HomeMy WebLinkAboutMinutes - 1962/09/10PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:05 P.M. September 10, 1962 at 2401 Highway #10. Present were: Mayor: Clerk: Trustees: Allan B. Crane Lloyd J. Blanchard Donald Hodges Perry Malvin John L. Sullivan QJU125 Also Present: Attorney: Richard Meyers Engineer: Les Knutson Adm. Deputy Clerk: Paul E4 Boog Treasurer: Irene Edberg Public Works Walter Skiba The Mayor called three times for further bids on water projects 1962 -2 and 1962 -3. There being no answer he declared the bids closed and directed the Clerk to open the bids and the Engineer read them. (See attached sheet) The Mayor asked if anyone present had submitted a bid that was not read. No one present so indicated. Motion by Blanchard to refer the bids to the Engineer for tabulation and recommendation. Seconded by Hodges. 5 Ayes Motion by Hodges to adopt assessment roll for water projects 1961 -1 and 1962 -1 as presented by Engineer. Seconded by Sullivan.5 Ayes The Clerk was instructed to have notice published stating action taken and informing residents that they have until October 10, 1962 to pre -pay this assessment without interest. Motion by Hodges to accept minutes of August 27 meeting as presented. Seconded by Crane. 5 Ayes. Several residents appeared requesting the Village Council to push harder for the cleanup of the Lewis Bus Company on County Road H -2. Mr. and Mrs. Lewis after advise from Judge Bell, requested a 60 -day extension of time to clean up this area. Motion by Malvin to grant an extension of 30 days to complete the cleanup project, including the rubbish and debris in the back of the lot,extension to expire on October 10, 1962. Seconded by Sullivan. 5 Ayes. The Attorney pointed out to Mr. Lewis that as a non conforming use, his business can not expand past the present 25 buses he is presently operating and that if he cuts this number down he can not raise it at a later date. The Clerk was instructed to notify the Judges and the Police Department of this action. -2- Motion by Sullivan to direct the Police Department to returnO J O 1 2 6 a confiscated weapon to its owner, Mr. Gayle Blesi, 416 Sanburnal Avenue. Seconded by Malvin. 5 Ayes The Clerk was instructed to notify the Police Department of this action. A number of residents appeared regarding the drainage problem at Groveland Road and Bronson Drive. The Engineer presented a report on this project to the Council (on file) and explained what needed to be done. Motion by Blanchard to urlertake the Groveland- Bronson Storm Sewer Project, directing the Attorney to obtain necessary easements and the Engineer to receive informal bids. Seconded by Sullivan. 5 Ayes Mr. James Haluptzok appeared with the final plat for Haluptzok Terrace requesting Council action. Motion by Sullivan to approve final plat plan for Haluptzok's Terrace and directing the Clerk to affix the Village seal over his signature on said plat plan. Seconded by Malvin. 5 Ayes Mr. Haluptzok requested that water, storm sewer and street projects be started in this area, with the assessment for said improvement going against individual lots, with work to commence in 1963. Motion by Crane to have the Engineer prepare preliminary plans for street improvement, water and storm sewer in Haluptzok's Terrace. Said work to commence with the 1963 construction season. Seconded by Hodges. 5 Ayes. The Mayor read the Police report for August 1962 and it was placed on file. The Mayor read a letter of resignation from Patrolman Ralph Slifer. Motion by Crane that the resignation of Patrolman Slifer be accepted with deep regret by the Council. Seconded by Blanchard. 5 Ayes. The Clerk was directed to send a letter to Mr. Slifer notifying him of action taken and expressing the gratitude of the Village for seven years of public service as an officer on our Police Force. Motion by Crane to hire Mr. David T. Davis as night patrolman at a salary of $50.00 per month for a six month probationary period. Seconded by Malvin. Mr. Davis' qualifications and his position on the Police eligibility roster were studied and discussed. Roll call on this motion. 5 Ayes. The Clerk was. instructed to notify Mr. Davis of his appointment. Copy of letter to Police Commission and Chief of Police. The Mayor read an announcement of a regional meeting of the League of Minn. Municipalities on October 3 at White Bear Lake. Motion by Blanchard to reserve space for seven delegates to said meeting. Village to pay expenses incurred. Seconded by Malvin.SAyes A letter regarding the Governor's conference on Youth Traffic Safety on September 17, 1962 at the St. Paul Campus, University of Minnesota, was read by the Mayor. Motion by Crane to have the Chief of Police select one or two delegates from the Public Safety Department to attend said conference and represent the Village. Village to pay expenses incurred. Seconded by Sullivan. 5 Ayes. -3- The Inspector will notify the Council of action taken and results of action at next Council meeting. The owner of the firewgutted buildings on Irondale Road has informed the building inspector that 13 will remove them. The Engineer stated that after tabulation of bids he recommends the acceptance of the bid of Montgomery Construction Company, M otion by Blanchard to concur with Engineer's recommendation and accept the low bid of the Montgomery Construetion Company, St, Croix Falls, Wisconsin in the amount of $17,443,00 for Project 1962 ®2 and $27,333.20 for Project 1962 -3. Seconded by Hor ,:s. 5 Ayes. GJO12 7 A letter from the Fiscal Agents for the North Suburban Sewer District regarding a resolution for application for Federal Funds was read and discussed. Motion by Malvin to adopt Resolution 112... Seconded by Blanchard. 5 Ayes. Mr. Hodges stated that the proposed budget for the Youth Activities Committee is $150,006 Mr. Malvin reported that Spring Lake would be re- stocked this fall and again next spring according to Mr. Ed. Salverda, County Commission. Mr. Sullivan reported the following: 1. Sodding on Gloria Circle and St. Stephens completed. 2. The Walk -thru between Quincy and Ericksen near the Pinewood School is being posted to eliminate motor traffic, 3. The Parking Lot and Edgewood Drive complete except for final sand and oil treatment. 4. Edgewood Drive from .County Road H -2 south will be posted "Slow School" or something similar. The Building inspector presented preliminary plans for the "Oasis" a night elub and motel combination being proposed by Mr, Andrew Simon. These were found to be incomplete and the plans will be returned to Mr. Simon for corrections, Motion by Crane to waive requirewentof zoning Ordinance and allow a 9 2" side yard set back for Mr. Douglas Ingram, 2292 Lois Dr, Seconded by Hodges, 5 Ayes, Motion by Malvin to waive requirements of zoning ordinance and allow a 4 projection to the front of home of Warren Hertenstein, 2102 Hillview Road, Seconded by Hodges. 5 Ayes, Mr. Piehowski requested advice on what action he should take regarding a blacktop driveway at 2236 Oakwood Drive. The attorney advised that 10 days after a letter to the contractor, if no answer is reeeived, then a Council action should be started. The Council was informed that the Contractor had no permit and no license to operate in the Village. -4- Lloyd J. The Attorney was instrcted to draw up an ammendment to the water ordinance permitting this reassessing. Motion by Blanchard to set Public Hearing on assessing the Clint's addition street and storm sewer project on October 8, 1962 at 8:00 P.MM Seconded by Crane. 5 Ayes. The Engineer presented a proposal from the Dunkley Surfacing Company for improvement of Woodlawn from County Road I to Hillview. (on file) M otion by Sullivan to authorize the Engineer to insturct the Dunkley Surfacing Company to scarify and oil Woodlawn Drive from County Road I to Hillview Road4 Seconded by Crane. 5 Ayes. The Engineer presented a plan for the drainage problem on Eastwood Road near Highway #10+ Motion by Blanchard to table the Eastwood drainage project. Seconded by Crane. 5 Ayes. Mr. Sullivan will inform residents on said property of action taken and attempt to find another solution, Motion by Crane to accept the final plans from Engineer for the Hillview Road improvement project under the state aid system, and instruct the Engineer to obtain State approval of plans as soon as possible. Seconded by Blanchard. 5 Ayes. Motion by Crane to have the Engineer prepare final plans to improve Knollwood Drive from County Road H -2 to County Road H under the state -aid system, eliminating the J +ablized base and blade mix from plans. Seconded by Blanchard, 5 Ayes. Motion by Crane to have the Engineer prepare final plans for Sanitary Sewer, storm sewer, and replacement of street, Seconded by Blanchard. 5 Ayes, Motion by Blanchard to pay bills submitted, (list attached) Seconded by Malvin. 5 Ayes Motion by Sullivan to approve license application submitted. (list attahced) Seconded by Blanchard 5 Ayes Motion by Sullivan to transfer $8,000,00 from General Fund to Road and Bridge Fund. Seconded by Crane, 5 Ayes, Motion by Sullivan to pay dues for Mr, Skiba to the American Water Works Association, Seconded by Crane, 5 Ayes.
