HomeMy WebLinkAboutMinutes - 1962/10/22PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MDUNDS VIEW RAMSEY COUNTY, MINNESOTA 0J0146 The regular meeting of the Mounds View Village Council w e called to order by Mayor Crane at 8 :00 P.M., October 22, 1962 at 2401 Highway #104 Present were: Mayor: Allan B. Crane Clerk: Lloyd J. Blanchard Trustees: Donald Hodges Perry Malvin John L. Sullivan Also Present: Attorney Richard Meyers Engineer: Les Knutson Adm. Deputy Clerk: Paul E. Boog Public Works: Walter Skiba The Attorney stated that the public hearing on the rezoning of the O'Connell property was cancelled by request of the petitioner, Mr. Jack Bell. Motion by Sullivan to accept minutes of October 8, 1962 as presented. Seconded by Hodges. 5 Ayes Motion by Malvin to accept the minutes of October 11, 1962, special meeting, as presented. Seconded by Sullivan. 5 Ayes. Mayor Crane read a letter of resignation from Ken Ballenger, as Mounds View Civil Defense O irector. Motion by Sullivan to accept the resignation of Mr. Ballenger and to direct the Clerk's Office to send a letter of appreciation to Mr. Ballenger. Seconded by Malvin. 5 Ayes. Motion by Crane that the acting director of Civil Defense, Mr. Charles Jackson, receive an expense check monthly, not to exceed $30.00 for expenses incurred in performance of the Civil Defense Directors duties. Seconded by Hodges. 5 Ayes. The Clerk's Office was instructed to do the typing of certain forms and reports for the Civil Defense Department. The minutes of an informal meeting held on October 19, 1962 with the Council and the N.S.S.IZ. were received and- plscdd on file. Mr. Hodges reported that the warming houses were being insulated to conserve heat and costs. Mr. Malvin reported that the janitor had resigned and would be replaced temporarily by Mr. Johnson, village maintenance employee. The Lakeside Park Commission informed the Council that the Spring Lake Park V.F.W. organization will have a hockey and skating rink with a warming house at Spring Lake Park this winter and will furnish the attendants necessary. -2- 0J 14'7 The owner of the H W Sewing Center building on Highway 10 offered the building to the Village for use as a warming house. Mr. Malvin will investigate to see if it can be used. Mr. Sullivan reported that the crosswalks at Pinewood School had been repainted in the proper places, and the "No Vehicle" signs had been installed on the walkthru. The Engineer reported that the Dunkley Surfacing Company will be unable to do the work on Woodlawn and Bronson Drive. The matter was discutsed and referred to Mr. Sullivan for action. Mr. H.P. Johnson, owner of Aero Plastics, appeared in answer to a request by the Council. He stated that he is requesting an extension of his special use permit, as he can not afford to build at this time. Motion by Malvin to grant an extension of special use permit for Aero Plastics for a period of 6 months. Expiration date will be April 1, 1963. Seconded by Hodges. 5 Ayes The Mayor opens -d the Public Hearing on rezoning of the property on the N.E. corner of Groveland Highway #10. The Attorney read the published notice and the Clerk stated that the required notices were sent. Mr. Stockstead, the petitioner for the rezoning, presented a plot plan for the service station proposed to be built. He then presented his side of the case from the standpoint of safety, noise factor, nuisance, a.,oearance, etc. He presented pictures of new stations, pointing out the construction and appearance of the stations now being built, as well as pictures of homes adjoining service stations in the general area, pointing out that the property did not depreciate in most cases. He showed that the taxes on this property would be in excess of $1000.00 against the $186.06 now being paid by this property. Mr. Stole, chairman of the Planning Commission stated that although the consultant planner felt that this was not good for zoning, the Planning Commission felt that this rezoning will happen eventually, further a business should be able to locate more or less where they want to, or in other words, where the volume of business will be the greatest. There were many questions asked by citizens, and answered by Mr. Stockstead and the Council. The Mayor asked for objectors to the rezontngand the following people replied: 1. Mr. Budrick Teslow, 7932 Fairchild feels rezoing may spread to others on the highway and put a business in his back yard. 2. Mrs. Joyce Trefethen, 7985 Fairchild feels rezoning may spread and dowi; grade the neighborhood. 3. Mr. Robert Knight, 8016 Fairchild,- Land is presently residential and should remain that way. 4. Mrs. Pat Raveling, 8000 Fairchild Avenue Feels that business will be too close to her back yard and would create a hazard to her children. -3- 0:0148 5. Mr. John Wells, 8020 Groveland Road Feels that rezoning could spread to the other side of Groveland and will depreciate his home value, also objects to possible noise factor. The Mayor asked if anyone wished to speak for rezoning. Mr. Blanchard 8005 Groveland Road made the following statement "Although I was opposed to this rezoning action when first presented, after getting the true facts and figures presented here tonight, I have reversed my opinion and am now in favor of ezonin Mrs. Blanc a concurred with her husband. Mr. Sullivan stated that although the information presented at this time was very impressive, he would not vote on the question until he had seen the property personally and could picture how near to the objectors property this parcel of land actually is. Motion by Crane to rezone Lot 62 Auditor's Subdivision #89, except therefrom that part taken for Highwa purposes, this property line generally near the intersection of Groveland Road and Highway #10, from R -1A to B -3 at the time that the plans for the building and plot plans are approved by the Council. Seconded by Hodges. 4 Ayes. Sullivan abstained for above stated reasons. The Mayor declared the hearing closed and then opened the Public Hearing toga parcel of land near Highway #8 and Highway #10 for a Drive -In Theater. The Attorney read the Published notice and the clerk stated that notices were sent. The petitioner requested obiectors so that he might answer thetp. Mr. Robert Waste, 2345 County Road H -2 presented a petition with 50 names of residents objecting to this rezoning for the following reasons: 1. increased traffic hazard on the Village streets. 2. Nuisance factor 3. Land use as proposed would create little tax money for the Village. Also objecting for the same reasons were: Mrs. F. Peterson, Mrs. Allan Crane and Mrs. Robert Waste. After listening to the objections the petitioner stated that he felt the traffic problem and nuisance problem would not be great. Motion by Blanchard to deny requests for rezoning and special use permit as requested. Seconded by Hodges. 5 Ayes. The Mayor declared the hearing closed, Motion by Sullivan to appoint Mr. Chuck Larson to fill the unexpired term of Mr. Howard Thorsen on the Planning Commission. Seconded by Malvin. 5 Ayes. Motion by Crane to allow Mr. Joe Siwek to present his plans for 8 -unit apartment building near Groberg and Bronson, under Ordinance #67 section 5.4 -4 subdivision G for approximately 24 units on this property. Seconded by Blanchard. 5 Ayes. #2 Florence Peterson #2 Lila Hauberg #2 Bernice Hafslund #3 Ada Sopkowiak #3 Ramona Thompson #3 Kathleen Mc Donough -4- OJ0149 A letter regarding Judicial Ditch #1 and action being taken by the County on this matter was presented by the Attorney and "placed on file. The Engineer reported the possibility of the existence of a drainage culvert beneath the surface of the Judicial Ditch. The Engineer will contact the County Engineer on this matter and keep the Village informed. If no delay in construction will be encountered, the panel strips over the door in pump house #2 will be replaced with metal for better services. The Engineer reported that the excavation work on the back- wash drainage ditch will begin on October 24, 1962. Motion by Blanchard to pay bills submitted (list attached) except for Check G 1252- Midwest Planning and Research. Seconded by Crane. 5 Ayes. Mr. D.R. White, who requested an extension of special use permit, will be requested to appear in person at the next regular meeting regarding this request. Motion by Blanchard to approve licenses (list attached) Seconded by Malvin. 5 Ayes. Motion by Blanchard to certify the following residents as election judges: Election Judges #1 Bernice Ehlers #1 Grace Aleckson #1 Bernice Schaffhausen Counters #1 Eileen Anderson #1 Ellen Anderson #1 Vera Budick #2 Ardis•Fulwider #2 Ida Nippert #2. Betty Simonson #3 Betty Bell #3 Vera Edmond #3 Betty Piehowski The Mayor reported that he had contacted the Spring Lake Park Fire Department and Spring Lake Park Village Council regarding possibility of joint Civil Defense work on Civil. Defense rescue truck, but had received no answer yet. Motion by Crane to subscribe to "Water and Sewer Works" for one year for $5.00. Seconded by Malvin. 5 Ayes. Motion by Blanchard to adjourn.
