HomeMy WebLinkAboutMinutes - 1962/01/08PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was Called to order by Acting Mayor Donald Hodges at 8:00 P.M., January 8th, 1962, at the Village Hall, 2401 Highway #10. Roll Call: Acting Mayor: Donald Hodges Clerk: Lloyd Blanchard Trustees: John Sullivan Perry Malvin 00000'7 Also Present: Engineer: Les Knutson Attorney: Richard Meyers Adm. Dep.Clerk:Paul Boog Pub. Works Supt:Walter Skiba The minutes of January 3rd, 1962 were read by Clerk. Minutes corrected to add a line at the bottom of page 1 as follows "Mayor A.B. Crane designated as representative." Motion by Sullivan to accept minutes as corrected. Seconded by Malvin. 4 ayes. Police report for December of 1961 and for the year of 1961 read by Hodges and placed on file. Dog Catchers reports for October, November and December 1961 were read and placed on file. The Clerk was instructed to contact Mr. Bona and request that he meet with the Council at the agenda meeting on January 20th, 1962. Minutes of the Recreation Committee were read by Hodges and placed on file, He reported that the Recreation Committee will meet on Thursday evenings this year as called. The Clerk was instructed to request a contract proposal from h. Dahlgren, Village Planner, and also to contact Planning Committee Chairman Milt Stole regarding this. Mr, Ken Ballenger, Civil Defense Director reported that the cost of the parkas for Civil Defense uniforms was $24.00 each, The Council requested that Mr. Ballenger appear at the next agenda meeting. Mr. Edmond, Electrical Inspector, reported on delinquent fees from the electrieial contractor at the new building. The Attorney is to notify the General contractor regarding this delinquency and of the possibilty of the Village charging a louble fee. The Attorney suggested that the Council re-investigate the proposed Civil Defense 3rdinance for corrections needed. 0J0008 anuary 8th, 1962 Council meeting (con +t) An 'ordinance entitled AN 1 DINAI'CE RELATING TO THE REGULATION OF THE USE OF MOTOR VEHICLES AND HIGHWAYS WITHIN THE VILLAGE OF MOUNDS VIEW, INCORPORATING BY REFERENCE, PROVISIONS OF CERTAIN STATUTES, REPEALING ORDINANCE NO: 63y" was read, Motion by Sullivan to adopt Ordinance #89. Seconded by Malvin. 4 ayes. Mr. Meyers presented contracts for Attorney and Fiscal work as requested. Contracts on file at the Village office. A notice of condemnation was read and presented by the Attorney. (copy on file.) Motion by Blanchard to hold public hearing to condemn premises, located at Lot 3, Block 3, Greenfield Plat 2 in the Village of Mounds View and the premises beginning at a point on a line 33 ft, south from and parallel with the North line and 219 feet east from west line of the south yi of the S.E. thence southeasterly 107 feet parallet with Northeasterly line of S.T.H. 10/62; thence at right angles southwesterly 43- 55/100 feet to said Northeasterly line; thence Northwesterly thereon to intersect said first described parallel line; thence east thereon to beginning in Section 8, Township 30, Range 23 in the Village of Mounds View, at 8:00 P.M., February 26th, 1962 at 2401 Highway #10. Seconded by Sullivan. 4 ayes. The Attorney read the contract from the Neptune Water Meter .mpany and explained it's purpose. He reported that it was in order and was very favorable to the Village, Motion by Blanchard to renew contract and authorize the Acting Mayor and Clerk to execute same. Seconded by Malvin. 4 ayes. The Engineer furnished the Village with copies of a report from Twin Cities Testing Lab. on the filtering material in the iron removal system. A set of plans from the State Highway Department regarding a storm sewer from Highway #10 to Spring Lake on Spring Lake Park Rd. was referred to the attorney for recommendation. The Engineer stated that from their standpoint the drawings were in order, but the resolutions regarding the plans were not clear. The matter of the acoustic problem at the meeting hall was again sent back to the Engineer after he reported that the cost ,estimates he had, so far, ranged between $650.00 to $1.540.00. A letter from the City Manager of Fridley was read and placed on file. This informed the Council that the City of Fridley could not allow non residents of the city to hook onto their sewer system. Motion by Hodges to pay bills submitted.(list attached) Motion by Sullivan to withold approval of 3.2 licenses for .alt Lazarz and Margaret Berthelsen be with held pending investigation. The Clerk is to request Mr. Lazarz and Mrs. Berthelsen to be present at the next aanda meeting. Motion by Blanchard to approve license applications and issue licenses. (list attached) Seconded by Hodges. 4 ayes. The Clerk was instructed to have drawn up a one page outline of steps needed to procure a building permit for home or business. Motion by Malvin to adjoun.
