance proposed. The Council deferred action until further study can be made. 5. An Ordinace to establish a Police Commission. Council deferred action for further study. 6. Police Civil Service Rules and Regulations. Council deferred action for further study. 7. Air Conditioning Ordinance, Referred to next meetifL. 3 -3- 000088 from the Fire Underwriters of the Fire Protection within the eligibility of the Village classification. Mayor Crane reported that Pounds View has $74 in the Municipal State Aid Construction Fund and ;;3.307.00 State Aid Maintenance Fund as of June 30th, 1961. Mayor Crane road a letter announcing that a meeting was to be held in Fridley, Tuesday night July 11th and the Council was invited to discuss plans for establishing a Sanitary Sewer District. The Engineer, Les Knutson, reported that Northern States Power requested to install gas mains in the Village. The Council referred this matter to the Agenda Meeting, Monday July 17th. Mr. Knutson reported that the Contractor for the Mater Filtration Plant will begin work this week. -4- Mayor Crane referred to the Police Commission a complaint from Mrs. R! Sullivan that when she called for a police officer regarding a bother some salesman she received no response. Complaints were• from.reeidents•in the area where. a house iq to be_locatod at a.iot other than where neighboring residents were led to believe when they signed a petition allowing this move. The basement for this house was dug without a permit. The Mayor announced that it had been red taged by the building inspector. rlilliam Kelner, 7850 Greenwood Dr, complained that last year his request for a. set back variance had been refused, yet this year his neighbor was'granted a variance, the .Council recommended that he petition this to the Planning Commission. Trustee Malvin asked Mayor Crane to appoint in charge of procilring supplies for the Village. Motion by Crane that the Council approve the omitted. View, Minnesota, as follows: EXTRACT OF MINUTES OF MEETING OF THE COUNCIL OF THE VILLAGE OF MOUNDS VIEW, MINNESOTA Pursuant to due call and notice thereof, a regul'r meeting of Village Council of the Village of Mounds View, Minnesota was held at the Red Oak School in said Village on Monday, July 10, 1961, at 8:00 o'clock P.M., with the following members present: Crane, Christensen, Hodges and Malvin and the following members absent: Blanchard Comstock Davis, Consulting Engineers, then presented their plans and specifications for construction of Waterworks Improvement No. 1961-1. Consideration was given to deletion of portions of said improvement and member Christensen introduced the following resolution and moved its adoption RESOLUTION ORDERING WATERWORKS IMPROVEMENT NO. 1961 -1 AS AMENDED, APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR CONSTRUCTION BIDS. BE IT RESOLVED By the Village Council of the Village of Mounds (1) Waterworks Improvement No. 1961 -1 is hereby amended to include water mains, valves, hydrants, service lines and fppurtenances in only the following streets: IN FROM TO T. H. #10 Spring Lake Park Road Groveland Street Hillview Road Tiloodlawn Drive Edgewood Drive 'Co. Road H 2 Fairchild Avenue 1200 feet East of Fairchild Wooddale Drive Woodcrest Drive Greenwood Drive Fairchild Avenue Hillview Road Sherwood Road Red Oak Drive Sherwood :toad Co. Road J Eastwood Road Woodcrest Drive Wooddale Drive Greenwood Drive Hillview Road Snerwood Road The estimated cost of said improvement as amended is less than $100,000. Said improvement as amended is hereby ,ordered.
