HomeMy WebLinkAboutMinutes - 1962/04/09PROCEEDINGS OF TOE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 0 8 :00 P.M., April 9, 1962 at 2401 Highway #10. Present were: Mayor: Allan B. Crane Clerk: Lloyd J. Blanchard Trustees: Donald Hodges John L. Sullivan Engineer: Les Knutson Attorney: Richard Meyers Treasurer: Irene Edberg Public Works: Walter Skiba Adm: Deputy Clerk: Paul Boog Absent: Trustee: Perry Malvin Mayor Crane called for further bids on the acoustical ceiling times. There being no further bids he declared the bids closed. Mayor Crane called for further bids on the Police Car three times. There being no further bids, he declared the bids closed. The bid for the Police car was as follows: trade -in Positractioq Osseo Motors Check 2037 2572.73 480.00 30.40 $150.00 Total net bid with trade plus positraction $2123.13 This bid was the only one received Bid rnferrad to the P_n`:ira co and Chief_ of Police for f recommendation. V -2- Mr. Rumon Juetten, Assistant Secretary of Minnesota Safety 0(30049 Council presented an award to the Village for the years, 1957, 1958 1959 1960, for having no pedestrian fatalities during t this period. He congratulated the Council and residents on this award, citing the lack of sidewalks and the ,park -like residential areas as potential danger areas for pedestrians. He expressed the hopes of his office to be able to award this village a similar plaque each year. The Mayor accepted the plague on behalf of the Village and in turn presented it to the Chief of Police, Ernest Grabowski. Motion by Sullivan to accept minutes of the regular meeting March 26, 1962 as presented. Secohded by Hodges. 4 Ayes Motion by Hodges to accept the minutes of the Special meeting March 31, 1962 as presented. Seconded by Sullivan.4 Ayes. Mr. Paul IndyKiewicz, 1451 County Road I appeared before the Council regarding his desire to move the Sahara Club, which he recently purchased from its pres location on Highway #8 to a site near County Road I and Highway #10. He was informed that this matter would have to go before the Planning Commission as it would involve re- zoning and sub division. Motion by Crane to refer this matter to the Planning Commission for study and recommendation at the next regular meeting, April 23, 1962. Seconded by Blanchard 4 Ayes The owner of the Tom Thumb Supperette at County Road H -2 and Knollwood Drive appeared requesting information on his application for 3.2 beer off -sale license. The Attorney advised the Council that it had three choices: 1. Change the ordinance to lessen the distance regulation between the establishment and the Church. 2. Special legislation to cover this specific problem. 3. Deny the request. The first alternative would be impossible as these properties are abutting each other. The second is not advisable as it would set a precedent and may be followed by similar requests. After discussion and consideration of these points the following action was taken: Motion by Blanchard to deny application for 3.2 license at Tom Thumb Superette according to Ordinance #52. Seconded by Sullivan. 4 Ayes The Public Hearing for relocation of house in the Village was declared open by Mayor Crane. The legal notice regarding this matter was read by the Clerk. The Mayor asked if anyone wished to speak on this matter, either pro or con. There was no one present who so desired. The building inspector gave his report on the building which was a favorable one. Motion by Crane to approve relocation of house from the corner of Long Lake Road and Highway #10 to the corner of Long Lake Road and County Road H -2. Seconded by Sullivan 4 Ayes. Mr. Malvin entered the mooting at this point. (9 :00 P.M.) -3- Mr. J. Bell Justice of the Peace for the Village appeared 000050 before the Council. He reminded the Council that there has been unfavorable publicity in the area of Justice Courts in 1 recent days and in view of this he feels that the next session of the legislature may possibly set up a County Court System in lieu of the J.F. system now in effect. He further requested the Council to seriously consider the possibility of setting up a Municipal Court either alone or in conjunction with adjoining, Villages. The Council discussed this matter and then referred it to the Attorney and Mr. Bell for a more complete study of costs and legal procedures. The Police Commission made the following recommendation; The Village should purchase the car at the specified price with trade in and including positraction rear axle for the additional amount of $30,406 Motion by Crane to concur with recommendation of Police Commission and purchase new Police car. Seconded by Blanchard. 5 Ayes The Mayor read the Police report for the Month of March, 1962 and it was placed on file. The Mayor read the dog catchers report for the month of March, 1962 and it was placed on file. Trustee Sullivan reported that he had toured the Village roads with Mr. Skiba and Engineer, Les Knutson and had noted r:,) all repairs needed. These repairs will be made as soon as possible. Motion by Sullivan to advertise for full time man to work with Water Department, Street Department and Recreation Department at a salary of $80.00 per week. Village resident preferred, application to close April 21, 1962. Seconded by Blanchard. Mr. Malvin questioned the need at this time for a full time employee. Upon call of the roll the following vote was taken: Blanchard, Crane, Hodges, Sullivan Aye. Malvin No. 4 Ayes Motion carried. The Engineer reported that Insulation Sales Co. bidder on acoustical ceiling was apparent low wtih alternate #1 at $996.00 Motion by Blanchard to accept bid of Insulation Sales in the amount of $998.00 including alternate #1. Seconded by Hodges. SAyes Upon advise of the Attorney by request of the Council Mayor Crane moved to correct minutes of the regular meeting held March 13, 1962, to read as follows: (following paragraph 7, page 2) Paragraph #8. Motion by Crane to publish notice of public hearing to be held April 23, 1962 at 8:30 P.M. regarding storm sewer project in Bronson Quincy area. Seconded by Hodges. 5 Aye Motion to correct sec by Sullivan, 5 Aye.. The preliminary report on water project 1962 -1 was presented by the Engineer and placed on file. Motion by Blanchard to hold public hearing and to advertise for bids on water project 1962 -1. Engineer to prepare bids and specs and publish and /or mail such notices and bids required by stature. Bids to close at 8:00 P.M. April 23, 1962. Hearing to be at 8 :30 P.M. April 23, 1962. Seconded by Crane. 5 Ayes The Engineer advised the Council to insure the water tower ')immediately, so as to have full protection, The Clerk was instructed to notify the insurance agents and have policy executed. The Clerk was instructed to notify the occupants of the homes on St. Stephens Street that at an informal meeting on April 21, 1962 at 1:00 P.M. the Council and the Village Engineer would present a solution to their drainage problem. Motion by Crane to order plans and specs from Village Engineer on improving of Hillview Road from Highway #8 to Quincy Street and to prepare right of way acquisition for same, according to state aid specs. Seconded by Hodges. 5 Ayes The Attorney informed the Council that the matter of the extra charges claimed by the Dedolph Construction Company was still not resolved and advised against any payment at this time. Motion by Crane to authorize the Clerk to apply for releif f taxes and assessments on the property purchased by the Village from Mr. Foley and Mr. Porter. Seconded by Blanchard. 5 Ayes Motion by Crane to adopt Resolution #100 regarding reapportionment of assessments. Seconded by Malvin 5 Ayes The Attorney made a lengthy report on the Judicial Ditch running through the Village. He stated that the County must do the work needed to improve this ditch and that the Village could spend no funds for this purpose. He explained what steps should be taken at this time and the following action was taken: Motion by Sullivan to have the Attorney write a letter to the County Board of Commissioners, County Attorney. County Engineer, and other County and State Officers relating to this ditch, regarding the obstruction of Judicial Ditch #1 on the Don Voge property. Seconded by Hodges. 5 Ayes Motion by Crane to have Attorney request County Board of ^ommissioners to improve Judicial Ditch #1 in Village of Mounds —Slew. Seconded by Sullivan. 5 Ayes Motion by Crane to adopt resolution #101 regarding petition to State Highway Department for crossover at Edgewood Drive and Highway #10.
