HomeMy WebLinkAboutMinutes - 1962/12/10PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY OJO1G6 The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:00 P.M., December 10, 1962 at 2401 Highway #10. Present were: Mayor: Clerk: Trustees: Allan B. Crane Lloyd J. Blanchard Perry Malvin Donald Hodges John L. Sullivan Also Present: Attorney: Richard Meyers Engineer: Les Knutson Adm. Deputy Clerk: Paul E. Boog Public Works: Walter Skiba Motion by Hodges to approve minutes of regular meeting of November 26, 1962 as presented. Seconded by Sullivan. 5 Ayes. Motion by Malvin to approve minutes of special meeting of December 6, 1962 as presented. Seconded by Sullivan. 5 Ayes. Twelve students from the Mounds View High School Senior Social Studies class of Mr. Jerry Christianson were in attendance to take notes as part of their class requirement. The November Police Report was read and placed on file. A detailed report from the Chief of Police regarding the arrest of several juveniles for break -ins was presented for the Council's study. The Mayor reported on the meetings being held by the Governor's Committee for Sanitary Sewer study. The Committee is recommending the adoption of the "Metro Plan." Mr. Hodges reported that the skating rinks will be opened and ready for skating by December 15, 1962 and that registration for children's figure skating and hockey will take place on that dates The Crowley Fence Company has reported to the Village that they will correct the probelms with the backstops and hoods that they installed. The Hillview drainage problem is under study by the recreation committee and the Village Engineer. There will be a Senior Y.A.C. dance on December 14 8:00 at the Village Hall. Mr. Malvin reported that the rust spots on the water tower had been repainted. -2- Th V.F.W. club is setting -up their skating program for 0J0167 l�: r Spring Lake and will inform the LakssiriA Park Commission of the hours and dates of opening. Mr. Sullivan reported on the following items: 1. Groveland Road Holes filled with gravel. 2. Woodcrest Drive and Woodawn Drive between Long Lake Road and Edgewood Drive will be repaired. 3. Woodcrest ditch Surplus dirt to be removed from edges. The Building Inspector was instructed to notify Sunrise Methodist Church that only solid fill could be used in filling in the swampy area adjacent to the Church. The Building Inspector notified the Council that the basement home that was under condemnation procedure has been properly enclosed. This closes the condemnation action at this time. The Adams Construction Company will be taken into Justice Court for sub standard work which they refuse to correct at a home on Terrace Drive. The Clerk's Office was instructed to refer all license: application (new and renewal) to the Inspectors for approval before each Council meeting. Mr. Skiba reported that an unlicensed contractor is to appear in Justice Court for violation of ordinance. Mr. Skiba recommended the use .of a resident inspector when NSP is installing gas mains in the Village, to guard against damage to water services. The Clerk was instructed to write a letter to N.S P. Gas Company advising them of the above request and to also remind them of their duty to supply maps of proposed extensions to the Council and the Engineer. The appearance at a regular Council meeting of a representative of the NSP Gas Company is to be suggested also. Mr. Knutson, Village Engineer, presented preliminary plans for Water Project 1963 -1, an extension of service on Groveland Road. After some discussion, the following action was taken: Motion by Blanchard to set a public hearing for an extension of existing water mains on Groveland Road from present main to North County Line Road, the East to Red Oak Drive, thereby looping the existing dead end on Red Oak Drive. The Engineer will prepare plans and specifications for this project. The date of the hearing will be on January 28, 1963, at 8:00 P.M. Seconded by Malvin. 5 Ayes. The Ramsey County League Storm Sewer Study Committee has prepared a bill for enabling legislation to be presented to the legislative committee of the league. The possibilities of hooking -up to the arsenal sewer line were discussed at some length and the Engineer and Attorney were ins iructed as f viiows -3- 1. to prepare proposal on utility sales contract 0J0168 (similar to New Brighton contract. 2. To revise figures for use of potential contract with Arden Hills and Twin City Arsenal. 3. To prepare cost estimates for all alternate plans for January 14, 1963. meeting: The Engineer advised the Council that his office was forwarding a letter regarding apartments at County Road "I" and Jackson Drive. The Engineer was instructed to comply with the request of N.S.P. and cause a new electric meter to be installed at the Village Office. The Attorney presented a Resolution correcting assessments. Motion by Blanchard to adopt Resolution 116. Seconded by Crane. 5 Ayes. The Attorney prevented:_ a Resolution modifying certain assessments. Motion by Malvin to adopt Resolution 117. Seconded by Sullivan.' 5 Ayes, A letter from the Attorney to the Council regarding the Robert Berry Bond matter and the Duane Hagen claim against the Village was read and placed on file. Motion by Malvin to offer to settle claim of Mr. Hagen for $100.00. Seconded by Crane. 5 Ayes. A letter from the County Welfare Department regarding the employment of men on releif rolls was referred to the Attorney for forwarding to County Board with a suggestion that they use these men to clean Judicial Ditch #1. Motion by Hodges to send work order to N.S.P. to have a street light placed at the intersection of Bronson Drive and Spring Lake Park Road. (10,000) lumen) as requested by petition. Seconded by Sullivan. 5 Ayes. Motion by Blanchard to sign checks at this meeting for the second half of the monthly payroll. These checks, normally dated the last day of the month will be dated December 20, 1962 allowing the employees to cash these checks on that date. Seconded by Malvin. 5 Ayes. The Clerk was instructed to notify the Civil Defense Department to obtain permission before expending any further funds. Motion by Blanchard to hire the firm of Peat, Marwich, Mitchell and Company to audit the books. (limited general examination Seconded by Crane. Motion by Blanchard to pay bills presented. Seconded by Hodges. (list attached) 5 Ayes. 5 Ayes, Motion by Blanchard to close Village Office at 12:00 Noon on December 24, 19o2 and Decomber 31, 1962 Seconded by Hodges. 5 Ayes. -4- 0J01 Motion by Crane that the Village will a portion of the expenses incurred for the Annual Village Organizational Meeting sponsored by the Recreation Department, up to $200.00 Seconded by Blanchard. 5 Ayes. The legislative delegation from this District will be invited to attend and speak. Motion by Hodges to adjourn. Seconded by Blanchard. 5 Ayes. Meeting adjourned at 10:25 P.M.
