HomeMy WebLinkAboutMinutes - 1962/11/12PROCEEDINGS OF THE VILLAGE CIUNCIL VILLAGE IF MOUNDS VIEW RAMSEY CUJNTY, MINNESOTA OA :152 The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8 :00 P.M., November 12, 1962 at 2401 Highway #10. Present were: Mayor: Allan B. Crane Adm. Deputy Clerk: Paul E. Boog Trustees: Donald Hodges Perry Malvin John Sullivan Absent: Clerk: Also Present: Attorney: Richard Meyers Engineer: Les Knutson Public Works Walter Skiba Mayor Crane opened the Public Hearing requested by Mr. O. C. Braathen to move the house from 1966 Highway #96 to 2015 County Road H. After the Village Attorney, Mr. Meyers, errplained the necessary requirements, the Mayor called for objectors; none appeared. Mr. Braathen answered questions about the house, and the Building Inspector, Chris Piehowski, stated his approval. Motion by Hodges to allow a house owned by Mr. 0. C. Braathen to be moved from 1566 Highway #96 to 2015 County Road H. Seconded by Malvin. 4 Ayes. Motion Carried. Motion by Hodges to approve minutes of October 22, 1962 Council Meeting as corrected by Mayor Crane by deleting the word rezone" on Lines 24 and 31 and insert the words "amend the ordinance" in place of rezone. Seconded by Sullivan. 4 Ayes. Motion Carried. Motion by Sullivan to approve minutes of November 7, 19624 Seconded by Malvin. 4 Ayes. Motion Carried. Mayor Crane introduced Mr. Mc Cubrey, District Highway Engineer, representing the Minnesota Highway Department in reply to a letter from the Council. He explained change of an intersection within New Brighton was the reason the letting of bids on Highway #35 was being delayed from September 30 to Febuary 15. Mr. McCubrey was requested to notify Mounds View when any future sates of construction are to be changed. Mr. McCubrey stated that the crossover at Edgewood and Highway #10 would be for emergency vehicles only; the opening from 16 to 20 feet wide. The Council objected to this restricted use of the crossover. Mr. McCubrey suggested that additional studies might produce a future change from an emergency to a normal crossover. Samuel Dalberg, builder, introduced Mr. Dean Krogh who now lives in a trailer park. Because the owner of thetrailer park rented the area he had, Mr. Krogh would like to move his trailer into Mounds View until his house is built by Mr. Dalbeeg Lloyd J. Blanchard -z- Motion by Sullivan to grant approval of a temporary permit allowing a trailer to be moved to 8060 Red Oak Drive from U J 0 1 5 3 December_l to February 1, 1963, after Mr. Krogh gets written permission from neighbors on each side, and allowing temporary quarters while the trailer is on this site. Mr. Krogh, must also submit a letter to the Clerk's Office stating he will remove this trailer by February 1, 1963. Seconded by Malvin. 4 Ayes. Motion Carried. John Bell, representing Benn -Ett Reality Company requested a Public Hearing for rezoning. Motion by Crane to set November 26, 1962 at 8 :00 P.M., hearing date for rezoning of O'Connel Property on County Road H -2 and Highway #10. Seconded by Sullivan. 4 Ayes. Motion Carried. Public Hearing on Condemnation of a building located at 8281 Spring Lake Park Road. Mr. Floyd Wilson, owner, appeared. He reported that the building has been torn down,only a capped basement remains. Mr. Wilson requested that he be allowed to retain the remaining basement. The Building Inspector, Chris Piehowski, was directed to inspect this and report back to the Council. Motion by Crane to recess the condemnation hearing until November 26, 1962 at 8:30 P.M. Seconded by Hodges 4 Ayes. Motion Carried. Mayor Crane reported on the Civil Defense meeting held October 30, 1962 in South St. Paul. He also reported that there are no adequate shelters in Mounds View. After reporting on and answering questions about "Operational Survival Plan" a motion was made by Crane to approve of this "Operational Survival Plan Seconded by Hodges. 4 Ayes. Motion Carried. The record evacuation is to be studied by the Civil Defense Unit and reported to the Council. Motion by Crane that the three citizen -band radios belonging to the Village be turned over to the Civil Defense unit for their use. Seconded by Sullivan. 4 Ayes. Motion Carried. Engineer, Les Knutson suggested a special meeting be held to discuss assessments on Municipal State Aid Streets. Mayor Crane announced that a Special Meeting be held on November 21, 1961, Wednesday 3 :00 P.M. to discuss issuance of bonds and determining assessments. The Engineer submitted plans for the gas station at Highway #10 and Long Lake Road regarding the installation of gas storage and drainage tanks and sump pumps to insure against contamination from leakage. Motion by Crane that the second meeting in December be on the 26th of December from Monday to Wednesday evening. Seconded by Sullivan. 4 Ayes. Motion Carried. Motion by Crane to set a Public Hearing for rezoning, subdivision and variance for Perry Malvin on December 26th at 8 :00 P.M. Seconded by Hodges. 3 Ayes. Motion Carried. Malvin Abstained. -3- The October Police report was read by Crane (copy on file) Mayor Crane read letter from Chief of Police, Grabowski, 0J015 recommending an increase in Patrolman Davis's salary from $50.00 per month to $100.00 per month effective November 1, 1962 because he has been working alone in the squad car and has proven to be a very capable officer. Motion by Malvin to raise Patrolman Davis's salary to $100.00 per month effective November 1, 1962. Seconded by Crane 4 Ayes. Motion Carried. Mayor Crane read a request from Chief Grabowski approved by the Police Commission to paint yellow marking on the curbing in front of the Police Office and installing "No Parking" sign so it can't be moved. Crane ordered that this request be complied. Letter from the Ramsey County League of Municipalities stating that all members of this league be taxes 5$ a head to finance the employment of an Executive Secretary to carry on leE•iue activities, dues payable January 1. Motion by Crane to agree to join the RCLOM and pay dues of $320.85. Seconded by Hodges. 4 Ayes. Motion Carried. Mayor Crane announced that NSSSD would meet Tuesday, November 13, 1962, 7:30 P.M. Mayor Crane suggested that all persons or firms wishing technical appointment by the Council submit a proposal or contract of type and kind and amount of work to be supplied. These proposals should be submitted as soon as possible so that adequate evaluations can be made. i.e. Attorney, Engineer, Fiscal Aggnt. trustee Donald Hodges read a letter from G. Harmon arnouncing the forth coming hockey and figure skating season from December 15 through February 9, 1963. Hodges reported that the insulation of the warming houses is almost completed and inside lights are being changed. The Council approved of a YAC request for the use of the Village Hall every Saturday afternoon from 1:00 until 4 :00 P.M. Trustee Perry Malvin reported on Lakeside Park, notirrg that the Vet's are to put on a skating schedule;and Ramsey County has stccked the lake with fish. Trustee John Sullivan reported that areas cn Greenfierd Place would be completed soon. Motion by Sullivan that the Clerk's Office send a letter to Ramsey County requesting snow removal and sanding as needed for the coming season. If there is any question to contact Tither W. Skiba or J. Sullivan. Seconded by Malvin. 4 Ayes. Motion Carried. Motion by Malvin to pay the bills submitted. Seconded by Crane. 4 Ayes. Motion Carried. (list attached) Motion by Crane to approve of licenses submitted. Seconded by Sullivan. 4 Ayes. Motion Carried. Motion by Malvin to approve the request for a street light at the intersection of Sherwood Road and Groveland Road. Seconded` by Sullivan. 4 Ayes. Motion Carried. Motion by Sullivan to set the Public Hearing for Norbert D. Moe, house moving and subdivision for November 26, 1962 at 9:00 P.M. Seconded by Malvin. 4 Ayes.Motion Carried. Motion by Crane to transfer Six Hundred and four dollars and Thirty three cents representing a prepaid assessment from the Water Bond Redemption Fund to the Water Improvement Fund. The $604.33 was deposited inadvertently in the wrong fund. Seconded by Hodges. 4 Ayes. Motion Carried. Attorney Meyers was �ithorized to notify Arvid Carlson about the assessment on Clints Addition. Motion by Crane to allow N.S.P. to install a gas main on Village Property to .service the Building at Well #2, 2499 Highway #10. Seconded by Hodges. 4 Ayes. Motion Carried.
