VILLAGE OF MOUNDS VIEW
A special meeting of the Mounds View Village Council
with representativesof the North Suburban Sanitary Sewer
District was called to order at 3 :30 P.M., October 19, 1962.
at 2401 Highway #10.
Purpose of the meeting was to inform the Council of
the progress of the District to date and the plans for the
future.
Present Were:

Les Knutson, Engineer
Tentative Plan #1 is to provide sewage facilities
where "immediate need" is determined in the six community
area comprising the following: Blane, Coon Rapids, Brooklyn
Park, Fridley, Mounds View and Spring Lake Park.
The route of the-main interceptor through Mounds View
would follow along the judicial ditch from the South East
corner toward the South West Corner of the village, the
outlet would be located at the South East corner. This
main interceptor would be approximately the same cost and be
at the same location whether there would be a District
Disposal plant or whether a sewer line would be built to Minn-
eapolis. The trunk system has been planned for a saturation
peak load, presently there are seventy thousand residents
within this area o saturation peak plans for one hundred
and twenty thousand residents
Reasons for the Regional Treatment Plant over a
seperate sewer line to Minneapolis
1. The only plan that costs can be determined.
$13emillion dollars for main interceptor; 7.7 million dollars
for plant. (Other plan calls for apportioning construction
cost of Pigs Eye Island Plant.$100 million to $200 millions dollars
2. Least Expensive of the two initially
3. Financing would allow internal revenue.
4. Nothing ease. is available.
5. More representation on Board of each Village.
6, One mile and a quarter below Minneapolis Water Supply.
7. Those who pass judgement, cause policy, determine
rates and figure ec are directly affected.

Each Village:
a. Approximately $155.00 per acre
b Sewage will be metered a charge set by the
District i.e. six dollars per connection and each municipality
could have additional charge for own revenue.
c. Would set own connection charges.
d. Cost would be 644,00 average or $60.00 per year.
e. Cost $4.50 per foot for lateral lines.
