Motion by,Crane to approve minutes of November 27th, 1961 as
presented. Seconded by Christensen. 3 ayes.
Mr. Hodges entered the meeting at this point. 8:15 P.M. Motion
by Christensen to approve minutes of special meeting December 6th, 1961
as presented. Seconded by Crane. 4 ayes.
Mayor Crane read the police report for November 1961.(copy on
After reading two letters from the Chief of Police regarding the
two new officers on the force, Mayor Crane moved to increase the salary
of patrolman Schaffhausen to $160.00 per month, and to increase patrol-
man Hagen's salary to $100.00 per month, as recommended by Chief of Police.
Seconded by Hodges.
The Mayor informed the Council that these two men were still
serving their probationary time.
Upon call of the roll there were 4 ayes for approval.
Mr. Ted Meysembourg from the Extension Department, N.S.P. Gas
Co., explained the reasons his company had not installed a gas main on
Fairchild Ave., between Highway 10 and Sherwood Rd.
1. Only one application for service on this street.
2. The company will put in only 100 ft. of main for each
user, further line would be assessed to the user.
Mr. Vern Sinderson, whb'fesides'on Fairchild. Ave. and is in'the-preeess
of building three homes on this avenue asked if it would be possible to
get a line in early next year. Mr. Meysembourg assured him that if there
were sufficient customers a line could be installed.
Mr. Christensen explained the County method of snowplowing. They
plow the entire county only enough to open the roads the first time and
later they come back and widen the plowed area to the road edge.
The Clerk's office was instructed to send a letter to the County
Engineer requesting additional information on the improvement of County
Rd. I from Highway 10 to Groveland Rd.
In regards to the drain tile in the Oakwood area, Mr. Eastman
called the Village Engineer and stated he felt sure the drain tile
terminated on the last lot. Mr. Knutson was instructed to carry through

on this matter and report back to the Council.
Mr. Christensen submitted his verbal resignation as Mounds
View's delegate on the interim board of the N.S.S.S.D.and stated that as
most of the other Villages were represented by their Mayors, on the board,
he felt that we should alsa do.soa.
Motion by Hodges to accept Mr. Christensen's resigntion= as
Village delegate to N.S.S.S.D. Seconded by Blanchard. 4 ayes.
Motion by Christensen to appoint Mayor Crane as Council's
delegate to N.S.S.S.D. interim board. Seconded by Blanchard. 4 ayes
Mr. Hodges presented a list of property and estimated cost
owned by Recreation Committee. (copy on file) Also, he presented an
estimated budget for 1962 based on appropiated funds.
Mr. Perry Malvin entered at 9:05 P.M.
Mrs. Rose Kane, spokeswoman for a group of six women, asked
if the Council would be interested in sponsoring a teen group. She
presented a preliminary set of by -laws and some discussion was held on
the subject.
The Mayor appointed the six ladies as an interim committee to
prepare the groundwork for this and to meet with the Council at an informal
meeting at 7 :00 P.M., December 18th at the Village office.
The Attorney presented copies of a proposed "Continuity of
Government ".Ord•inance for study.

After Mr. Meyers favorable report on the application Mayor
Crane moved to issue "Off and On" Sale liquor license to Mr. Delbert W.
Jimmerson and Mr. Donald W. Wright, a partnership, from January 1st, 1962
to June 30th, 1962. Seconded by Malvin. 4 ayes. Christensen abstained.
The Engineer reported that the filtration tanks were in place
and the work should progress rapidly from here on The Engineer also
presented two estimates, one on water projects and one on the new building.

Building Inspectnr,;C. Piehowski presented plans for a Phillip's
"66" gas station at the set. thwest corner of Highway 10 and Groveland Rd.
and recommended they be approved. Motion by Christensen to approve plans
and authorize issuance of building permit for this structure. Seconded
by Malvin. 5 ayes. Plans were marked by inspector and Village seal was
affixed.
The proposed police contract was referred back to the Attorney
for revision.
Recommended zoning ordinance changes from the Village Planning
Consultant were referred to the Attorney.
The matter of a proposed sewer hookup by Mounds View residents
"lordering Fridley Village on Pleasant View Dr. was referred to the
Engineer.
The date of the next regular meeting was set for Tuesday
December 26th, 1961

The Clerk was instructed to send a letter to Forest Schmid,
oak President, notifying him of the R.C.M.O.A. meeting at the Mounds View
Village hall on December 27th at B:00 P.M.

Motion by Blanchard to pay bills submitted. Seconded by Crane.
Motion by Blanchard to approve Plumbing license for Geo.Coverdale
1016 N. Chatsworth. Seconded by Crane. 5 ayes.
Motion by Malvin to adjourn. Seconded by Hodges. 5 ayes.
Meeting adjourned at 10 :30 P.M.
