PAUL ADDRESS FOR ITS VILLAGE HALL. WHEREAS, The Village of Mounds Vise has recently constructed a municipal building which is located in or close to that postal district commonly designated as Minnespslls 21; and WHEREAS, The Village Council has designated that the address of said building shall be 2401 Highway 10, St. Faul 12, Minnesota; and WHEREAS, The Village Council has been informed by the Fbstmastar that a formal resolution should be passed adopting the address and requesting that said address be adelnistssad through that postal district designated as St. Paul 12, Minnesota, NOW, THEREFORE BE IT RESOLVED That the nee municipal building of the Village of Mounds View shall be designated as 2401 Highway 10, St. Paul 12, Minnesota and that the fbstnster be permitted to administer the delivery of mail to this address from that postal district designated as St. Paul 12, Minnesota. Mayor PROCEEDINGS SF THE VILLAGE COUNCIL 000146 VILLAGE OF MOUNDS VIEW RAMSEY CSUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8 :00 P.M., October 9th, 1961 at the Red Oak School, Sherwood Rd. and Red Oak Dr., Minneapolis, Minn. Present were: Mayor: Allan Crane Clerk: Lloyd Blanchard Trustees: Perry Malvin Donald Hodges Mel Christensen Attorney: Richard Meyers Engineer: Leg Knutson Adm. Clerk: Paul Boog Pub. Works: Walter Skiba Motion by Hodges to accept minutes o.- September 25th meeting as presented. Seconded by Malvin. 5 Ayes. A resolution entitled "A resolution adopting the tax levy for the Village of Mounds View to be collected in 1962" was presented and read. Motion by Christensen to adopt Resolution #85. Seconded by Hodges. 5 Ayes Mr. Hodges reported that the parks were being prepared for the winter skating season. He further reported thtat the drainage work on Lambert Park was nearly completed. Motion by Christensen to send work order to county to scarify, oil and sand Jackson Dr. from Pinewood to Lois Dr. Seconded by Malvin. 5 Ayes. A letter from the City of Fridley was ::ad and placed on file. Mr. Christensen explained that there was some doubt on the part of the Village of Fridley as to the possible assessment procedures for the N.S.S.S.D. Mr. Christensen also reported on a budget meeting held by the sewer district on October 4th at which time a budget was set at $32,000. for 1962. Monies for this budget will come from participating Villages in the form of a loan until the sewer district set up is complete. The matter of Gloria Circle was brought up and as the road seems to have been only partially completed, it was referred to Christensen and the Village Engineer. Motion by Christensen to send work order to county and have Hillview Rd. from Highway #8 to Quincy bladed, oiled and sanded. Seconded by Malvin. 5 Ayes. The matters referred to Mr. Christensen by the Police Commission and Council at the previous meeting were brought up. 1. Dip in road at Co. Rd H and Knollwood. This is a situation 00014'? -2- October 9th, 1961 Council Meeting (con't) that has been in existence for some time and the dip is within 10 ft. of the corner and legally a bus should not sto this close to the corner. 2.and 3. Regarding tra£fippeProble s raised from shrubbery. .A letter from the Police Commission thru the Village office shall be sent to the County Engineer requesting cortection of these hazards. Mayor Crane read the PolicQ,report for September(on file). He also reported that the Police Commission would attempt to interview the 44 applicants for patrolman the following Wednesday and Thursday. Those passing this preliminary interview will receive further tests. Motion by Crane to pay 1961 dues to R,C,M.O.A. of $25.00. Seconded by Hodges. 5 Ayes. A citizen complained that he felt the hook -up fee charged by the Village for new hookups was excessive. This charge will be investigated c -d reported on at the next regular meeting. A letter from the Village to Mr. Wally Groberg regarding a counter proposal for the purchase of a parcel of land known as Bronson swamp, was read and placed on file. The Council made several statements regarding another letter by Mr. Groberg which appeared in the New Brighton Bulletin regarding rezoning. Mr. Groberg made several erroneous statements in this 1 ^tter and these were brought out and explained to those present. Mr. Skiba, Public Works Supt., reported that line flushing was taking place and would continue until the water treatment plant was in operation. The Engineer will report at the agenda meeting on October 16th, on the proposed water main extension into Lakeside Park, and also whether or not the Village of Spring Lake Park is willing to split the cost of such a service. The Engineer reported that the treatment plant should be in operation in two months. Meeting was recessed for 5 minutes. Called to order at 9:25 P.M. by Mayor Crane. The matter of road improvement in Clint's Addition was brought up by the Engineer and a map was presented, proposed, and laced on file. The Attorney was directed to prepare easements to acquire the north half of Woodale Rd. from Eastwood to Long Lake Rd. and to acquire a ten (10) ft. easement for the necessary drainage. After some discussion the following action was take: Motion by Christensen to direct the Engineer to prepare preliminar plans for street improvement and drainage for Clint's Addition. Streets :o include grading and surfacing and drainage to be drain tile. :2conded by Malvin. 5 Ayes. The Engineer was directed to notify !sir. Carlson of the action taken by the Village. -3- Respectfully submitted, Lloyd J. Blanchard 000149 Minutes of October 9th, 1961 Council meeting(con't) The Clerk reported that there would be a representative from the Highway Department at the agenda meeting on October 16 to discuss the plans for Highways 35 and 10. Motion by Blanchard to approve licenses (list att.). Seconded by Malvin. 5 Ayes. Motion by Blanchard to hire Mr. Robert Higgins,2716 La Porte Dr., as part time employee to assisst in the Water Dept. at an hourly rate of $1.50, with a mileage allowance of $.07 per mile for using his car on Village business. Seconded by Hodges. 5 Ayes. A letter from the Governor, regarding a conference to be held on October 17th, 18th, and 19th was read and placed on file. Motion by Christensen that if the Village Attorney and /or Engineer wish to attend these meetings they may represent the Village. Seconded by Malvin. 5 Ayes. The Mayor stated that_the.Co,uncil will require written and-signed complaints regarding businesses located in private homes before taking action on them. This, of course, does not allow any business to be placed or conducted in a private home in violation of any ordinance, simply because no one wishes to write a complaint regarding it. Motion by Crane to waive requirements of Building Code 3 -14 regarding public hearing, abstract search, and further to authorize the Building Inspector to inspect a garage and issue permit providing he is satisfied that said garage comes up to code. (Garage is to be moved onto the property at 8469 Spring Lake Park Rd. from Minneapolis. Seconded by Christensen. SAyes. Motion to adjourn by Malvin. Seconded by Hodges. 5 Ayes. Meeting adjourned at 10:25 P.M.
