2 3rd day of oct. 19 at 8:00 o'clock P with the follow-
ing members present:
Crane, Blanchard, Malvin, Christensen, dodges
and the following members absent: None
Member crane introduced the following resolution and moved
its adoption:
BE IT RE ULVED By the Council of the `!illaue of
Mounds View Minnesota, as follows:
(1) That there is now on hand in and is hereby irrevocably appro-
pristdd to the sinking fund for the retirement of principal
and interest on Water Improvement "ond

(2) That the County Auditor of Ramsey County
is hereby requested and directed to reduce by
taxes levied for collection in the next ensuing year for payment of the
said principal and interest, pursuant to Minnesota Statutes, Sec. 475.61.
The notion for the adoption of the above resolution was duly seconded
by member o. and upon a vote being taken thereon, the
following members voted in favor thereof:
Crane, Dlanchard, Malvin, Christensen, dodges
and the following voted against the same:
None
whereupon said resolution was declared duly passed and adopted.

The regular meeting of the Mounds View Village Council
to order by Mayor Crane at S :Od P.M., October 23rd, 1961 at
School, Sherwood Rd. and Fled Oak Dr., Minneapolis 21, Minn.

Mr. Lohmar from N.S.P. Electric Co. presented a new contract for
electric service to pump anti well :#1.
This was discussed and found to be favorable to the Village as the
"peak demand" hours and penalties were deleted from this contract.
Motion by Christensen to adopt Resolution #90 entitled "A resolution
adopting a contract for electrical service at pump and well site #1
subject to approval by attorney and engineer.
Seconded by Malvin. 5 Ayes.
Motion by Malvin to accept minutes of October 9th meeting as
presented. Seconded by Christensen. 5 Ayes.
Police Commission report was given by Mayor Crane. (copy on file)
He reported that thirty -five applicants for the patrolman position would
be given written tests in the near future.
He further reported that Mrs. Kaines, representing the Pinewood
School P.T.A., requested a change of speed limits on Co. Rd. I near the
school, and /or a four way stop at Co. Rd. I and Quincy St.
The clerk was instructed to forward a letter to the County Engineer
requesting a survey of traffic at this pbint_and possible iowe =jny �f
speed limits, and to further incorporate into this letter the actual
recommendation of the Police Commission.
Motion by Christensen to send work order to County to have snow
removed and streets sanded as needed this winter. Seconded by Blanchard.
5 Ayes.
The matter of Gloria Circle was brought up and discussed. Mr.
Christensen reported that:
1. Gloria Circle is a 24 ft. road on a 50 ft. right of way.
2. The road was graded properly as requested.
3. Approximately 121/2 ft. on each side of road remains loose sand.
4. The terrace or .slope on the east side of the road is causing
most of the trouble.
Mr, Knutson stated that unless this embankment is sodded, there would
likely be no further correction possible at this time.
Mr. Christensen stated that the road would receive another shot of
oil and further grading yet this fall.

Mr. Hodges reported for the Recreation Commission:
1. Joslyn Electric is going to put lighting in the warming houses
and also an outside floodlight at each of the three rinks for an estimate
cost of $118.90 each.
2. A new type of lighting, known as quartz light will be used,
with an automatic timer for the flood lights.
3. The Mounds View School District #621 recreation program director,
stated they want to co- ordinate their program with the recreation
commission program. They are planning on an enlarged hockey and figure
skating program.
The Planning Commission report was read by Milt Stole. (copy on file)
The clerk was instructed to send a letter regarding the proposed
park at 35 and Highway 10 to the following people:
1. Ed Salverda County Commissioner
2. Richard Jones State Representative
3. Harold Olson State Highway Department, Beautification Engineer
4. Mr. Mc Cubrey State Highway Department, District Engineer
The attorney is to submit a memo regarding a letter from the
Planning Commission on building plans and specs.
Motion by Christensen to concur with planning commission and allow
a variance for Mr. Fred Jensen, 2125 Pinewood, for a garage to be not less
than ten(10) feet from side yard line, for the following reasons:
1. Garage sets back approximately 100 ft. from front line.
2. There is no problem on obstruction of vision.
Seconded by Hodges. 5 Ayes.
Mr. Kenneth Ballenger reported for the Civil Defense Department.
The Auxillary police and Civil Defense men have passed out fallout
shelter and home preparedness pamphlets to most of the village hcmes and
will finish distribution shortly.
He further reported that the State is conducting a survey on public
buildings for possible fallout shelters and a meeting was to be held on
October 26th regarding this.
He requested and received permission to use the new Village building
for a Civil Defense Directors meeting on November 16th.
Mr. Boog reported that the Chief of Police of Arden Hills and
Representative Richard Jones stated that the Mounds View Civil Defense
Department is fulfilling their obligations with the school district in
regards to policing the school activities beyond what other departments
are doing.
Mr. Skiba reported for the building inspector on the proposed
apartment building in Pinewood area.
1. The clerk is to send a letter to the builder, Mr. Groberg, through
the attorney's office, stating what is necessary before plans can be
approved. (copy of letter on file)
2. Mr. Gerald Fields, 2255 Lambert, received permission to build
a garage, subject to his signing an agreement to remove present garage
at this site.
3. A home at 7801 Long Lake Road was red tagged for faulty wiring
and sewer vent.

Motion by Malvin to hire Mr. Edward Christian, 7917 Eastwood Rd.,
at $1.50 per hour plus per mile car allowance to assist in Water
Department, Seconded by Blanchard. 5 Ayes.
The Engineer reported on a meeting he had with the Engineer from
Spring Lake Park in regards to putting w ter into Lakeside Park.
Motion by Christensen'to instruct thb Engineer to enter into the
necessary negotiations to perform work on Lakeside Park by way of a
change order or by direct contact with cohtte to s at an estimate cost
to the Village of $762.00 and a total cost to both villages of $1.275.00.
Seconded by Hodges. 5 Ayes,
The Mayor stated that the Council was Waitii7g foi final plans
for 35E to be submitted to the Council, bbfoke action would be taken.
Mr. Christensen stated he would diaw,up p1a for an interchange at'
Co. Rd. Jr and 35 to present to the Council as a Otoryosal to be forwarded
to the State Highway Department.
The Engineer reported that deferred payment of the $2,400.00 gas
hook -up fee to N.S.P. for service at well site #2 would result in paying
almost three times that amount over a five year period.
Motion by Blanchard that the Village use gas as a power supply on
well and pump site #2.
Seconded by Malvin. 5 Ayes.
Meeting was recessed at this point.
Called to order at 9:50 by Mayor Crane.
A letter from the Fire Underwriters Bureau was read and placed on
file. Said letter was in regards to the placing of the Village of Mounds
View in class 8 which results in a lower cost of insurance rates.
An Ordinance entitled "Firearms was read and discussed.
Motion by Malvin to adopt Ordinance #88. Seconded by Hodges. 5 Ayes.
A public notice regarding deferred meter deposits was read and
presented to the local papers.
Motion by Hodges to adopt deferred meter deposit policy. Seconded
by Christensen. 5 Ayes.
A list of streets on which water in now available was read and
presented for publication. This included all of p:ojact 1960 -3 and all
of 1961 -1 except Fairchild Ave. (Thi:; notice is to comply with
Ordinance #74, Section 27 as roqua.zed;
A resolution reducing the tax levy for Bond Redemption Fund from
$20,800.00 to $00 was read,
Motion by Crane to adopt resolution #89. Seconded by Malvin.

The setting of a public hearing for street improvement in Clint's
Addition was held- up until Mai Mel Christensen could meet with Mr.
Carlson and find out if he wished to make the improvement himself or if
he wished the Village to order it and assess the propety benefited.
A letter was read and placed on file from the Hospital Board
regarding a meeting to be held October 27th, 1961.
Mr. Crane stated that he would attend and represent the Village at
this meeting.
Motion by Christensen to pay bills presented (list attached).
Seconded by Crane. 5 Ayes.
Motion by Blanchard to approve licenses submitted (list attached).
Seconded by Malvin. 5 Ayes.
The clerk was instructed to prepare information regarding
schedules and cost of meetings at new village building for the Council.
Motion by Blanchard to adjourn. Seconded by Christeasen. 5 Ayes.
