HomeMy WebLinkAboutMinutes - 1961/09/11PROCEEDINGS OF THE VILLAGE C')UNCIL VILLAGE OF MOUNDS VIEW RAMSEY CCUNTYi MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Acting Mayor Hodges at 8:00 P,M., September 11th, 1961 at the Red Oak School, Sherwood Rd. and Red Oak Dr., Minneapolis, Minn,.. Present were Acting Mayor: Clerk: Trustees: Engineer: Attorney: Adm. Clerk: Donald Hodges Lloyd Blanchard Perry Malvin Les Knutson Richard Meyers Paul Boog 000133 Motion by Malvin to accept minutes of August 28th meeting as pre- sented. Seconded by Hodges. 3 Ayes. The minutes of special meeting held September 6th(assessment hearing) were read. Motion by Hodges to accept minutes as read. Seconded by Malvin, 3 Ayes. Mr. Hodges and Mr. Malvin reported that the recreation Commission e.nd Lakeside Park Commission budget would be availaJh for rtud.y at the next budget meeting, Monday September 18th. Mr. Roy Juntunen, Police Commission member, read the Police report for August.(copy on file) He also read a letter of resignation from ')fficer Dale Pierce and a letter from the Police Commission with a recommendation for c.-;eptence of said resignation.(copies of both on file) Motion by Hodges to concur with the Police Commission's recommendation and to accept the resignation of Dale Pierce effective September 22nd,1961. Seconded by Blanchard. 3 Ayes. Motion by Blanchard to concur with the Village Engineer recommendation and to accept the low bid and award the contract to North Star Concrete Co, for furnishing storm sewer conduit for Lambert Park. Said bid in the the amount of $1,355.05. Seconded by Malvin. 3 Ayes. A letter from the Dedolph Co. regarding heating of water utility building was read.(copy on file) The Engineer stated that the contractor would meet his comnlet:en date on the utility building with the exception of the treatment pinnt portion which was delayed by Council action. Mr. Knutson further reported that the building should be ready for occupancy within 60 to 70 days and advised the Council that some sigh grading would be necessary for parking and pedestrians traffic The matter of telephone service to the building was also discussed and will be acted on at a future date. Motion by Hodges to send a work order to the County to gr.e the uti z' lity building site per specs. from Village Engineer. Seconded by f.'alvin, 3 Ayes. The Engineer advised that an intensive program of flushing of 'Water mains be instituted and maintained until the tretment plant is installed. -2- Sept,. llth, 1961 Council Meeting(con't) 0070134 4 e 4:Several complaints were reported regarding the gas installation in the Village. The clerk was instructed to notify N.S.P. of these complaints and request prompt attention and correction. The Attorney reported on the Hillview Easement. He stated Mr. Hugo Bjorkman felt that he should be repaid, for the approximate one(1) acre the Village desires, in the amount of $1 +000.00. No action was taken. The Attorney then reported on the proposed storm sewer from Gloria Circle to Hillview Road and Spring Lake. He stated that the Village could not assess benefited property owners outside of the Village with- out the other Villages permission, and that the other Village would have to do their own assessing if they were willing. The Clerk was instructed to write a letter to the Spring Lake Park Village Council and Engineer regarding this matter. Motion by Blanchard to approve licenses submitted(list att.). Seconded by Malvin. 3 Ayes. Motion by Blanchard to pay bills submitted(list att.). Seconded by Malvin. 3 Ayes. The meeting was recessed at 8:45 P.M. The Mayor called the meeting to order at 9:05 P.M. The Engneer reported on the proposed storm sewer tile at North West corner of Woodcrest and Red Oak Dr. Motion by Blanchard to send a work order to the County to install drain tile at northwest corner of Red Oak Drive and Woodcrest Dr. per specs. from the Village Engineer. Seconded by Malvin. 3 Ayes. Motion by Hodges to have the Village Engineer prepare bids for conduit for the northwest corner of Red Oak and Woodcrest Dr. and to submit said bids for publication. Said bids to be opened Monday, Septmeber 25th at 8:00 P.M. Seconded by Blanchard. 3 Ayes. The subject of water on Fairchild Ave. was discussed at some length. The Attorney was instructed to obtain an easement of 15 ft. on the West side of Fairchild Ave. from Highway 10 to Sherwood Rd. Mr. Fred Rudloph, 8084 Fairchild Ave., stated that on his easement he desired that he be allowed split his lot into three(3) equal lots of 90X150 ft. and that the easement should stipulate that there would be no further easement on this property. /A Resolution for adopting special assessments for Water Works Improvement No. 1960 -3 was read. Motion by Malvin to adopt sail Resolution. Seconded by Hodges. 3 Ayes. Mr. V. Sinderson raised several questions regarding the abandonment of the Fairchild Ave.po.rtion of Water Project 1961 -1 and was informed that the Council was now reconsidering this matter. Motion by Malvin to adjourn. Seconded by Blanchard. 3 Ayes. Meeting adjourned at 9:55 P.M. Respectfully submitted Lloyd J. Blanchard Village Clerk Mr. Gerald Blanski Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Mounds View, Minnesota, was held at the Village Offices in said Village on Wednesday, September 6, 1961, at 8:00 o'clock P.M., with the following members present: Hodges, Blanchard, Christensen, and Malvin and the following members absent: Crane The Clerk presented affidavits of publication of the notice of hearing called to be held on special assessments proposed to be levied for special benefit derived from the construction of Waterworks Improve- ment No. 1960 -3. Said affidavits were examined, approved and ordered filed. Assessment to large for benefits received front footage of assessment book is greater than actually footage Member Ampivap then introduced the following resolution and moved its adoption: RESOLUTION'ADOPTING SPECIAL ASSESSMENTS FOR WATERWORKS IMPROVEMENT NO. 1960 -3. tf t BE IT RESOLVED By the Village Council of the Village of Mounds View, Minnesota, as follow-: (1) That the special assessments (as amended) (as heretofore pre- pared) for Waterworks Improvement No. 1960 -3 are hereby adopted, and it is hereby found and determined that each lot, piece and parcel of property so assessed is benefited in the amounts of the respective assess- ments levied against it. (2) That said assessments may be paid in cash, without interest if paid within thirty (30) days from the date hereof, or may be paid in fifteen equal, annual installments in the same time and manner as the payment of real estate taxes with interest at the rate of six per cent (6 per annum from the date hereof to December 31 of the year in which the first payment is payable to be added to the first installment, and one year's interest on the remaining balance to be added to each subsequent installment; PROVIDED, HOWEVER, that any property owner may pay the entire unpaid balance of the assessment against his property at any time with interest to December 31 of the year in which said payment is made. (3) That the Clerk is hereby authorized and directed to certify a copy of the assessments and a copy of this resolution to the County Auditor of Ramsey County to be extended on the proper tax lists of the County for collection with other real estate taxes in and for the Village. The motion for the adoption of the foregoing resolution was duly seconded by member Hodges and upon a vote being taken, the fol- lowing members voted in favor thereof: Blanohard, Malvin, and Hodges and the following members voted against the same: None whereupon said resolution was declared passed and adopted. -2- STATE OF MINNESOTA COUNTY OF RAMSEY ss. VILLAGE OF MOUNDS VIEW) I, the undersigned, the duly qualified and acting Clerk of the Village of Mounds View, Minnesota, DO HEREBY CERTIFY That I have care- fully compared the attached and foregoing extract of minutes of a meeting of the Village Council of said Village held on the date therein indicated with the original of said minutes on file in my office and that said ex- tract is a full, true and correct transcript of said minutes insofar as they relate to a public hearing held on the proposed assessments for special benefit derived from Waterworks Improvement No. 1960 -3 and the approval of said assessments. VILLAGE OF MOUNDS VIEW) I, the undersigned, being the duly qualified and acting Clerk of the Village of Mounds View, Minnesota, DO HEREBY CERTIFY That attached is a true and correct copy of the roll of assessments for Water- works Improvement No. 1960 -3; that said assessments were prepared and submitted to and ordered filed by the Village Council of said Village at a meeting thereof held on August 14, 1961; that at all times thereafter said assessments were on file in my office and open to public inspection until said assessments were (amended) (confirmed) and adopted by a resolution adopted by the Village Council on September 6, 1961, after a hearing held upon due notice and otherwise as required by law.
