HomeMy WebLinkAboutMinutes - 1961/09/25PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA 000138 The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:05 P.M., September 25th, 1961 at the Red Oak School, Sherwood Rd. and Red Oak Dr, Minneapolis, Minn. Present Were: Mayor: Allan Crane Clerk: Lloyd J. Blanchard Trustees: Perry Malvin Donald Hodges Melford Christensen Engineer: Gary Erickson Attorney: Meyers Ad.Dep.Clk: Paul Boog Pub. Works: Walter Skiba The Mayor called for further bids for the Woodcrest Drainage Projec'., There being none, he declared the bids closed and directed the clerk to open bids received. The clerk opened the bids and Mr. Erickson read them as follows: NAME SECURITY LUMP SUM FINISHING TIME 1. Elk River Concrete $125.00 $2139.30 5 days 650 Builders Ex. cert. Minneapolis, Minn. check 2. North Star Concrete $110.00 $2,152.50 1'day 1401 N.E. Arthur cert. Minneapolis, Minn. check Mr. Christensen stated that as the county was the Lambert Park Y presently at work on project, time could be very important in the acceptance or rejection of bids on this project. Motion by Christensen to accept low bid of Elk River Concrete Co. in the amount of $2,139..30 for the furnishing of conduit on the Woodcrest Drainage Project. Seconded by Malvin. 5 Ayes. Motion by Malvin to accept minutes of September llth, 1961 as presented. Seconded by Hodges. 3 Ayes. Crane and Christensen abstained as they were not present at this meeting. The Police Commission report of their September 14th, 1961 meeting was read and place on file.' Motion by Crane to have Attorney draw up a firearms ord °^.z.n ^ci. Seconded by Blanchard. 5 Ayes. Motion by Crane to install stop sign at intersection of County Rd. I and Spring Lake Park Road. Seconded by Christensen. 5 Ayes. Items #3 #4 and #5 of Police report referred to Mel Christensen for recommendation. Motion by Crane that an add as follows "Mounds View Police Commission will accept application for part time night or day patrolman. Sept. 25th, 1961 Council Meeting -2- 000130 Applications must be in Clerk's office by 4 :00 p.m6.0ctober 6, 1961. Applicant must be 25 years old or older and must pass physical, written and oral examination. Mounds View residents will have preference for employment." Seconded by Blanchard. 5 Ayes. Ad to be placed in both local papers and both metropolitan papers. Mr. Christensen stated that he had discussed several road problems recently with the County Engineer and made several recommendations regarding roads. Motion by Christensen to send work order to County: Edgewood Road from Co. Rd.I to Hiway 10 oil and sand Greenfield from CoS Rd. I South 5 lots oil and sand Eastwood Rds from Co. Rd1 J. to highway #10 oil and sand Seconded by Cranes 5 Ayes. Mr. Skiba reported that hydrants were being checked and flushing of lines is taking places He also reported that the Fire Underwriters have been in the Village to examine the water system. Their approval of this system can possibly mean up to 30% savings on insurance rates in the Village. He further reported that an unlicensed plumber was reported in the Village and was being sought for various reasons. Mr.. Howard Thorsen, of Dailey Const. Co. presented plans for the new Irondale Inn on Highway #10 and requested Council approval. Considerable discussion was held regarding the parking area and it was determined that this area was adequate. Motion by Crane to approve plans and instruct building inspector to issue permit subject to the building inspector's approval of structure. Seconded by Malvin. 5 Ayes. The Engineer reported on proposed street improvement in Clints Addition. Copy of letter and proposal on file. Matter referred to next agenda meeting. The matter of easements on Fairchild Ave. was brought up. Mr. Vern Sinderson, 8046 Fairchild Ave.., presented easements from all but two of the property owners on the west side of Fairchild and assured the Council that one more was on its way to them from Mr. Daniels, who was in New York at the present time. Mr. Hodge stated that Mr. Porter would not give an easement without payment. The Attorney discussed award and settlements for easements of which he was cognizant. Motion by Blanchard to place Fairchild Ave. from Highway #10 to Sherwood Rd. back on the 1961 -1 Water Project. Seconded by Hodges. 5 Ayes. A resolution tocondemn the Porter property on Fairchild Ave. for a 15ft. easement was presented. Motion by Blanchard to adopt resolution. Seconded by Malvin. 5 Ayes. The Council instructed the Attorney to negotiate for the Porter oroperty and to contact Mr. Christensen if agreeable price is reached. -3- September 25th, 1961 Council meeting The Engineer presented estimates and bills to the Council for work on various Village projects. Motion by Christensen to pay estimates and other bills presented. list att.) Seconded by Crane. 5 Ayes. meeting. 000140 Letters to Village Engineer and answers by them to D.W. Hickey Co. regarding structural details of filtration plant were placed on'file. Meeting was recessed for five minutes. Called to order by Mayor Crane 9:25 p.m. A resolution regarding mail delivery to 2401 State Trunk Highway #10 was discussed. Resolution requests that Regional office allow delivery to that address from St. Paul Post Office. Motion by Crane to adopt resolution. Seconded by Malvin. 5 Ayes. A letter from a Mr. Bill Mac Laren(Sahara Club) was read and a resolution for correction of erroneous assessment was read. Motion by Crane to adopt resolution. Seconded by Hodges. 5 Ayes. The Attorney reported that the New Brighton Bank could not handle the escrow agreement for the Village. Motion by Crane to set up with the Marquette National Bank of Minneapolis the escrow agreement with the Turbomatic Co. Seconded by Hodges. 5 Ayes. The matter ofeasement for Hillview Rd. was referred to the agenda A letter from the Ramsey Co. Municipal. Officers Association was place on file. Motion by Crane to reserve five places at the Osseo Meeting of the R.C.N.O.A. on October 3rd, 1961 for the Council. Seconded by Blanchard. 5 Ayes. Mr. Crane real a few prices received on printing of building code and subdivision regulations. These were referred to agenda meeting. Motion by Blanchard to approve license applications submitted. (list att.) Seconded by Hodges. 5 Ayes. A letter from Mr. Wally Groberg was read and placed on file. Mr. Crane stated that this subject (swamp and drainage in Bronson area of Pinewood) was brought up at least eight times before and that the Engineer had made recommendations. Mr. Christensen stated that he felt the lowering of Bronson Drive was partially responsible for this problem and suggested possible raising of this grade. The clerk was instructed to notify Mr. Groberg that the Village is unable to meet the deadline date set in his letter. The subject will be discussed at next agenda meeting. -4 Sept. 26th, 1561, Council Meeting The budget for 1962 was presented and totaled $80,234.50. This represents a'Mill rate increase of from 3 to 5. mills. The County will collect for the Village approximately $55,000.00. Milt Stole, Chairman of the Planning Commission read the planning commission minutes and the following action was taken: #1. A registered letter to Mr. Groberg regarding rezoning of Pinewood property, stating he must comply with the Ordinance before any Council action can be taken. Letter will include also a notice that the building inspector must okay the building before the Council will consider this matter. #2. The Clerk was also instructed to send a letter to Mr. Owens advising him of our action and warn him of a possible violation of Ordinance if he occupies building before it is rezoned. Both letters to be sent registered mail. A letter regarding proposed park area at Highways #8 and #10 will be sent to Mr. Richard Jones, State Representative. A citizen brought up the lack of Civil Defense education and information to the Village. This was discussed at some length by Mr. Ballenger Civil Defense Director and others present.
