HomeMy WebLinkAboutMinutes - 1961/07/24Pursuant to due call and notice tnercof, a regular meeting )f the Village Council of the Village of Mound:: View, Minnesota, was held at the Red Oa}: School in said Village on Monday, July 24, 1961, at 8:00 o'clock P.M., with the following members present: Mayor Crane, Councilmen Hodges, Malvin, Christensen and Clerk Blanchard and the following members absent: none EXTRACT OF MINUTES OF MEETING OF THE VILLAGE COUNCIL OF TIE VILLAGE OF MOUNDS VIEW, MINNESOTA The Clerk then presented Affidavits of Publication in the official newspaper and in the Construction Bulletin of a Notice to Contractors to submit bids for the construction of Waterworks Improvement No. 1961-1. Said affidavits were examined, approved and ordered filed. BE IT RESOLVED By the Village Council of the Village of Mounds View, Minnesota, as follows: (1) That Waterworks Improvement No. 1967. -1 is hereby ordered (2) That it is hereby found, determined and declared that the lowest two bids submitted by responsible contractors for the construction of the respective schedules of work of said improvement are as follows: SCHEDULE PRICE Lametti Sons St. Paul, Minnesota 41,837.00 Austin Keller St. Paul, Minnesota 42,400.00 (3) That the contracts for the construction of Waterworks Improve- ment No. 1961 -1 are hereby awarded to the lowest bidder for each respective schedule of work; and the Clerk is hereby authorized and directed to return the bid deposits of all bidders except the lowest two bidders of each schedule of work. The bid deposits of the lowest two bidders of each respective schedule shall be retained pending the execution of contracts. (4) The Mayor and Clerk are hereby authorized to enter into con- tracts with the low bidder for each schedule of work upon said bidder furnishing a satisfactory corporate surety bond conditioned upon the satisfactory performance of the work according to plans and specifi- cations and otherwise as required by law. -1 (5) It is hereby found, determined and declared that the total cost of Waterworks Improvement No. 1961 -1, including contract costs, legal, engineering and fiscal costs, incidental and contingent costs, land and easement costs and 000 for interest during construction is 48,112.00 that not less than 100% of said cost will be assessed against property specially benefited by said improvement, payable in 15 equal annual installments with interest at the rate of 6 per cent per annum from the date of the adoption of said assessments to December 31, 1962, to be added to the first installment, and one year's interest on the e:npaid balance to be added to each subsequent installment; that it is hereby determined that not less than 000 of said special assessments will be prepaid and available for payment of construction costs. The motion for the adoption of the foregoing resolution was duly seconded by member Hodges; and upon a vote being taken, the fol- lowing members voted in favor thereof: Crane, Hodges, Malvin, Blanchard and Christensen and the following voted against the same: none whereupon said resolution was declared passed and adopted. Potion by Hodges to accept minutes of July 10th, 1961, as pre- sented. Seconded by Blanchard. 5Ayes. Minutes of Special Meeting July 13th, 1961 were read. Notion by Hodgbg to'acoept minut0s• read. The ;Tanning Commission report was read by Mr. Stole and pre- sented to the Council (copy on file) and the following action was taken: Motion by Crane to concur with the Planning Commission's recommendation regarding the proposed Johnson Plot and to have the Clerk's office notify Er. Johnson of the Commissions findings. A, He is to provide sufficient street easement for a 73 foot right of way on Sherwood Road and Edgewood Dr., also, a 60 foot right of way on Greenfield Place and on Greenfield Ave. He When he presents his next plot plan that he consider dedicating the low land on his property as a furture playground site. TBe office is to notify Hr. Johnson of the Commissions findings. The regulations and a copy of the Zoning Ordinance, and to furthur notify him of the next Planning Commission's regular meeting on August 15th. Seconded by Malvin 5 Ayes, The Clerk's office was directed to malf.e available to the Planning Commission's members copies of the sub division regulations. The matter of two vacancies on the :Tanning Commission was brough- up. The Mayor asked for names of interested citizens and stated"'thht these two vacancies would be filled in the near future. Motion. bf Crane that the Council and the Police Commission_ contin to work on the Civil Service Ordinance for the Police Department. Seconded by Blanchard. 5 Ayes. Mr. Christensen reported that after meeting with representatives of the County Engineers Office, that they could put in the drain system and do the necessary gra and ditc;ling for the Village at Lambert Park. A news release was read regarding water meters and rates. (copy of file.) Motion by Christensen to approve the letter from the Clerk's Office for public release. Seconded by i.alvin. 5 Ayes. Motion by Crane thet the date of April 1, 1961 was the date on which water became available on 'later Projeots 1960..1 and 1960..2, Seconded by Hodges. 5 Ayes, The above motion was passed to fulfill the requirements of Ordinance #74, section 270 -3- Minutes of July 24thi 1961 Council I 00 0209 Motion by Crane to approve Building Permit at 7809 Eastwood Dr. for a 6ftX8ft playhouse. Seconded by Hodges. 5 Ayes. Mr. Skiba and Mr. Boog were directed to draw up a notice to be inserted in the local papers regarding illegal water connections. The matter of a possible sub- standard home at Fairchild and Sherwood Rd. was referred to I'Ir. Skiba. The Engineer reported to the Council on his recommendations regarding (later Project 1961 -1. The Village Engineer recommended the acceptance of the low bid by Lametti Sons, Inc. for Water Project 1961 -1. Motion by Crane to accept low bid of Lametti Sons, Inc. in the amount of 01,837.0O for Water Project 1961 -1, with a 15% contingency amount bringing the total price to 348,112.55. Seconded by Hodges. 5 Ayes. Mr. `I.O. Frits, 8072 Long Lake Road requested permission to speak and received it from the Mayor. Mr. Frits stated that because of some misunderstanding or for some unknown reason his employer had been told that it was the fault of Mr. Frits, that the water filtration plant bid was awarded to the D.7. Hickey Co., and further that his company (Brown Steel Tank Co.) would engineer the job for the '.ickey Co. Mr. Frits further stated that because of this his job was jeprodized and requested that a letter be sent to his employers, with a copy to be sent to Mr. Vern Luther, Rep. of Layne Minnesota Co. After some discussion the Clerk was instructed to draft the letter requested and send it as soon as possible so as to clear up this matter. The Attorney read a letter from the D.I. Hickey Co. stating that the company would not sign the guarantee as specified when the bid was awarded. This matter was discussed by a representative of the Co. and Council'mombef at,sonielength, and :then was referrod to the. Attorney, The meeting was recessed for five minutes at 10:05P.M. Called to order by Crane at 10 :10 P.N. Mr. '.!alter Lazarz and Mr. Lee IIedrick presented a proposal for the intersection of highway 8 and 10(North East corner). This proposal uas referred to the Planning Commission and the Village Planner for con- sideration and recommendation. The Engneer presented maps regarding the drainage of Lambert Park. (copy on file) This matter to be discussed at agenda meeting, August 7th, 1961. A copy ofa letter from the Engineer to the N.S.P. Co., Gas Main Division was placed on file. The engineer further reported that he did not yet have the final maps of the proposed gas lines and therefore the Council would not act upon them at this time. Seconded by Malvin. 5 Ayes (List attached) An Ordinance titled`SEPTIC.TANK ORDINANCE #87 was read by the Attorney. Motion by Blanchard to adopt said Ordinance #87. Seconded by Crane. 5 Ayes. Tho Jttorney toad"a letter from the Village of Shoreview Attorney regarding a parcel of land owned by the Mounds View Township. Said parcel is located wholly in Village of Shoreview and dedicated as Park Land. Motion by Hodges that, the Clerk and Mayor be authorized to execute a deed from the Village of Mounds View to the Village of Shoreview. Seconded by Cranel 4 Ayes Malvin Naye. Resolution #80 modifying assesement for water mains was read. Motion by Crane to adopt Resolution #80. Seconded by Malvin. 5 Ayes. Notion by Blanchard to approve licenses presented.
