VILLAGE OF MOUNDS VIEW RAMSY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:10 P.M., October 8, 1962 at 2401 Highway #10. Present were: Mayor: Clerk: Trustees: Allen B. Crane Lloyd J. Blanchard Donald Hodges John L. Sullivan Also Present: Adm. Deputy Clerk: Paul E. Boog Attorney: Richard Meyers Public Works: Walter Skiba Engineer: Les Knutson 030139 Mayor Crane opened the Public Hearing on Street and Storm Sewer Improvement 1962 -1 and immediately asked to recess this hearing until after a Safety Award Presentation. Richard Jones, State Representative and R. V. Juetten, Minnesota Safety Council spoke on this fatality free record of Mounds View. No pedestrian deaths within the Village of Mounds View for five consecutive years. Mr. Juetten presented the plaque to Chief Grabowski. The Storm Sewer Hearing was reopened. The assessment procedure was explained, the area involved was examined on the map and the cost per square foot was determined to be .0254. When the Mayor asked if anyone wish4d to make any statements Mr. Leonard Dietz, 5107 Long Lake Road stated that there was no water problem, he would receive no benefit and thet the drainaye goes to the front. Street Improvement Project 1962 -1 Hearing was opened. The Engineer explained the area affected and that the estimated assess- ment would be $1.19 per foot. The objectors were heard. Mr. Holschuk stated that he had received a letter from Mr. Carlson relating to Eastwood. The letter dated January. 10, 1957 stated that Mr. Carlson would pay the assessment. There being no further statements the Mayor declared the hearing closed. Motion by Sullivan to accept the minutes of September 24, 1962 as presented. Seconded by Hodges. 4 Ayes The 1963 Budget was presented, copies were made available to all. The Mayor asked for discussion. The Civil Defense portion was questioned by Charles Jackson and Joseph Helms. The questions relating to the increase in taxes, mill rate and redemption of the water bonds were answered by Clerk Blanchard. Perry Malvin entered at 9:15 Motion by Blanchard to adopt budget as presented. Seconded by Sullivan. 5 Ayes. -2- 0J0140 Motion by Sullivan to adopt Resolution #113, a resolution adopting the tax levy for the Village of Mounds View to be collected in 1963. General Fund $38,073.00; P.E.R.A. $2,450.00; Civil Defense $1,280.00; Total $41,803.00 Seconded by Malvin 5 Ayes. Motion by Crane to adopt Resolution #114. The affirmation of the tax levy for the retirement of principal and interest on the Water Improvement Bonds in the amount of $20,800.00. Seconded by Hodges. 5 Ayes Mayor Crane read Section #27 of Ordinance #74 which states "Connection charge: Any person, firm or corporation that does not connect to the Municipal Water System within 6 months after said water service is available may be required to pay, in addition to all other charges a service connection charge in the amount of $100.00". Motion by Blanchard to invoke Section #27 of Ordinance #74 and to have the effective date of this motion be the 30th day of June 1963. This means that all homes presently on the water lines must have the water into their homes by June 30, 1963 or pay an additional $100.00 late hook -up fee. Seconded by Malvin. 5 Ayes. Mr. Don Bratt and Mr. R, J. O +Neil appeared to discuss the Councils feeling toward rezoning part of the area presently zoned as a shopping Center site to General Business to erect a Drive -In Theater. Mayor Crane told them to apply for a special use permit under B -2 Zoning and comply with the other regulation pertaining to rezoning. Motion by Sullivan to set October 22, 1962 9:00 P.M. for a Public Hearing to amend Ordinance #67, Section #6.3 -3 to consider issuing a special use permit for a theater, Open Air Drive -In also to publish and mail notices. Seconded by Hodges. 5 Ayes Mr. O.C. Braathen requested information on moving a house from 1966 Highway #96 to 2015 County Road H. He was given all necessary information. Mr. Adams, owner and Mr. Dahlberg, builder requested a special permit at 8004 Red Oak Drive. Motion by Sullivan to authorize the Building Inspector to issue a building permit allowing a variance on the size of a garage from 650 square feet max. to 720 square feet to be built at 8004 Red Oak Drive. Seconded by Malvin. 4 Ayes The Building Inspector was instructed to notify the owner to remove the second garage at 7225 Knollwood Drive according to previous agreement. Mr. Bell representing Benn -Ett Reality Company, requested a Public Hearing for rezoning. Motion by Sullivan to hold a Public Hearing for the purpose of rezoning a triangle piece of C Connell's property from R -1 to B -3 at 8:00 P.M., October 22, 1962, and to hold a joint meeting with the planning commission on this rezoning. Seconded by Malvin. 4 Ayes. -3- 0J0141 Attoney, Richard Meyers, was instructed to draw up a trailer park ordinance which would encourage operation of the highest class. Engineer,Les Knutson, presented estimates for Bronson Drive and Woodlawn Drive. Motion by Sullivan to authorize the Engineer to have Dunkley Surfacing Company to scarify oil and roll Bronson Drive from Adams Street to Quincy for $670.00. Seconded by Crane. 4 Ayes. Motion by Sullivan to authorize the Engineer to have Dunkley Surfacing Company to scarify,oil, and roll Woodlawn Drive from County Road I to Hillview Road for $733.32. Seconded by Crane. 4 Ayes Mayor Crane read the Police Report. With 5,460 miles patrolled 204 calls answered, 66 tickets issued;there were 6 assidts to other departments, 7 persons to jail and 3 juveniles arrested Motion by Hodges to have Northern States Power install a street light at Woodcrest and Eastwood as per request on petition. Seconded by Crane; 4 Ayes Motion by Crane to have Northern States Power install street lights at Edgewood Drive and County Road H -2 and at Edgewood Drive and County Road I. Seconded by Malvin. 4 Ayes. Mr. Malvin read a letter from Dale Larson about the sewage problem involvir4 the duplexes on Sunnyside Road. This letter to be referred to the Engineer. Motion by Crane to have Northern States Power Company install three street lights on the parking lot ,and one on Edgewood Drive to light the entrance to the lot. Seconded by Sullivan. 4 Ayes. Motion by Sullivan to omit the portion of the East -West Street between Red Oak and County Road J and to instruct the Engineer to delete this section from the present maps. Seconded by Malvin. 4 Ayes. Sullivan reported that the patching of the Village Streets would soon be finished. Mr. Skiba, Public Work Superintendent, was instructed to lay cultured sod in front of the Municipal Building. Mr. Skiba was instructed to paint the cross walk on Quincy and County Road I also at Irondale and Woodcrest. A renewal of a special use permit was received from Areo; Plastics Inc. The Clerk was instructed to invite him t.% the next Council meeting. Mr. Piehowski, presented a permit from Mr. Glen Westerheim, 2286 Bronson Drive to build a 10 x 10 foot tool shed. Motion by Malvin to allow a special permit fur a secondary building. Seconded by Sullivan. 4 Ayes. -4 Mr. Donald Hanson, 7851 Sunnyside Road requested a special permit. Motion by Malvin to authorize the Building Inspector to issue a building permit allowing a variance on the size of a garage from 650 square feet max. to 720 feet. Seconded by Sullivan: 4 Ayes On Recommendation of the Building Inspector, Chris Piehowski, court action should be taken against Mr. Robertson regarding the apartment dwelling on Highway #10. Attorney Meyers presented an affidavit and a Notice of Condemnation for the premises located at 8281 Spring Lake Park Road. Motion by Crane tc 11d the condemnation Hearing at 8:00 on November 12, 1962 for the building at 8281 Spring Lake Park Road. Seconded by Malvin. 4 Ayes. The Engineer was instructed to install a water connection at all premises where residents refuse to sign the prescribed refusal form. 030142 The Attorney reported on a request to install propane storage tank for Well House #24 This is to be referred to Engineer. Attorney Meyers presented a proposed amendment to Ordinance #74 regarding lot assessing subdivided lots. Motion by Crane to adopt Resolution #115 modifying assessments fo for area, lateral and service 1960 -3 Seconded by Sullivan. 4 Ayes. Mction by Malvin to approve the bills submitted. Seconded by Cr.a!le. 4 Ayes. Motion by Crane to approve the licenses submitted, except General Contracting License for Roi Construction, which should be approved by the Building Inspector. Seconded by Sullivan. 4 Ayes Attorney Meyers was instructed to study and make a recommendation on the 5 year contract with N.S.P. for street lights. Motion by Crane to direct the Attorney to set -up Public Improvement Revolving Fund. Seconded by Hodges. 4 Ayes The Engineer is directed to submit a report relating to the load limits on the Village Streets, what others have established and what is recommended for the type of roads in Mounds View. A special meeting will be held on Thursday, October 11, 1962 at 3 :00 to determine the assessment roll for Clints Addition Storm and Street Project 1962 -1 Motion by Malvin to approve Judges and Election Counters.
