called order by Mayor Crane at 8:00 P.M., November 13th, 1961 at the
Red Oak School, Sherwood Rd. and Red Oak Dr., Minneapolis, Minn.

Minutes of the regular meeting of October 23rd were reviewed.
Mayor Crane requested that the spelling of Mrs. Carnes name be corrected.
Motion by Hodges to approve minutes of the October 23rd meeting as
corrected. Seconded by Christensen. 4 Ayes.
Motion by Malvin to accept minutes of the Special meeting held
November 6th, 1961. Seconded by Hodges. 4 Ayes.
Mayor Crane read the monthly report of the Mounds View Police
Department. There were 157 calls answered and 5,160 miles patroled
within 527 patrol hours which included 26 traffic tickets issued,
4 hospital runs and 5 person to jail.
Mayor Crane read the recommendations of the Police Commission:
1. Commission recommends that the Chief be authorized to purchase
jackets for four men at about $21.50 each. Motion by Crane to concur
in the request. Seconded by Malvin. 4 Ayes.
2. Commission recommends that Patolman Caldwell be placed on stand -by
status (due to conflict with regular job) effective November 15th and
if he works after that date his pay would be set at $1.50 per hour.
Motion by Crane to concur in this request seconded by Christensen. 4 Ayes
3. Commission recommends that the Council hire one Patrolman -hours
7:00 A.M. to 3:00 P.M. Monday thru Friday, eight hours Saturday and
Sunday every other week; pay- $50.00 per month for six months probation,
$165.00 per month after six months. Motion by Crane to concur in this
request and that the day patrolman to be hired would be Duane Arnold
Hagen, 2536 County Rd. H -2.
Mr. Christensen requested that a letter be sent setting ups the
terms of employment and pointing. oht:the^ period* of; .prbbbiion. The letter
incl..Ide that any work beyond the six months probation is deter-
mined by the Village Council. Also, the Village Attorny should prepare
a memorandum on this matter. Motion seconded by Hodges. 4 Ayes.
4. Commission recommen'.q that the Council hire one-night peftrolmen,
hours 3:00 P.M. to 8:6J 1.M. Monday thru Friday, eight hours Saturday
and Sunday every other week, pay $50.00 per month for six months
probation, $160.00 per month after six months. Motion by Crane to

concur in this request and that Roy Schaffhausen, 2278 Bronson Dr., be
hired as the night patrolman. Seconded by Christensen. 4 Ayes.
Mayor Crane reviewed the monthly report of building permits.
Chris Piehowski was called on and read the report containing the number
and purpose of the permits, and showing a total of $563,358.00 started
from January thru September.
The Ramsey County report of the taxable property value was read
by Mayor Crane. Total assessed value in Mounds View for 1961 is
$1,855,163.00, a gain of $83,255 over 1960.
Mr. E.G. Larson was introduced by Mayor Crane. Mr. Larson
explained the preliminary plans for a 130 acre industrial development
center. Mayor Crane explained that Mrs. Blanchard reported that the
Planning Commission report #60 -4 directed the route of the new street
to go through the industrial center rather than onto Fairchild.
Motion by Christensen that the Council approve J&W Developers
preliminary plot plan for the area bounded by County Rd. I to H -2 and
Long Lake Road to Fairchild. Seconded by Malvin. 4 ayes.
Mr. Larson submitted an application for liquor license and a
check for $1400.00 to cover the Village liquor fee. The Council
referred this to the Attorney for action at the next meeting.
Mayor Crane inquired as to whether there were any residents
with any requests or comments. Mr. Robert Eickstadt reported that the
street light on Groveland and Sherwood had been removed.
The Clerk was instructed to write to N.S.P. to find out if the
light was.to be replaced. Also, check on the installation of a new
light ordered for the corner of Highway #10 and Edgewood.
Mr. Ole Bacon asked about the drainage problem at Highway #10
and county Rd. I. Mr. Christensen reported that he had talked to the
County maintenance repair foreman and was given assurance this
drainage ditch would be corrected in the next few days.
Mr. Marvin Friedland requested a building permit be issued.
Chris Piehowski, Milt Stole, Mel Christensen and Allan Crane explained
the building ordinance and the reasons why he couldn't receive a permit.
Mr. Friedland was told he must apply for a request for a subdivision
and submit plans by a registered surveyor.
Motion by Christensen that Walter Skiba's hours be changed,
so that Skiba would work Saturdays and be off on Mondays, also an
increase in wages to $'5500. per year effective December 1st, 1961.
Seconded by Hodges. 4 Ayes.
Trustee Christensen reported on the Village roads stating that
work to be completed by the County is finished and that to be done by
the contractor is done except for a few places.
Motion by Christensen that the Council authorize the Treasurer
of the Village of Mounds View to enter into a $2,000. loan to the
North Suburban Sewer District. Seconded by Hodges. Mr. Christensen
explained that the other Villages comprising the District had completed

their loans and he answered questions as to the use of these monies.

The grading at the water site was explained by Christensen
who stated that this work should be done in a day or two, the progress
is satisfactory.
Mayor Crane called on the Engineer to report on the drainage
problem on Oakwood, 2103 Oakwood to Oakwood Park. Les Knutson reported
that a permanent solution for the drainage of approximately seven acres
would cost $9,000. He explained alternate methods resulting in temporary
abatement. Christensen described the area and explained that the
Eastman Construction Company put the homes up. The Council recommended
to contact Mr. Eastman to have him extend the drainage to the Park and
instruct the Clerk's office to write a letter to this effect.
Milt Stole requested a definition of "side yard" to be used in
the Building Ordinances. Christensen suggested that a request be made
of the Planner for this definition.
Trustee Perry Malvin reported that the Village had received a
request from a Pastor to investigate the traffic problem on Sunday
near their church. Since there is only one patrolman on duty Sundays,
Malvin asked if they had any Civil Defense members. This matter to be
referred to church directors. Malvin reported he will contact N.W. Bank
about some office equipment.
Trustee Donald Hodges reported on the Parks and Playgrounds
Committee meeting and their recommendations.
A. The schedule for the three Mounds View skating rinks would
be: Monday thru Thursday 3:00 P.M. to 8:00 P.M.; Friday 3:00 to
9:OOP.M.; Saturday 1:00 to 9:00 P.M.; Sunday 1:00 to 8:00 P.M.
B. Now taking applications for attendants for the skating rinks;
C. Tentative rules for the warming houses has been developed.
Hodges asked the building inspector to assign addresses to the warming
houses. Swings are being taken down and stored. Grates are needed to
cover the ends of the tile culvert on Lambert Park. Christensen stated
he would talk to the County about this matter.
Inspector Walter Skiba reported that he planned to inform the
Fire Department the hydrants useable for their drills.
Attorney Meyers presented a memorandum relative to approval of
building plans and specifications; State law required that a registered
architect or engineer must approve plans where any private or public
building is contructed where public welfare is involved; any building
costing more than $10,000 except one or two family dwellings; and public
works or improvement over $2,000 in cost.
Meyers presented and explained a water meter lease agreement.
Resolution #91 correcting assessment for County Auditor's
#29288 read. Motion by Christensen to adopt resolution. Seconded by
Malvin. 4 Ayes.
The Attorney reported that the Porten Property was condemed on
November 6th so that installation of the water mains may now begin on his
property.

Engineer, Les Knutson read a letter from Lametti Sons relative
to installation of mains on Fairchild Ave. from TH Highway #10 to
Sherwood Rd., this firm requests- $1,020 to move their equipment back
into Mounds View. The Clerk was instructed to write a letter advising
Lametti and Sons to have the necessary men and equipment on the site by
Monday November 20th, 1961 to construct this portion of the water main.
Further advise. them if the personnel and equipment should not be on the
site at the time prescribed, the Village would make arrangements to
construct this project and bill Lametti's. A copy of this letter to be
sent to the Seaboard Surety Company.
Knutson reported that as a result of an inspection trip by Mel
Christensen and himself it was determined that certain street repairs
still are remaining: on Water Improvement Projects 1960 -1, 1960 -2, and
1960 -3. By affixing a dollar value cn this work and informing each owes
as follows: 1960 -1 Lametti Sons $363.00; 1960 -2 Sandstrom and Hefner
$672.00; 1960 -3 Herbst Construction Co. $94.00. The Engineer recommended
that since the money for these repairs had been received that the contract
moneys with held from the final payment -could n:ow be released and
would close the three contracts. Motion by Christensen that the final
payments for 1960 -1 Lametti for $5020.00; 1960 -2 Sandstrom and Hafner
$5,000.00; 1960 -3 Herbst Const. Co. $1,500.00 be authorized contingent
on completion of work in Twelve Oaks area and the supplying of the
necessary equipment for the maintenance of the water lines. Seconded by
Malvin. 4 Ayes.
The Engineer explained the problem of the extension of the gas
main on Fairchild Ave. The Clerk was instructed to write a letter to
N.S.F. asking them why they had varied from their plan and to request
N.S.P. to finish the main onto Fairchild Ave.
Mayor Crane reported the progress of the new building was not
satisfactory. The Engineer explained the reasons for delays.
Clerks report given by Paul Boog. Boog submitted the bid for the
printing of the supplement to the Building Code book. Motion by Crane
to order 200 copies at $.50 each. Seconded by Christensen. 4 Ayes.
Motion by Hodges to pay the bills and approve the licenses.
list attached. Seconded by Malvin. 4 Ayes.
Boog presented the list of new office furniture and equipment
needed. Motion by Crane to authorize the Clerk to advertise for bids•
for these items. The sealed bids to be received, publicly opened and
considered by the Council November 27th at 8:00 P.M. Seconded by
Hodges. 4 Ayes.
The Proposed policy for rental of the Village Hall was
recommended as follows: 1. honey making groups to pay $15.00 plus any
expense, plus clean up. 2. Non profit organizations- pay any expense,
plus clean up. 3. The key to be the responsibility of Clerk and Police.
4. Village may revoke rental permit on twenty- four(24) hour notice.
Lotion by Hodges to approve these policies. Seconded by Malvin. 4 Ayes.
Motion by Crane to buy a stamp containing a legal and binding
statement to be used in leu of a claim voucher. This procedure would
eliminate some unnecessary work performed by the Clerk's office.
Seconded by Hodges. 3 Ayes.
Changes in the contents of the water billing cards were
explained.
1ayor Crane read a request from N.S.S.D. asking to be informed
of any changes in the Village. The Engineer was instructed to keep the
N.S.S.D. up to date on any changes.

The third quarter financial report was received and examined.
Mayor Crane read a letter from station WLOL announcing that a
Sig alert System, an instant test for emergancies, would be held at
that station November 21st, 19611
Motion by Christensen to adjourn. Seconded by Malvin. 4 Ayes.

MEMORANDUM
VILLAGE OF MOUNDS VISV
COUNTY OF RAMSEY
STATE OF MINNESOTA
A NBAORANDUM RELATIVE TO APPROVAL CF BUILDING PLANS
AND SPECIFICATIONS.
In regard to the Midwest 'loaning and Research, Inc. memorandum
of October 17, 1961; State law requires that a registered architect or engineer
must approve plans where any private or public building is constructed where the
public welfare, life, health, or property is involved.
The lase does not apply to buildings that are to be used by the
builder himself or his lessee unless the public is involved. However, any building,
except one or two family dwellings or farm buildings, which cost more than $10,000.00
is covered by the law
A registered architect or engineer is needed for any public works
or improvement over $2,000.00 in costs. Public work or improvement means costs
paid in whole or part by public funds.
