HomeMy WebLinkAboutMinutes - 1962/02/26PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meetf.ng of the Mounds View Village Council was called to order by Mayor Crane at 8:05 P.M. February 26,1962 at 2401 Highway #10. Present were Mayor: Clerk: Trustees: Allan B. Crane Lloyd J. Blanchard Donald Hodges Perry Malvin John L. Sullivan Engineer: Les Knutson Attorney Richard Meyers Adm. Deputy Clerk Paul Boog Pubic Works Walter Skiba 000027 Motion by Hodges to accept minutes of February 13, 1962 as presented. Seconded by Malvin. 5 Ayes Mayor Crane gave a short report on the assessment procedures in the village based on information received from the County Assessor at a meeting in the Village Office on February 24, 1962. The Chairman for the Industrial Development Commission has not yet been named. This will be discussed at the next agenda meeting. The dog control problem was brought up and discussed at some length. Mr. Nelson of 5373 St. Stephen made the following statement. I believe the dog situation is getting out of control. It is my personal feeling that unless the present Ordinance is more rigidly enforced that a leash law similar to the one recently enacted in Blaine Village will be necessary. He further stated that he had counted 17 dogs at the Pinewood school that same morning. After further discussion by Councilmen and residents the following action was taken: Motion by Blanchard to direct the Police and dog catcher more strictly enforce Ordinance #58 through issuance of tickets (warrants) to owners of dogs violating said Ordinance, commencing Friday, March 2, 1962. Seconded by Malvin. 5 Ayes The attorney was instructed to prepare an.ammendment to Ordinance #58 requiring the leashing of all dogs while on park and school property. Mr. Bona, Village dog catcher, requested that a letter be sent to the St. Paul Humane Society (a private organization) informing them that the Village contracts for its animal control and requesting them to refer all calls to the B 8 E Patrol. The Clerk was directed to prepare and send said letter. Mr. Hodges reported that a pop machine was to be installed on February 27, 1962 in the Village Office and that the first organizational dance and meeting of the Y.A.C. -2- would be on March 2, 1962. Mr. Malvin reported that on advise from the conservation department that a number of holes had been bored in Spring Lake and that within a half hour of receiving the request County Commissioner, Salverda had the pump turned on and it appears that there will be no winter -kill of fish in the lake. The Conservation department and the County Board will keep close watch on the situation. 000028 Mr. Sullivan stated that he and Mr. Skiba were going to tour the Village and check on damage done by the snow plows to mail boxes,cars and fences as reported. They would then meet with the County Engineer regarding these claims. Mr. Varnes of 7350 Fairchild and two of his neighbors, Anton Schmitt, 2020 County Road H -2 and William McCue,7310 Fair- child Avenue, appeared regarding the problem of the buses and autos at Knollwood Motors. They stated that buses are started with considerable noise in the early hours of the morning and that snow plowing in the area was almost nil because of cars and buses parked on the street. Mr. Varnes gave the Council a brief history of the bus company from the early stages to the present. Another point brought out was that a portion of the area used by the company actually belonged to a neighbor and was being used without permission. To bring this matter to conclusion, the attorney was instructed to consult with the Police Department and to take what action seemed necessary and to report to the Council at the next regular meeting. Mr. Jack Bell representing the Mounds View Business Mens Association reported that the association has passed a resolutuion to the effect that the Sunday closing laws passed in other areas was prohibitive and that the association was definitely against the said laws. He requested that the Council go on record with a resolution showing that we are not in favor of a "Sunday Closing" or "Blue Law" ordinance. The Attorney was instructed to prepare the resolution for study by the Council at the next agenda meeting. Milt Stole chairman of Planning Commission read the minutes of the Planning Commission Meeting of February 20, 1962. (Copy of File) After some discussion the following action was taken: Motion by Blanchard to approve= the Johnson Terrace preliminary plat waiving square footage requirements (per plat plan dated 2 -21 -62 and signed by Village Clerk and Julian Johnson providing that the existing structures are removed. Seconded by Sullivan 5 Ayes Mr. Johnson will confer with the Village Engineer and Attorney regarding streets and dedication of land for public use. The building inspector and the Clerks Office are to prepare and submit to the Council a paper similar to the one used by the Village of Falcon Heights regarding their zoning procedures. -3- 000929 Mr. Don Robertson, a contractor, appeared requesting a variance so that he could construct a 4 -plex on the N.E. corner of Sunnyside Road and Highway 10. Motion by Sullivan to waive the square footage requirements on the following conditions. 1- Only one building will be permitted to be constructed on this lot. 2- No building will be allowed on the adjacent lot until sanitary sewer is available. Seconded by Crane. 4 Ayes. Melvin Naye The2Clerk read a letter recxeved from Mr. Walter Ehr,z Route 1, Wyoming, Minnesota. (Copy en File.) He requested an ex of time to remove condemned sub standard building from his lot at 7643 Edgewood Drive. The Clerk was instructed to send a letter requesting removal of this building no later than May 1, 1962. Motion by Blanchard to accept Engineers contract as presented. Seconded by Hodges. 5 Ayes Motion by Crane that the Engineer be authorized to search the minutes and prepare a report regarding his authorization from the Council on water projects. Seconded by Malvin 5 Ayes The Engineer reported on the finding of the State Department of Health on the water plant, We have a rating of 92 now and it is expected that this rating will be closer to the possible perfect 100 when the plant is complete. The Engineer presented some bills from the Twin City Testing Lab. for payment.0 n request of the Clerk these bills will be presented again at the next regular meeting. The specs and plans for the dehumidification and duct work are not complete as yet, according to the engineer. Motion by Crane that the Engineer be authorized to propose plans and specs for acoustical ceiling and the dehumidification and duct work in the utility building. Seconded by Blanchard 5 The Engineers Office was directed to obtain the legals for the public hearing on Clints Addition. The Engineer recommended that new developers be directed to pllce money in escrow to pay for Village Engineer services. The Attorney reported that the appeals from Moga, Skiba and Voge in the matter of water assessments would be heard c'.uring the week of March 12 and that the members of the Council c:d the Engineer may be requested to appear. S^ncs for the new police car were referred tothe Police Cc -lio ;:Lon for study. The Attorney recommended certain change-, in the letter '0 5' cent to the delinquent water accounts. -4- After studying the Ordinance the attorney reported that it would be legal for the Civil Defense Department to hold bingo games to raise funds for the rescue truck, but they must give 30 days notice to the Village prior to the date they wish to hold said bingo games. The Clerk was instructed to so inform Mr. Ballenger. Motion by Malvin to pay bills presented. Seconded by Crane. (list attached) 5 Ayes Motion by Blanchard to approve lisences presented. Seconded by Crane. (list attached) 5 Ayes Motion by Crane to request the Board of Commissioners to improve and complete County Road I from Highway 10 to Groveland Road and to construct a road on the west County Line from Highway 10 to the North County Line Road.
