HomeMy WebLinkAboutMinutes - 1962/11/26PRCCEEDI3GS OF THE VILLAGE COUNCIL VILLAGE OF MOULDS VIEt3 RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:00 P.M., November 26, 1962 at 2401 Highway #10. Present were: Mayor:. Allan B. Crane Clerk: Lloyd J. Blanchard Trustees: Donald dodges Perry Malvin John L. Sullivan Also Present: Engineer: Les Knutson Attorney: Richard Meyers Adm; Deputy Clerk Paul E. Boog Public Woks Walter Skiba 0J0150 The Mayor called three timesfor further bids on street improvement project 196■2. There being no further bids, the Mayor declared the bidding closed. The Clerk then opened the bids and the Engineer read them. (See attached sheet) The Hearing for a permit to move a house for N.D. Moe was opened and immediately recessed, as Mr. Moe was not yet present. The Public Hearing for the rezoning of a portion of the O'Connell property was opened by the Mayor. Mr, Jack Bell, Attorney for Benn -Ett Reality Company stated the reasons for their requesting the rezoning. The proposed land use will be for a service station, or a eompatible commereial enterprise. The Mayor asked for objectors to the rezoning. There being no objectors the following action was taken; Motion by Sullivan to have the minutes show that there were no objectors to the proposed rezoning. To rezone the parcel of and described in the legal notice, (on file) at the S outhogast corner of Highway #10 and County Road H -2 from R1gmA to Bea, subject to the approval of plans for a filling station or other compatible business as approved by the Counp Said rezoning to take place at the time of the approval o said plans. Seconded by Malvin. 5 Ayes. The condemnation hearing continued from the last regular meeting was reopened by the Mayor. The owner of the home at 8281 Spring Lake Park Road presented a letter which is as follows: To Whom it May Conern: The house at 8281 Spring Lake Park Road Minneapolis 32, Minnesota, has been removed. We agree that the basement of same, will not be usA or rented as a dwelling while we are owners. Floyd E. Wilson Lavone Wilson -2- Letter was placed on file and the hearing was closed. 0JOi60 The Attorney insturcted the Clerk to cause the minutes to read as follows: The owner has complied with the Council's request to cap the basement safely and to not use the basement for a dwelling. The Building Inspector will inspect this job end verify said action, and will report at the next regular meeting, The Public Hearing on Street Improvement Project 1962 -2 was opened by the Mayor. The Attorney explained the background of the project and gave a brief explanation on State Aid Funds. A general discussion was permitted and the following are excerpts of this discussion, 1. Street is presently only I of a street (33' right of way) 2. Complaints have been received by the Council for some time from residents regarding this hazardous road. 3. The North 1fi of the road has been acquired by the Village, 4. The imminent possibility of Sanitary Sewer has held back construction of any village roads up to 5. Road will not be completed until after Sanitary Sewer is installed. 6. Residents on this project will pay approximately 54.25 per front foot for this road, 7. All Village roads will be assessed at the same amount so no .one will pay more or less per front foot than anyone else. The Engineer explained the standards to be met before state aid funds are qualified for. After more general discussion the Mayor called for objectors to the project. No one wished to state an objection. The Mayor then closed the hearing at 9:15 P.M. The Engineer stated that after tabulation of bids, the bid of Waibon Excavating was low and as Village Engineer would recommend the acceptance of this bid. Motion by Malvin to order the street improvement project 1962 -2 as advertised and bid. Seconded by Hodges, 5 Ayes. Motion by Blanchard to award the contract for Street Improvement Project 1962 -2 to the Walbor. Excavating Company whose low bid was $52,271.40. Seconded by Sullivan. 5 Ayes. The Public Hearing for Mr. N.D. Moe was reopened. After some discussion with Mr. Moe regarding his not having a survey and the absolute necessity of the survey to conform with the subdivision regulations, the Mayor asked if anyone present objected to the house moving or subdivision. There were no objectors., The Mayor declared the hearing closed. Motion by Crane to issue a permit to allow the moving of a home relative to this hearing (as published) subject to conformance with the subdivision regulations. Seconded by Blanchard. 5 Ayes. In order to aid Mr. Moe and enable him to get his survey completed as soon as possible the following action was taken: Motion by Malvin to allow the firm of Comstock and Davis (Village Engineer) to do the survey work for Mr, Moe if requested, Seconded by Hodges. 5 Ayes, _3_ 0J0161 Mrs. White, owner of the Skyline Motel, requested an extension of a special permit for parking a house trailer in back of the motel. Motion by Malvin to issue extension of special permit because of hardship conditions for parking of a house trailer behind the Skyline Motel at Highway #88.#10 for 90 days. (expiration date, February 26, 1963.) Seconded by Blanchard. 5 Ayes. Mr. George Gustafson appeared requesting subdivision of five acres of land on Spring Lake Park Road. Motion by Crane to concur recommendation and approve the Gustaf son's Second Addition as Seconded by Sullivan. with Planning Commission's preliminary plat for presented. 5 Ayes. Minutes of Planning Commission ,Jere read and placed on file. The Clerk was instructed to see that Mr. Piehowski, Building Inspector, will receive one copy 3f any new subdivision in the Village. Mr. Ken Ballenger reported that the Village Survival Plans are still being worked out by Civil Defense Department. Mr. Ed Dropps appeared requesting a variance of 3 on side yard set back on an odd shaped lot. Motion by Blanchard to waive zoning ordinance, allowing building to come within 7' of neighbors property line. Seconded by Malvin. 5 Ayes•. Building Inspector will check with County Register Of Deeds to see if land subdivision of above land has been recorded. Ordinance #97, an Ordinance setting up a Public Improvement Revolving Fund was presented and read by the Attorney. Motion by Malvin to adopt Ordinance #97. Seconded by Blanchard. 5 Ayes. Resolution 116 was presented and read by the Attorney. (Correction of Assessment) Resolution was referred back to the Attorney to confer with Engineer for verification. The Attorney will present a written report on the Barry Bond Matter. Motion by Blanchard to have Engineer prepare the Assessment role for Water Project 1962 -2 and 1962 -3. Seconded by Malvin 5 Ayes. Motion by Crane to allow the 41st District North DFLParty to meet at the Village hall the 1st Tuesday of each montn and further extend the same prig to the GIP if requested. Seconded by Blanchard. 5 Ayes. The Mayor reported that a meeting with the Army Officials and the Twin City Arsenal Officials would be held at the Arsenal, Wednesday, November 28, 1962, to see if Mounds View could use snme of the sewer ranarity available on the Arsenal line. -4 The Developers of a large tract of land in the Village 0J01.62 requested the Council to allow the Village Engineers to do some work for them. Because of 'a possibility of some comflict or interest, the Council advised the developers that they could notallow the Engineer to do this work. The Mayor reported that the assessed valuation for the Village had been raised from $1,855,163.00 to $1,891,485.00 an increase of #36,322.00. A report from the Highway Department on the development of the Freeway #35W through 1965 was received and filed. The matter of an water extension on Groveland Road was referred to the Engineer for personal contact with the party involved. Motion by Sullivan to grant extension for the special permit to park a House Trailer at 8375 Groveland Road until February 26,63. Seconded by Malvin. 5 Ayes. The Clerk was instructed to price voting machines and report to the Council. Motion by Blanchard to pay bills presented except G•1329 to Mr. Charles Jackson,(list attached) Seconded by Crane 5 Ayes, Motion by Blanchard to approve licenses submitted subject to approval by Inspectors. Seconded by Crane, 5 Ayes. The Clerk informed the Council that the Boy Scouts will hold another work party on the park North of the Village Hall on December 8, 1962. Motion by Malvin to pay expenses incurred by Boy Scouts on December 8, 1962. Seconded by Crane. 5 Ayes. Motion by Sullivan to adjourn. Seconded by Hodges. 5 Ayes. Meeting adjourned at 11:25 P.M.
