HomeMy WebLinkAboutMinutes - 1962/03/26PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:00 P.M., March 26, 1962 at 2401 Highway #10. Sullivan Irene Edberg Richard Meyers Les Knutson Paul Boog Walter Skiba 0J0041 Motion by Malvin to approve minutes of the regular meeting of March 13, 1962 as presented. Seconded by Hodges. 5 Ayes. Mr. James Gibson, 7670 Groveland Road, offered his congradulations to the Council and the Village for their receipt of .a safety award fcr the Pedestrian Safety in the Village. He gave a brief history of the actions and methods used in the past towards receiving this award. Mr. Gibson, representing Mounds View Business Association requested the council reconsider these items previously before them. #1. Triangle of Highway #8 Highway #10 and County Road H -2 would like reconsideration for rezoning and potential use of this property. #2. Tom Thumb Supperette reconsideration of 3.2 off sale license previously denied. Mayor Crane informed Mr. Gibson that the Highway Department refuses to put a service road in this area. The uses proposed by the developers must be compatible with the shopping center designation, unless a variance from the planning uses is requested. Crane presented a copy of report of meeting with Highway Department on March 22, 1962. The matter of a license for the super market, although it is against the present ordinance, will be taken under consideration. Mr. Wendell Erickson, 5319 St. Stephens Street, headed a delegation from his area and made formal complaints about the condition of the roads. Standing water and chuckholes have made St. Stephens Street almost impossible in this area. The Council directed the Public Works Superintendent, Mr. Skiba, to pump the water from the roads as a temporary solution and directed the Engineer to prepare preliminary plans solving the drainage in this area. Mr. J. Varnes, 7350 Fairchild Avenue asked what progress had been made on the matter of the Lewis Lines Bus Company on County Road H -2. -2- 0'30042 The Attorney reported that a letter had been written to Mr. Lewis and that it apparently was at least partially effective as the parking of buses on Village and County Road stopped. The Attorney was directed by the Council to notify Mr. Lewis to remove the junk buses and other trash from his property in accordance with Ordinance #34. Motion by Sullivan to send work order to County and have "No Parking 8:00 A.M. to 5:00 P.M., Monday thru Friday," signs placed from Knollwood to Fairchild on County Road H -2 and on Fairchild from Bronson to County Road H -2. Seconded by Malvin. 5 Ayes Motion by Hodges to have Engineer prepare preliminary plans for extension of water main on Long Lake Road 300' North of present end of water main, to set a Public Hearing on this matter on April 23, 1962 at 8:30 P.M., and to have Engineer prepare and publish such legal notices as required. Seconded by Crane 5 Ayes Planning Commission minutesof March meeting were read and placed on file. Motion by Crane to re -set the date of the public hearing for the requested re- location of a home from Long Lake Road and Highway #10 to County Road H -2 and Long Lake Road as requested by Mr. Chuck Larson. Seconded by Blanchard. 5 Ayes The Clerk was directed to publish and mail such notices as legally required. Mrs. Ruth White, 1939 County Road I, advised the Council that she was assessed on a front foot basis on water project 1960 for both sides of the street and requested the Council to abate the assessment for one side, which actually was unusable land, being in Spring Lake itself. This was referred to the Engineer and Attorney for study and recommendation. Mr. Paul Bengston, 2000 Valley View Lane, presented a proposal for Village insurance, and was requested to appear at a special meeting, Saturday, March 31, 1962, at 9:00 A.M. regarding this at which time Mr. Mahoney, insurance representative for the Village will be present. A letter was read and placed on file regarding the con- vention of the Minnesota League of Municipalities at Grand Rapids, June 20- 21 -22, 1962. Motion by Crane to allow expenses incurred for attending this convention, by delegates, (councilmen) up to $75.00 each and to allow Attorney's expense up to $37.50 for attending this convention. Seconded by Blanchard. 5 Ayes. Mr. Hodges reported that the Recreation Meeting on April 5, would deal with the possibility of obtaining trees from the Con- servation Department for use on public lands, such as parks, etc. Mr. Sullivan stated that road restrictions were being enforced with two exceptions: 1- School buses would be allowed to continue unless they were causing an excessive amount of damage to roads. -3- OJOO43 2. Garbage haulers would hlso'be allowed to continue with the same restrictions. The Clerk was instructed to n tify all licensed garbage and rubbish haulers that they are require to travel on the side streets at a reduced rate of speed an that if they do not comply they will be held in violation of agreement and not allowed to operate until road restrictions are lifted. Motion by Sullivan to authorize Mr. Skiba to contact Mr. Robert Boyer regarding employment by the Village to do patching of roads and if he is not available to find suitable substitute. Seconded by Malvin. 5 Ayes. The Engineer was instructed to prepare plans for land scap.rig,and surfacing of parking lot and adjacent area around Utility Building. Motion by Crane to authorize Paul Boog, Administrative Deputy Clerk, to attend Planning Commission meetings as a non- voting member to expidite applications and reports. Salary for attending such meetings to be $2.00 per hour. Seconded by Blanchard. 5 Ayes. The Engineer was directed to have a list of phone numbers to call for emergency work on water system, for Village Office The Attorney read a Resolution modifying water assessments. Motion by Crane to adopt Resolution 97. Seconded by Blanchard 5 Ayes A letter from Mr. Dedolph regarding amount of money still:, held by Village for work completed was read and referred to the Attorney. A Resolution regarding Sunday Closing Ordinances was presented by the Attorney. This was discussed at some length by all concerned. Motion by Blanchard to adopt Resolution #98. Seconded by Crane. SAyes The Engineer was directed to arrange a meeting with the Metropolitan Airport Commission regarding relocation of Highway #10. Mr. Dahlgren,Village Planner, Mr. Sullivan, and Mayor Crane will attend. The Engineer presented the preliminary report for stales sewer in the Bronsin and Quincy Area. Mr. Alvin Hillsdale, 7850 Spring Lake Park Road is to be requested to appear at the next Agenda Meeting regarding this drainage problem. The Plans and Specs for the acoustical ceiling was received and placed on file. Motion by Blanchard to pay bills. (list attached) Seconded by Malvin. 5 Ayes Motion by Blanchard to pay bill from Attorney for condemnation proceedings from General Fund, this $375.00 to be paid back to General Fund after 1961-1 assessments are received. Seconded by Crane 5 Ayes Motion by Sullivan to issue temporary permit to Mr. Johnson to operate a plastics business in the OtConnel barn for a period of 6 months and to have the Attorney draw up the legal form for this purpose. Seconded by Malvin. 5 Ayes A letter and Resolution regarding the Ramsey County League of Municipalities was read. Motion by Crane to adopt Resolution 99. Seconded. by Hodges. 5 Ayes The Clerk was instructed to investigate the cost of a portable combination blackboard, bulletin board and report back to the Council. Motion by Blanchard to adjourn.
