HomeMy WebLinkAboutMinutes - 1961/11/27PROCEEDINGS OF THE VILLAGE C'UNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNES')TA The regular meeting of the Mounds View Village Council was called order by Mayor Crane at 8:00 P.M., November 27th, 1961 at the Red Oak School, Sherwood Rd. and Red Oak Dr., Minneapolis, Minn. Present were: Mayor: Clerk: Trustees: Allan Crane Lloyd J. Blanchard Perry Malvin Donald Hodges Melford Christensen Engineer: Les Knutson Attorney: Richard Meyers Ad. Dep. Clerk: Paul Boog Public Works: Walter Skiba The Attorney reported that a proposed Ordinance regarding continuity of government would be ready for the next regular meeting. 000171 Motion by Christensen to approve minutes of November 13th meeting as presented. Seconded by Malvin. 5 ayes. The Mayor called for further bids on office furniture. There being none he declared the bids closed and instructed the Clerk to open and read the bids. Bids of office furniture were as follows: Miller -Davis $1,262.75 Farnhams $1,389.83 Motion by Christensen to refer bids to the Clerk for tabulation and recommendation. Seconded by Hodges. 5 ayes. Mr. Christensen reported on the Oakwood storm drain. He stated that the tile was possibly an 8 in. one and that it was plugged at the outlet or perhaps futher back. He stated that he would have the public Works Supt. and/or his men will check further into this to see if they can correct it and if they are unable to repair it the County will have to be called r:to do the necessary work. Mr. Skiba_reported that a contractor had been taken into court because of failure to obtain license and permit. He paid a fine of $26.00. Mr. Milt Stole gave a brief report for the Planning Commission. He stated that Mr. Dahlgren was going to draw -up the blueprints for the Village counter proposal to the proposed new Highway 10 intersection with Highway 8, and would present them to the Village as soon as they were ready. At the Mayors request the Attorney set forth for those present the facts regarding the placing of the liquor question on the ballot. He stated the petition as received was in form and that all signers were legal voters. After conversing with the Attorney General -2- November 27th, Council meeting (con't) 000172 about this, he instructed the Clerks office to prepare ballots for the December 5th, 1961 election. Mr. Meyers informed the Council that a letter the Village received from the County assessor, regarding assessments on tax delinquent land was merely for the information of the Village and required no action at this time. G' The matter of an application for a liquor license was taken up and as the application was not complete and in view of the pending election Mr. Crane moved to table the matter until the next regular meeting. Seconded by Hodges. 5 Ayes. Th Attorney presented the Council with copies of a contract for hiring Police Officers for study. Mr. Knutson reported on a letter from the County Auditor regarding a repayment of assessments collected. He stated this was an automatic procedure after the auditor received their notice and the letter was referred to the Attorney. The Engineer presented a bill for materials for the Woodcrest Drainage Project. Motion by Christensen to pay this bill. Seconded by Hodges. 5 Ayes. The matter of subdivision of lots by residents without Council approval was discussed and referred to the Attorney. Motion by Blanchard to pay bills submitted.(list att.) 'Seconded by Hodges. 5 Ayes. The Mayor stated that at the R.C.M.O.A. meeting on November 22nd, 1961 the sewer problem was discussed and many facts were brought forth. Copy of minutes on file. A petition to have the County and /or the Village extend County Road 1 from Highway 10 thru to Groveland Road was presented and referred to Christensen for study and recommendation. The Clerks office was instructed to ask Mr. Bergstrom of N.S.P. Gas Co. to meet with the Council informally on December 6th at 8:00 P.M. at the Village office. The Engineer reported that the utility building would be rear; for occupancy this week. The Clerk stated that the office will be moved by the end of this week. Mr. J. Gibson and Mr. J. Bell asked if they could obtain a sample ballot on the liquor question and also inquired as to the avail- ability of absentee ballots. They were informed that the ballots were available at the Village office. Mr. Stanton, Informational Representative, Safety Promotion Section, Minnesota State Highway Department, introduced himself -3- Novemer 27th Council meeting(con't) uQ f,3 He commended the Mounds View Police and Civil Defense for doing an excellent job on motor vehicle check. Chief Grabowski received the award. He-distributed and explained the annual inventory of traffic safety activities for Mounds View 1960. :Thls isaan annual Prograss Report recommended by the President's Committee for traffic safety. The Mayor thanked Mr. Stanton on behalf of the Council and the Village for taking the time to present this award and information o the Village. Motion by Blanchard to approve a license for Otto Husnik for the purpose of Sewer contracting. Second by Christensen. 5 ayes. The matter of Hillview Rd. from Highway 8 to Quincy was brought up on a petition and discussed at some length. Mr. Warren Hertenstein, 2202 Hillview, stated that this road was a hazard to. pedestrians and motorists both, due to its width and rough condition. Mr. Christensen stated that the road had been worked on this year, but the job apparently was not satisfactory. The matter was referred to Mr. Christensenwith instructions t to contact the County Engineer on this matter and to see if it could be worked on yet this year. Motion by Malvin to adjourn.
