VILLAGE OF MOUNDS VIEW

The regular meeting of the Mounds View Village Council
was called to order by Mayor Crane at 8:05 P.M. February 13, 1962
at 2401 Highway #10.
Present Were

Motion by Donald Hodges to accept minutes of Janurary 22,
1962 as presented. Seconded by Sullivan. 4 Ayes
The Mayor opened the Public Hearing on the condemnation
of two buildings .(1). at Lot 3, Block 3 Greenfield Plot 2 in
the village of Mounds View (2) the premises beginning at a
point on a line 33 ft. south from and parallel with the North
line and 219 feet east from West line of the south ;i of the
S.E. 4; thence southeasterly 107 feet parallel with
Northeasterly line of S.T.H. 10/62; thence at right angles
southwesterly 43- 55/100 feet to said Northeasterly line;
thence Northwesterly thereon to intersect said first described
parallel line; thence east thereon to beginning in Section 8
Township 30, Range 23 in the Village of Mounds View ^C
:::bruary 26th, 1962 at 2401 Highway #10.
There being no one present interested in said condemnation
proceeding the following action was taken: Motion by Blanchard
to condemn sub standard buildings located at(See description
above) and that the building inspector shall post notices on
said building. Notice shall inform owners that the Council
desires that these buildings be destroyed or brought up to
building code. Further, the clerks office is instructed to
notify owners of said buildings by certified mail of the results
of this condemnation proceeding and of the desires of the
council, requesting written authorization for disposal of said
buildings. Seconded by Sullivan. 4 Ayes
The police commission report was read by Mayor Crane

Motion by Crane to raise officer Hagens salary to S165.00
per month effective February 15, 1962. Sec. by Sullivan
The Mayor pointed out that this was requested by Chief
of Police, Grabowski, and that officer Hagen was still
serving His probationary term. 4 ayes
The Police report was read and placed on file.

The report of the dogcatcher was noted and placed on file.
The attorney was instructed
bids for a new police car.

Motion by Crane to pay expenses to trustee Sullivan and
Engineer Les KnutsJn for attendance as representative of the
Village at said conference. Seconded by Hodges 4 Ayes
Motion by Crane to adopt Resolution 96 adopting
Minnesota Statute Laws of 1961, Chapter 728 regarding information
of Ramsey County League of Municipalities. Sec. by Blanchard
4 Ayes
Motion by Blanchard to appoint Mayor Crane and Trustee
Hodges as delegates to the Ramsey County League of Municipalities
Seconded by Sullivan 4 Ayes
The liquor investigation reportwwas discussed and
placed on file,
Mayor Crane requested that residents who know of violations
report them immediately and be prepared to sign a statement
stating what they saw and when the violation had incurred
The Clerks Office will notify lisensee's of these
establishments to appear at the Agenda meeting February 24, 1962
at 9 :00 A.M,
The Minutes of the first organizational meeting of the
Youth Activities Committee wege read and placed on file.
Motion by Crane to makenthis organization a portion
of the Recreation 1'$e fitment and to appoint Pars. Fran ?Atelier
as chairwoman, Mrs, Lindeman, Mss, Wall, Mrs. Van Reese and
Mrs. Carnes as members of this organization. By Laws of
this organization will be as listed on their minutes.
Seconded by Sullivan 4 Ayes
Mayor Crane stated that there were two openings remaining
on this committee and that if anyone was interested in serving
they could contact the Village Office and so state. lotion
by Crane to appropriate x50.00 from the General Fund and
transfer it to the Recreation Department for use at the
next organizational meeting of the Youth Activities Committee.
Seconded by Blanchard 4 Ayes
The date of the first dance and organizational meeting
will be March 2, 1962.
I'r. Sullivan reported that he and Mr. Skiba were
drafting the list of duties of the Public Works Superintendent
and hoped to present them at the next meeting,

A request by Mrs. Andrus of 2374 Hillview Road for possible
rezoning for duplex of her property was refered to the Planning
Commission.

The report from the Village Planner for Johnson Terrace was
not received as promised and the Council made several suggestions
to the developers for mutually agreeable changes in their
proposal.(Said changes RE: lot size after street easements
were made) The developers stated they would have the pions
changed according to the requests and suggestions and re- present
them at the next cc,::ncil meeting.
Trustee Malvin entered the meeting at this point (9:15 P.M.)
Mr. Malvin gave al report on the meeting of the Lakeside Park
Commission. He stated that Mounds View will have the ballfield
at the park on Wednesdays and Saturdays. The Commission will
have the swings moved, new picnic tables (of the permanent type),
more sand on the beach and a practice ball field graded
off in back of the present one as part of this summer program.
Jr. Malvin introduced Dick Jones, State Representative
He stated that there would be an important meeting concerning
The Dutch Elm Disease with State Officiah on February 21st
at 8:00 P.M. at the New Brighton Village Hall.
State Representative Richard Jones will also persue
obtaining the Speed Limit reduced at Quincy end County Road I
near Pinewood School from 40 to 30 M.P.H.

Tae Dutch Elm Disease.
The Mayor introduced Mr. Stuart Rotheeber of 223
Oakwood Drive, New Brighton 12, Minnesota. Mr. Rothrcber
stated that he seared on tha original industrial development
committee and would be pleased to serve again, if requested.
Mr. Arthur Moschkau 82207r.ong Loke Road and f.L-, Rodeo
Robinson, 8340 Long Lake Road, appeared requesting a1-1 extension
of water service to their homes. Mr. Moschkau stated that
State Board of Health had instructed him to have hir; private
well tested because 3 members of his family havo had H •:atitis
recently and they feel that the water may bo partially
responsible for this.
The Mayor requested these men to file a petition for
c'o ter main extension in the clerks office.
The Clerk was instructed to insert a notice in the legal
paper requesting any residents wishing an extension of water
service to present petitions for extensions as soon as ,possible,
so work can be starters and completed during surroo: months,

The matter of Gloria Circle was refered to Trustee
Sullivan and the Village Engineer for study and rccorm:ndation.

Motion by Sullivan to instruct Walter Skiba to build
a storage cabinet in the meeting hall for Civil Defense
equipment. Seconded by Blanchard 5 Ayes
A letter from Governer Anderson regarding Civil Defense
shelter areas refered to Kenneth Ballenger, Civil Defense Director.
The Attorney was instructed to investigate the legality f
of the Civil Defense Department running a bingo game to raise
funds for Civil Defense equipment.
The Engineer presented a copy of a letter to the Highway
Department regarding state aid Roads. (Letter on File) memo from the engineer regarding bills for permits
from the Highway Department was read and explained by Mr.
Knutson.(Copy on File) At the Engineers suggestion the matter
was tabled for investigation.
The Engineer presented the zoning map of the Village.
This map is complete and up -to -date and includes all changes
made up to 1 -1-62.
A letter from Dr. Houle, Village Health Officer, regarding
Hepatitis in dogs was read and filed.
At the Clerks request the matter of water assessments
on village parks was tabled.
The matter of deliquent water accounts was refered to
the attorney for study and recommendation.
A letter from Richard Jones, State Representative,
regarding proposed park at 35 and Highway 10 interchange
was read and placed on file.
A letter from the County Auditors office regarding street
index for voting purposes was read and filed.
Motion by Crane to have Village Engineer comply with
this request and forward a copy of street index to the
County Auditors office and one' to the Village Office.
Seconded by Malvin 5 Ayes
Motion by Blanchard to accept financial statement as
presented and to authorize its publication. Seconded by Crane
Mayor Crane stated that he felt that this financial
statement was well presented and very complete. He pointed
out several items in the statement and read portions of it
to those present. Upon call of the roll there were 5 Ayes
for approval
Motion by Blanchard to pay bills submitted including
one to the Victor Adding Machine Company in the amount of
$255.60 for the purchase of one Victor Model #718554 adding
machine. Seconded by Crane 5 Ayes.
A report from the State Board of Health regarding the
water system was read and referred to the Engineers for
a report at the next regular meeting.

Several awards from Judicial Court for condemnation of
lands for Highway perpoarl and a hearing notice of another
condemnation proceeding were referred to the attorney for a
report at the next regular meeting.
Motion by Crane to publish notice and set public hearing for
street and storm sewer project in Clints Addition for March 12,
1962 at 8 :00 P.M. at the Village Office, 2401 North Highway #10
St. Paul 12, Minnesota and to have the engineer and attorney
prepare such publications and notices as necessary.
Seconded by Blanchard 5 Ayes
The Mayor announced that there would be an open house
at the new Village Hall, 2401 Highway 10 on March 3, 1962
from 12 to 5 P.M.
The Clerks Office was instructed to re- submit a request
to the County Engineers asking for the procedure the Village
must take to have County Road I completed from Highway 10 to
Groveland Road.
Motion by Blanchard to hire Joanne La Casse as clerk
typist at $1.50 per hour for the Village Office
Seconded by Crane 5 Ayes
The attorney was instructed to write a letter to
Knollwood Motors, 2050 County Road H -2, and remind them of
previous correspondence regarding parking problems and
zoning regulations.
The Engineer gave a copy of a report from Twin City
Testing Laboratory to the Clerk and it was placed on file.
Motion by Blanchard to approve licenses submitted
Seconded by Hodges 5 Ayes
The use of the Hoffman Answering Service was referred
to the Police Commission for investigation,
Motion by Blanchard to adjourn. Seconded by Malvin
5 Ayes
Meeting adjourned at 11:05 P.M.
