VILLAGE OF MOUNDS VIEW
RAMSEY CIUNTY, MINNESOTA
The regular meeting of the Mounds View Village Council was
called to order by Mayor Crane at 8:00 P.M. September 24, 1962
at 2401 Highway #10.
Present were:
Mayor: Allan B. Crane
Clerk: Lloyd J. Blanchard
Trustees: Donald Hodges
Perry Malvin
John L. Sullivan
Also Present:
Treasurer Irene Edberg
Attorney Richard Meyers
Public Works Walter Skiba
Engineer Les Knutson
Adm. Deputy Clerk Paul E. Boog
Motion by Hodges to accept minutes of September 10, 1962
as presented. Seconded by Sullivan. 5 Ayes.
Mayor Crane read a letter from the Highway Department
regarding 35W plans from County Road H -2 to the North County
Line. Letter on file.

A Civil Defense drill was called by the Mayor on September 22,
1962 5:00 P.M.. The Mayor reported that 6 men appeared within
28 minutes. This drill was called for the information of the
Council, to see how many of the men would show up and how long
it would take.
Mr. Hodges reported that $100.00 of the check for the
becki¢to s hoods on the playgrounds will be witheld pending
corrections of the job on Hillview Park.
The Clerk was instructed to notify users of the Village Hall
to appoint someone to lock the doors upon leaving. Police
Department to receive notice to check doers nightly.
Mr. Malvin reported that a unite watch" light had been
installed by N.S.P. on the beach house at Lakeside Park.
Mr. Sullivan made the following report:
1. Hole in road near Irondale and Woodcrest corrected by
County, apparently due to storm tile work.
2. All Street reconstruction and parking lot complete.
3. Street Patching South of Highway #10 Complete.
4. Street patching North of Highway #10 to be done as
weather permits.
Motion by Crane to have N.S.P. install street lights at
corner of Irondale and Woodcrest. (Petition for light on file.)
Seconded by Malvin. 5 Ayes.

The Clerk was instructed tu request a new c:;py of the 0.013.3
street lighting plan for the Village from Warthorn States Power.
The minutes cf the Fiannir,g Commission ct:.eeting *ere read
by Planning Chairman, ::lilt Stole, and the following a.;tion
was taken. (Copy on File)
1. A letter from the Clerk's Cffice to Mr. Don Brett,
regarding steps to be taken before receiving a permit for a
Drive -In Theater.
2. MR. J.R. Stockstead appeared requesting information
on rezoning property at 7955 Groveland R.:ad.
i ,ction by Sullivan to set a tentative date for a Public
Hearing on this matter, if all required papers are turned into
the Village Office prior to the next regular meeting. Hearing
to be Gctober 22, 1962, at 8:00 P.M. Seconded by Malvin. 5 Ayes.
Planning CommiSsion tc hold meeting with Council.
The Planner will be asked to present a report on this matter
prior to the hearing.
Motion by Sullivan to concur with Planning Commission and
issue special use permit to Minneapolis Star and Tribune to erect
a branch station, (Temporary Building) at County Road I and Adams
Street. Building Inspector will issue building permit. Special
use permit to be renewed yearly. Seconded by Hodges. 5 Ayes.
The Clerk was instructed to request a repert from the
County Auditor on the taxes paid by each business place in
t::e. Village.
Mr. J. Bell requested ti,e Council's opinion cn rezoning
a portion cf the O'Connell property.
Motion by Crane to set a tentative date for a Public Hearing
on this matter, if all required papers and forms are filed
at the Village Cffice by next regular meeting. Hearing tc be
Cctober 22, 1962 at 8:00 P.M. Seconded by Blancher 5 Ayes.
Planning Commission to hold meeting with Council
Lotion by Crane to grant a temporary permit to rir. N•rbert
Moe, 8379 Red Cak Drive to move a house into his property on
condition that he will present a bond or cash in the amount of
$250.00 and that he will conform to the requirements set forth
in Ordinance #62 within 90 days from this date.
Seconded by Blanchard. 5 Ayes.
The Clerk was instructed to request the Board of County
Commissioners to notify the Village of their plans for County
Road I from Highway #10 to Groveland Road.
A new member for ?fanning Commission is requestd to fill
the unexpired term of Mr. H. Thorson, whc moved from the Village.

Building Inspector to notify present owner of a home at
2236 Oakwood Drive to ccrrect drainage problem created by
blacktop driveway.

The Engineer presented section maps of the Village showing
assessed lands on vafious projects.
The Council received for study the permanent street design
preliminary report from the Engineer. cn file)
The Engineer made a brief report on the Ramsey County League
cf Minnesota Storm Sewer Committee Meeting.
The ditches from the Village Hall to the culvert nn Highway #10
will be cleaned for better disposal -f backwash water. Skiba
and Knutson to take charge.
The Engineer and Mr. Skiba will cause the drainage ditch on
Voodereet T)rive to be cleaned East of the storm tile.
The Engineer was instructed to request informal bids for
oiling and scarifying Bronson from Quincy to Adams.
Motion by Blanchard to authorize the Attorney to settle
with ,Mr. Hugc Bjobtman for right of way on Hillview Road from
Highway #8 West. Seconded by Sullivan. 5 Ayes.
