HomeMy WebLinkAboutMinutes - 1962/08/27The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8 :00 P.M. August 27, 1962 at 2401 Highway #10. Present were: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Mayor: Allan B. Crane Clerk: Lloyd J. Blanchard Trustees: Donald Hodges Perry Malvin Absent: Trustee: John L. Sullivan Also Present: Engineer: Les Knutson Attorney: Richard Meyers Public Works: Walter Skiba 0 30117 The Mayor opened the Public Hearing on the assessments for Water Projects 1961 -++1 and 1962.1 and requested the Engineer to relate the areas to be aesessed and the costs of the project. The Engineer pointed out on a map the streets that are affected by theseimprovements and how the total costs were computed. This hearing was then recessed and the hearing on project 1962■3A was opened by the Mayor. The Engineer gave estimates on this project of $4.76 per foot, plus $120.00 service connection charge. When the Mayor asked if anyone wished to make any statements regarding this project; Mr. Ambrose DeGross, 8123 Woodlawn Drive, one of the two parties affected by the improvement,stated that he would rather wait until a later date to have this work done and he stated further that the other petitioner, Jack Standfield, 8126 Woodlawn Drive, felt the same way. There being no further statements the Mayor declared the hearing closed. Motion by Hodges to drop water project 1962 -3A. Seconded by Malvin. 4 Ayes. The Mayor then reopened the Assessment Hearing and requested the Attorney to give an explanation on the Assessment procedure. Mr. Meyers explained the reasons for the hearing (as required by statute) and the method of adoption of the assessments by the Council. He also explained the method of appeal and prepayments of assessments. He stated that the Council has agreed to a 15 year assessment with a 6% interest charge on the unpaid balance. -2- 0J01.1.8 The Engineer again took the floor and explained who the contractors were and gave the full costs of the projects as follows: 1961 -1 Total Cost Front Footage Service Connection 1962• -1 Total Cost Front Footage Service Connection $49,441.48 3.11 91.18 2,538,49 2.66 58,80 Mr. Knutson then explained the reasons for the difference in the costs per home, 1. Lower bid per foot of pipe. 2. Lessappurtenances to the line. 3. Amount of front footage to be assessed. Several questions from citizens were answered and the hearing was then recessed to give thoee preen t an opportunity to check their personal assessment. The hearing on the matter of rezoning of Lot #58, Auditorts Sub Division #89 was opened by the Mayor, There were no obj:ecters present, and the Council agreed_ that the actual revzoning of the property would take place after a building permit was issued. The Mayor then closed this hearing. Motion by Hodges to accept minutes of August 13, 1962 as presented. Seconded by Malvin, 3 Ayes. Blanchatd abstained because of absence from said meeting, A Memo from the Attorney was read and placed on file, Memo is in regards to possible assessment of corner -lot after lot is split. The Police Commission report was read and placed on file. The matter of extermination of squirrels by shooting was brought up and discussed at some length, Motion by Malvin to concur with the Police Commissions recommendation and to immediately revoke all permits for pest shooting in the Village The only shooting to be allowed hereafter will be under the direct supervision of the Police Dept. Seconded by Crane, 4Ayes. The Police will notify the County game warden of this action by letter phcae er personal entact. Mr. Joseph Jirovec, 7768 Groveland Road requested information regarding possible rezoning of some of his property, He was referred to the Planning Commission. The Mayor reopened the Water Assessment Hearing and asked for objections: 1. Mr. V. L. Grande, 5165 Long Lake Road,feels that the assessment is unfair, and fears getting re- assessed for the same property when land is fully developed. -3- 2. Mr. A. Cl Holschuk, 1924 Laurel Avenue, Mpls.(nwns 0J011.9 property at 2665 Woodcrest Drive) felt that assessment is greater than the benefit received. 3. Mr. H.W. Schultz, Attorney for Don Voge, 6000 Highway #8, His Client feels that the Assessment should not be charged until area is developed. Assessment amounts to approximately 50% of total project cost. Requests reduction or complete elimination of assessment. There being no further objections the Mayor declared the hearing closed. The Assessment Roll will be adopted Sept. 10, 1962. A resolution regarding storm sewer problems in Ramsey County was read. Motion by Crane to adopt Resolution #111. Seconded by Hodges. 4 Ayes. Mr. Sullivan entered at 9:45. Letter from Richard Jones, State Representative regarding population trends in the suburbs as predicted by the Metropolitan Planning Commission was read and placed on file. An invitation to attend a meeting regarding this matter was extended to all Mounds View residents byMr. Jones. A letter regarding gas service on Pleasant View Drive from County Road H ..2 to County Road H was read and placed on file. The Clerk was instructed to notify St. Paul N.S.P. Gas Company about this matter and to request immediate action. Mr. Hodges presented the proposed budget for 1963 for the Recreation Committee and stated that there are two openings on the Reereation Committee to be filled. Interested citizens may apply at the Village Office. The Mayor announced that a budget and agenda meeting will be held at 6;00 P.M. on September 6, 1962 at the Village 'Dffice. Mr. Sullivan reported that both Gloria Circle and the Village Hall parking lot work would be completed in the near future. Mr. Piehowaki, Building Inspector, presented a request for variance for Mr. Lee Parson, 7940 Sunnyside Road. Motion by Blanchard to allow variance to building code and reduce side yard set back, as requested to 4feet 6 inches.Seconded by Malvin. 5 Ayes The "Building Inspector was directed to notify the owner of a farm on Irondale Road to remove fire guttedout buildings from said farm, as they constitute a very definite hazard. Motion by Crane to authorize the Engineer and Mr. Malvin to nave N.S,P. install lights on parking lot at the Village Hall. Seconded by Hodges. 5 Ayes. The Engineer and Mr, Sullivan are authorized to represent the Virage at the meeting of the Ramsey County League of Municipalities Storm Sewer Comm. on September 11, 1962. -4- The Engineer informed the Council that the State has given verbal approval to the plans for the improvement of Hillview Road and Quincy under State Aid Funds. The Attorney will acquire the right -of -way for Hillview Rd. The Engineer presented a bill from the Herbst Construction Company and stated that he felt the portion of the bill for emergency work on the water main should be back charged to the original contractor. Motion by Sullivan to pay Herbst Construction Company $250.00 for emergency repairs to water main and to back charge Sandstrom and Hafner for said work under terms of performance bond. Seconded by Crane. 5 Ayes. The Clerk was instructed to notify the firm of Sandstrom Hafner of repairs and charges. Motion by Sullivan to pay Herbst Construction Company $72.00 for work on Storm Sewer. Seconded by Crane. 5 Ayes The Engineer reported that the matter of the drainage in Knollwood was still not solved and after some discussion, the following action was taken: Motion by Crane to have the Engineer prepare a pre preliminary reportcn bcirrin? Knollwood Road from County Road H to County Road H -2 up to State Aid standards and to include storm sewer system. Seconded by Blanchard. 5 Ayes. The Groveland drainage problem was tabled. The application for a federal grant for Sanitary Sewer was referred to the Engineer. A memo from the Attorney regarding sewer assessment procedure and alternatives was received for study. An Ordinance dealing with Petit larceny was read. Motion by Sullivan to adopt Ordinance #96. Seconded by Blanchard 5 Ayes Motion by Malvin to pay bills submitted. (list attached) Seconded by Crane 5 Ayes. Motion by Blanchard to approve licenses. (list attached) Seconded by Malvin. 5 Ayes The Clerk was instructed to notify the Tom Thumb Superette, that no outside signs regarding the sale of beer can be constructed without Council approval An application for On -Sale Liquor License was received on this date from Mr. Andrew Simon and placed on file. Motion by Blanchard to pay F.M. Dolan and E.V. Dolan $600.00 for appraisal of Skiba, Voge, and Moga properties as requested by the Village Attorney. Seconded by Hodges. 5 Ayes. -5- 0J0121 Mr. Jack Bell, gave a brief run -down on the actions of the Mounds View Industrial Development Committee up to this date. The Clerk gave a report on the Roadside Park work that was undertaken by Boy Scout Troop #167 on August 25, 1962 Motion to adjourn by Blanchard. Seconded by Crane. 5 Ayes.
