HomeMy WebLinkAboutMinutes - 1961/09/06l NOTICE OF ASSESSMENT HEARING WATERWORKS IMPROVEMENT NO. 1960 -3 VILLAGE OF MOUNDS VIEW, MINNESOTA NOTICE IS HEREBY GIVEN That the Village Council of the Village of Mounds View, Minnesota, will meet at the Village Offices in said Vii lage on Wednesday, September 6, 1961, at 8:00 o'clock P.M., for the pur- pose of conducting a public hearing on the assessments proposed to be made against property benefited by Waterworks Improvement No. 1960-3. Said improvement consists of the following work: Construction of lateral water mains, service lines, valves, hydrants and appurtenances thereto in the following areas: (SE AL) In. the streets and public roads lying west of the east property line of Fairchild Avenue and south of U. S. Highway No. 10; In the streets and public roads lying west of Edgewood Road and east of Groveland Street between Sherwood and County Road I; On Long Lake Road from Sherwood to a point 125' north of Arden. The area proposed to be assessed for special benefit derived from said improvement is each lot, piece and parcel of property abutting upon the above streets within the Village of Mounds View. All persons whose property might be so assessed may, at the above- stated time and place, present oral or written objections to said assessments. VILLAGE OF MOUNDS VIEW) I, the undersigned, the duly qualified and acting Clerk of the Village of Mounds View, Minnesota, DO HEREBY CERTIFY That I have care- fully compared the attached and foregoing extract of minutes of a meeting of the Village Council of the Village of Mounds View held on the date therein indicated with the original of said minutes on file in my office and that said extract is a full, true and correct transcript of said minutes insofar as said minutes relate to approving the assessments for Waterworks Improvement No. 1960 -3 and calling a hearing thereon. Present ,are: Acting Mayor: Donald Hodges Clerk: Lloyd J. Blanchard Adm. Clk: Paul Boog Trustees: Melford Christensen Motion by Blanchard to recess the meeting and to reconvene at the Red Oak School, Sherwood Rd. and Red Oak Dr., because of lack of space. Seconded by Christensen. 3 Ayes. At. Red Oak School the Village Attorney, Fiscal Agent, and Engineer assissted various citizens in determining the amount of their assessment,. The meeting was again called to order at 8:25 P.M. by acting Mayor Hodges. Present were: Acting Mayor: Donald Hodges Clerk: Lloyd J. Blanchard Trustees: Mulford Christensen Perry Malvin Engineer: Les Knutson Attorney: Richard Meyers Fiscal Agent: Mann The Mayor explained that this hearing was for the purpose of deter- mining and setting the individual assessment for the homes on the 196C =3 project. He then turned the floor over to Mr. Knutson. Village Engineer. Mr. Knutson then explained that this project was initiatsd in 19 by the Village Council in answer to petitions received and a hearing was held to determine where the water lines would go. The contract was awarded to Herbst Const, after due legal advertisement and the project was completed this spring. The total cost of the job including all costs such as engineer, legal fiscal, clerical, etc. amounted to $215,164.18. The cost was then apportioned along those lots receiving benefits solely on their front foot basis. This was done by dividing the total cost by the front footage served. The front footage assessment then became $4.00 per lineal foot. In addition to this a number of connections were made. The total cost of these services resulted in a cost per service of $106.50 and that is the basis for this hearing, to apprise you of what these amounts are and how they were determined. Mr. Knutson cited as an example the difference in the cost of water between Nounds View and Blaine. Blaine water cost on a 75ft, lot is 482 while Mounds View lut on same size is $428.50 including the service connection, 46,389.45 lineal ft., 286 services, and 278 assessable services. This concluded Mr. Knutson's explanati)n and the Mayor then asked if there were any 7uesti regarding what had been stated. Respectfully submitted by Lloyd J. Blanchard Village Clerk 000132 Sept. 6, 1961 Special i':eeting (cont) A resident asked the reason for the $106.50 hook -up and it was again explained that the total number of hookups or services were divided into the total cost and this amount then became the service connection charge, The Mayor then called on Mr: Z; Mann to explain the financing of this project, Mr. Mann stated that on the following Monday at the regular Council neeting the Council would consider the objections rendered at this hearing and then act to either adopt the assessment role as presented or corrected. He further stated that those assessed would have thirty (30) days from that time to pay their assessment with out interest. After thirty(30) days this role would go to the County and be spread on the taxes, rollowing this thirty(30) day period interest would be added at the rate )f 6% per year over a fifteen (15) year period on a declining balance„ He then cited examples of ho+: an assessment could be paid off, The Clerk stated that there would be no individual notice of assessment amounts sent out but that this information could be readily obtained at the Village office, The acting Mayor then called for objections to the assessment. #1. Mr. Jesse Varnes of 7350 Fairchild Ave, objected to the amount of the assessment as a large portion of one of his lots was not usable because of a swampy area in back of one cf his lots. He feels that this assessment will cause a hardship on him and that he will not benefit in proportion to his assessment. The Attorney stated that the Council would make a determination of benefits and then decide whether cf not a correction should be made, and on that basis either adopt or correct the assessment role. #2. Mr, Gerald Blanski, 1881 Woodale Drive, objected to the assessment because his lot has a 256 ft, frontage while it is only 100ft, deep, therby making his frontage assessment $1,024. He stated that in his opinion the assessment is too hgh for the amount of benefits received, #3, Mr, Alvin Hillsdale, 7850 Spring Lake Park Rd., objected to the assessment on the grounds that he does not have the front footage stated in the assessment book. Rather than the 563 ft, stated, he has appro 265 ft. and therefore should have a lower front footage assessment. There being no further objections Mr. Hodges adjouned the meeting at 9 :15 P.M. After the meeting, an open question and answer period was held. Questions regarding the cost of previous projects, other Villages procedures, hook -up fees, future piejects, Council policy regarding installation cf water, etc. These were discussed at some length by those present.
