HomeMy WebLinkAboutMinutes - 1962/07/23Present were: Mayor: Clerk: Trustees: Absent: Trustee: PROCEEDINGS JF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:00 P.M., July 23,1962 at 2401 Highway #10. Roll call was called by the Clerk. Also present: Adm. Deputy Clerk: Attorney: Engineer: Public Works: Allan B Crane Lloyd J. Blanchard Donald Hodges Perry Malvin John L. Sullivan Paul Boog Richard Meyers Les Knutson Walter Skiba The Mayor called three times for further bids for pump and pump house for Well #2. Bids were then opened and recorded. (see attached sheet) The Mayor asked if anyone present had submitted a bid which had not been recorded. Receiving no answer he declared the bids closed. Motion by Hodges to refer the bids to the Engineer for tabulation and recommendation. Seconded by Malvin. 4 Ayes. The Mayor announced that a special meeting would be held on July 30, 1962 at the Village Hall to award the contract for the above mentioned project. Mayor Crane reported on several meetings that were coming up in the near future. They are as follows: N.S.S.D.- Coon Rapids City Hall July 24, 1962 M.V.Poliee Comm.- Village Hall July 26, 1962 C.D. Meeting and drawing- Vilhge hall July 26, 1962 Ramsey County Board of tax equalization Ramsey County Court House 7/16/62 to 8/10/62. At 8 :30 P.M. the Mayor called the public hearing regarding the rezoning of the North 100 feet of the South 185 feet of Lot 53, Auditor's Subdivision No.89, Ramsey County, Minnesota from R1 -A to R -3. The Chairman of the Planning Commission, Milt Stole, read the minutes of the Planning Commission meeting and they were placed on file, -2- The Mayor asked if there were any objections to the rezonira and there were none. OJ0100 Mx. Harris stated that he could see no drainage problem in this proposal. Motion by Crane to concur with the Planning Commission's recommend and rezone the North 100 feet of the South 185 feet of Lot 53, Auditor's Subdivision No. 89, Ramsey County, Minnesota from R1 -A to R3., instructing the building inspector to withold the building permit until the Village Engineer has approved the drainage and the Village Attorney has completed the ammendment necessary to the coning ordinance. Seconded by Malvin. 4 Ayes. Sullivan abstained because he arrived to late to get fuel information on the motion. The Mayor declared the hearing closed. A letter from Mr. A. Jansen 3511 Hilltop Street, White Bear Lake, was received and read by the Clerk. Mr. Jansen requested a lowering of his water assessment. He was informed that the time for the request had elapsed and the Council had taken the stand against any re- assessing. Mr. Andrew Trelstad, 7761 Eastwood Drive, requested the Village tb ease the water problem in his area. The Engineer informed him that although a ditch on either side of the road would keep the water from the street off his property, the only final solution would be a storm sewer project. At 9:00 P.M. the Mayor opened the Public Hearing on Water Improvement Project 1962 -3,. The Engineer explained the project and gave estimated costs as follows: Estimated total project price including service Connections $45,000.00 Estimated Front footage assessment $4.76 per foot. Estimated service connection charge $120.00 per connection The Engineer then explained that because of expected "wet" construction the cost of the project was figured somewhat higher than other recent projects. The Mayor asked for objections to the project and they were as follows: 1. Mr. Ray Faricy, Attorney for Don Voge Highway #8 and County Road J. Reason will not use and does not need the water. Feels that the line will serve no purpose abutting his property. 2. George Jackson, 8300 Highway #8, objected for the same reason. The Engineer explained that to make the system as free from "dead end" lines as possible the system should be looped and this loop represents the lines abutting the properties of Mr. Voge and Mr. Jackson. The Mayor asked for proponents of the project and they were as follows: Mrs. James Fedorko 5237 Edgewood Drive Mr. Jack Morgan 8241 Edgewood and Mr. Tollefson whc own several lots in the project area. -3 0j0101 Because of the omission in the published legal notice of LaPort the following action was taken. Motion by Crane to order a public hearing for a water improvement project for LaPort Drive from Edgewood to Jackson and to publish legal notice of same. Hearing to be held on August 13, 1962 at 8:00 P.M. at the Village Hall. Seconded by Sullivan; 5 Ayes. The Mayor then recessed the hearing until Monday, August 13, 1962 at 8:00 P.M. The Engineer presented a plan for storm sewer drainage for the backwash water from the filtration plant for study by the Council. (on file at the Village Office.) The problem of a possibility of water pollution near Highway #10 and Eastwood Road was referred to Mr. Skiba for investigation. Mr. Jack Bell appeared for Mr. Richard Westergard regarding an application for a 3.2 off sale license at Tom Thumb Superette, 7305 Knollwood Drive. Motion by Blanchard to deny the license under the terms in Ordinance 53. Motion withdrawn by Blanchard. Mr. Bell raised several questions regarding this 3.2 Ordinance and a general discussion by the Council was held. Motion by Sullivan to have the Attorney re -draft Ordinance #53 and present it at the next Council meeting. for action. Seconded by Crane. 5 Ayes. Action on the application of Mr. Richard Westergard was tabled until the next regular meeting. Mr. Malvin read a letter from Mr. H. Johnson, 2580 Oriole Lane, New Brighton requesting a permit to park a trailer at 8375 Grcveland Road. to take care of aging parents. Motion by Malvin to grc.r.t a 90 day permit based on hardships conditions. Trailer to be parked so as to be as inconspicuous as possible. Seconded by Sullivan. Mr. Blanchard stated that the Council had denied e permit previously for the same purpose. Voting on the motion: 4 Ayes, Blanchard Naye The Clerk was instructed to notify the applicant of Council action and to send a copy of the letter to the Police Department. Mr. Skiba reported that due to a problem no parking area at 7861 Sunnvside Road the building was red tagged. Mr. Sullivan reported on the following: St. Stephens Street drainage complete except sodding. Hillview Road Project Tentative date for bids Hillview Road closed to thru traffic because of water problem from Highway #8 to Jackson Drive. Quincy Road closed frnm Onk u d L Hillview same reason. -4 Motion by Blanchard to concur with Planning Commission's recommendation and have building inspector notify Mr. Haluptzok that he 'must move the garage from the lot line on Lot 21, Spring ake Park Hillview Addition and conform with setback requirements. Seconded by Crane. 5 Ayes. The Clerk was instructed to notify the County platting Commission that only a preliminary approval had been given to the Haluptzok plat. The building inspector was instructed to inform Mr. Haluptzok to attach the garage at 7800 Gloria Circle to the old house or remove it so that the house will conform to the character of the surrounding houses as previously requested and agreed to. The building inspector was notified to contact the owner of the Mounds View D -X Station at 1925 Highway #10 regarding his request to start a junk car yard behind the station. The Engineer presented a preliminary report #4 on the Knollwood drainage problem. on file) After considerable discussion the following action was taken: Motion by Crane to construct the Knollwood drainage system as presented in preliminary report #4. The Engineer will invite bids for the project. Seconded by Malvin. 5 Ayes The Attorney was instructed to get drainage easements from the affected lots. The Engineer was instructed to have fill placed on the Boulevard right of way at 7150 Knollwood Drive, Mr. Waibels property to bring it up to street grade. The Engineer will bring information on the parking lot lights to the next meeting. The Attorney presented a resolution regarding water assessment modifications. Motion by Blanchard to adopt Resolution #109. Seconded by Crane. 5 Ayes Motion by Sullivan that the Attorney be authorized to file a counter -claim against the Dedolph Construction Co. in behalf of the Village. Seconded by Malvin. 5 Ayes Motion by Crane to have the Attorney prepare a contract with the fire department on the formula of $100.00 per square mile and the balance of the $17,000.00 budget be based on the full and true value of property within the Village.
