HomeMy WebLinkAboutMinutes - 1962/03/13PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:05 P.M. March 13, 1962 at 2401 Highway #1C Present were; Mayor: Clerk: Trustees: Allan B. Crane Lloyd J. Blanchard Donald Hodges John L. Sullivan Attorney: Richard Meyers Engineer: Les Knutson Public Works: Walter Skiba Treasurer Irene Edberg 0d0034 Absent: Trustee: Perry Malvin The Attorney advised that the minutes show that the regular meeting and Public Hearing scheduled for Monday, March 12, 1962 was postponed by council action until Tuesday, March 13, 1962. The Mayor opened the public hearino on the street and storm sewer improvement project in Clint's Addition. The Attorney read and explained the published Notice of Hearing. (Copy of notice attached.) Mr. and Mrs. Grande of 5165 Long Lake Road, New Brighton, Minnesota made appearance at this hearing. They stated that they received no notice in the mail, but that Councilman Hodges had notified them personally of the hearing. The Engineer explained the estimated costs of this improvement and stated that these plans presented were not the final plans but merely a preliminary report. He further explained that this hearing was a result of Council action emanating from-a petition by Arvid Carlson Inc. a developer who owned. Clint'S Addition. He also explained the type of reads and storm sewers contem- plated and the direction of flow of surface water through said storm sewer. Mr. Carlson, (developer) stated that he felt the Engineer's proposals are fully acceptable and that they solve the problems presented. Mr. Carlson: "I am in favor of the improvement and the means of assessment and agree with the Engineer's solution to our problem." Mr. Grande: "The proposed road, Woodcrest Drive, on the North side of this property if completed as proposed, (66 ft.) would leave the right of way within 51i ft. of the side of our house. We are willing and trying to sell our house and land and request that no action be taken on this matter until we have sold." (Mr. and Mrs. Gr9 de are officially listed as the only opponents to this improvement at this meeting.) -2- The Attorney advised the Council that it had three choices of action: 1. Order the improvement. 2. Abandon the improvement, 3. Delay the improvement. The Engineer advised that the storm sewer assessment would not be final as there very well could and should be further storm sewer work in the area. Motion by Sullivan to order the improvement (.Clint's Addition) but to limit the improvement on Woodele Drive to improving only the South 16 (33 ft of the proposed street. Seconded by Hodges. 4 Ayes Motion by Sullivan to set thoroughfare hearing for Woodele Drive from Long Lake Road to Eastwood Road for April 23, 1962 at 8 :00 P.M. Seconded by Blanchard. 4 Ayes Motion by Crane to have Engineer prepare final plans and specs for the Clint's Addition improvement project. Seconded by Blanchard. 4 Ayes There being no further action to be taken, the Mayor declared the hearing closed. Malvin entered at 9:10 P.M. Mot/oh by Crane to publish notice of hearing to be held on April 23, 1962 at 8:30 P.M. regarding storm sewer project in Bronson Quincy area. Seconded by Hodges. 5 Ayes Mr. Charles Larson, 7920 Groveland Road appeared regarding a re- location of a home in the Village. This has been approved by the building inspector. Motion by Sullivan to set public hearing for March 26, 1962 at 8:00 P.M. at the Village Hall, for the purpose of deciding whether or not Mr. Larson shall be allowed to move a home from the corner of Long Lake Road Highway #10 to the corner of Long Lake Road and County Road H -2 Seconded by Blanchard. 5 Ayes The Clerk was instructed to prepare notices and mail them to adjoining property owners and to publish notice 10 days before hearing date. Mr. Isaac Joslyn, 8406 Center Drive, appeared requesting a sub- division of property at 8364 Red Oak Drive. This was discussed at some length and the following action wss taken: Motion by Sullivan to give preliminary approval to the sub- division request and authorize the building inspector to issue a building permit. This action subject to the following conditions: 1. Building inspector will receive survey of property. 2. Building inspector will receive proof of ownership of property. 3. The owner will make formal application for sub- division including the payment of fees. 4. Mr. Joslyn will give a road easement to the Village on the back of his property. Seconded by Crane. 5 Ayes 0J0035 -3- Mr. Richard Jones, State Representative, requested and O 'J 0 0 3 s received permission to bring some matter before the Council. He has been notified by Mr. Alvin Jansen of 3511 Hilltop Street, White Bear Lake, Minnesota, that a possibility existed that the Federal Income Tax division offices are interested in locating in this general area. Mr. Jansen ownes a tract of land in the S. E. corner of the Village and feels this would be a good location for these offices. Mr. Jones further stated that the building would be privately owned and leased to the, government and that there would be approximately 800 employees. After further discussior the following action was taken: Motion by Blanchard that letters be sent to our Representatives and Senators in Washington regarding this matter and urging their support in our behalf. Said letter to be signed by the Mayor. Seconded by Malvin& 5 Ayes Mr. Jones stated he has already written to Representator Karth and would write further in our behalf. The Ramsey County Commission have turned over to the State Highway Department the matter of speed limit and school stop on County Road "I" and Quincy, Mr. Jones reported. Mr. Jones introduced Mr. Lee Hetrick who manages the trucking business near the intersection of Highways 8 8 #10. Mr. Hetrick presented a proposal to move his business back further on his property., which is zoned for shipping center use. Mayor Crane reported that he asked the Village Planners opinion on this and that Mr. Dahlgren stated that he could not recommend it.as it was not the best use for this land. The Council and The Village Planner are to meet with the Highway Department regarding the proposed 35W. (Copy of the results of this meeting to be forwarded to Mr. Jones.) Mr. James Haluptzok, 7800 Gloria Circle appeared and presented a preliminary plat plan for sub division of a parcel of property on Groveland Road, between Highway 10 and County Road 'L". This was referred to the Planning Commission. A representative of the National Recorders Company of Minneapolis demonstrated a speed recorder and explained its function. Motion by Crane to purchase Dowden Speed Recorder for$595.00. Seconded by Blanchard. 5 Ayes Motion by Crane to accept minutes of February 26, 1962 regular meeting as presented. Seconded by Hodges 5 Ayes Motion by Hodges to accept minutes of February 27, 1962 special meeting as presented. Seconded by Malvin. 5 Ayes Mayor Crane presented the Police Report for February. (Copy on File.) Motion by Crane to advertise for bids for a new Police Car. Bids to close April 9, 1962 at 8:00 P.M. Seconded by Blanchard. 5 Ayes -4 The Clerk wa) instructed to prepare specification and advertise•.for bids. Motion by Crane to pay Police Officers dues to Minnesota Police Officers Association. Seconded iby Hodges. 5 Ayes A three year police report was presented and briefly explained. (copy on file.) Motion by Sullivan to set road weight limits as of March 15, 1962. Seconded by Blanchard. 5 Ayes Clerk instructed to send work order to County Engineer requesting this. The Engineer was instructed to have a filter placed in the lubricating line on pump #1, due to line becoming sand clogged. The Engineer presented specs. for acoustical ceiling in the new building. These were discussed and the following action taken: Motion by Crane to advertise for bids on acctstical ceilings. Bids requested with optional lighting panels, Bids to close April 9, 1962 at 8:00 P.M. Seconded by Blanchard 5 Ayes The Engineer was instructed to prepare specifications and advertise for bids in legal and trade papers. The Attorney's presence is to be required at the next agenda meeting, March 24, 1962 at 1:00 P.M. for a discussion with the contractor of the utility building. The bond from the Layne Minnesota Company for additional work on well 2 was presented. The Clerk was instructed to attach this bond to the original contract. A copy of a letter from the Village Engineer to the Chicago Bridge and Iron Company regarding the repainting of the water tank was presented and placed on file. The street number precinct lay out requested by the County Auditor was presented by the Engineer for transmission to the County Auditor. Motion by Blanchard to send public Works Superintendent, Walter Skiba to Water Superintendents School and to pay his expenses incurred. Seconded by Malvin. 5 Ayes Motion by Blanchard to pay bills presented,(List attached.) Seconded by Malvin 5 Ayes Motion by Blanchard to pay bills from commissioners for condemnation hearing from general fund. Money to be.assessed against water project 1961 -1 and repaid to general fund after receipt of assessments. Seconded by Crane. 5 Ayes. Motion by Crane to authorize payment of judgement in condemnation to Mr. George Porter 7980 Fairchild Avenue. Money to be taken from General fund and assessed against water project 1961- 1. Money to be repaid to General fund after receipt of 0J003'7 of assessments. Seconded by Blanchard 5 Ayes Motion by Blanchard to approve license application. Seconded by Crane 5 Ayes Motion by Sullivan to Adjourn. Seconded by Blanchard 5 Ayes Meeting adjourned at 11:30 P.M.
