HomeMy WebLinkAboutMinutes - 1962/12/26Present were: Mayor: Clerk: Trustees: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:00 P.M., December 26, 1962 at 2401 Highway #10. Also Present: Engineer: Attorney: Adm. Deputy Clerk: Public Works Treasurer: Allan B. Crane Lloyd J. Blanchard John L. Sullivan Donald Hodges Perry Malvin (excused during public hearing) Les Knutson Richard Meyers Paul E. Boog Walter Skiba Irene Edberg 0J0 The Mayor announced that there were several vacancies on current committees and requested interested citizens to apply. Motion by Hodges to approve minutes of December 10, 1962 as presented. Seconded by Sullivan. 4 Ayes. The Mayor opened the public hearing on rezoning of: The West 85 feet of Lot 96 and the West 60 feet of Lot 97, Spring Lake Park Hillview Section 6, Township 30, Range 23. Mr. Jack Bell, Attorney for applicant presented a set of plans for an 8 -unit apartment building to be located on this property if rezoning was attained. He presented the applicants reasons for rezoning stating the difficulty in using this lot for n_rmal home construction, higher tax base, etc. A petition was received and placed on file from Mr. Arthur Olmstead, 8042 Sunnyside Road from opponents to the rezoning. Following are objectors and objections to rezoning: 1. Robert Eickstead 2155 Sherwood Road Traffic increase little benefit to area. 2. William Werner 2101 Sherwood Road opposes any spot rezoning. 3. Emil S. Anderson 8033 Sunnyside Road fear depreciation of surrounding area. 4. Samuel Ewing 8055 Sunnyside Road does not want apartment in area 5. Roy Juntunen 2210 Sherwood Road has rental home on Sunnyside Road, fearsdepreciation 6. Ralph Forsberg 8081 Red Oak Drive traffic increase 7 K Swa Spring Lake Park Baptist C~ a err.' Church fears (ri ing devaluation of property. -2- Following are those speaking in favor of UvU t r 1. Mr. Sinderson for Mr. Friedlund 8066 Sunnyside Road 2. Gil Groberg 2277 Sherwood Road. Mr. Stole read the minutes of the Planning Commission Meeting relative to this matter and also a planner's report. (both on file) This matter was discussed by residents and questions and answers were exchanged informally. The Council spoke individually regarding this matter and the Mayor closed the hearings Motion by Hodges to deny request for rezoning. Seconded by Sullivan. 4 Ayes. A five minutes recess was taken after which the entire Council was present. Motion by Crane that the Council will at the appropriate time take any required action to allow a radio station and tower to be constructed. Seconded by Blanchard. 5 Ayes. Above motion is merely a motion of intent of the Council and does not constitute actual approval of any definite plans. The Mayor read the Pdilice Commission Report and it was placed on file. A letter of rectmmendation from the Police Chief regarding Mr. Kardell was read and placed on file. Motion by Crane to hire Mr. John Kardell, 7905 Greenfield as recommended by Police Commission, as Patrolman for a six month probation period at a salary of 50.00 per month. Seconded by Blanchard 4 Ayes. Malvin Naye Motion by Crane to concur with Police Commissions recommendation and hire Mrs. Harriet Kish on a part time basis as policewoman at an hourly wage of $1.50. Seconded by Malvin. SAyes Mrs. Kish to be placed on 90 days probation and a report. from Police Commission and Police Chief to be forwarded at that time to the Council. Motion by Sullivan to refer proposed handbook for Police Department to Attorney for study and recommendation to Council. Seconded by Blanchard. 5 Ayes. A letter from Chief of Police regarding salary adjustment for Patrolaman Davis was read and placed on file. Motion by Blanchard to concur with recommendation of Police Chief and raise Patrolman Davis' salary to 160.00 per month effective January 15, 1963. Seconded by Crane. 5 Ayes. Patrolman Davis will continue to serve out his probation period. (approximately 2 months) Mr. Hodges reported that the rinks were in good shape and well attended, and that a tractor broom had been purchased and was now used instead of the plow. Mr. Sullivan reported that the Engilleer would Contact the Contractor regarding the rusting of the filter tanks. -3- Mr. Ballenger, 2077 Oakwood requested the Council to 0J01:15 insist that the Anoka Bus Company park off street between runs instead of in the middle of Oakwood near Highway 8. Clerk to notify Bus Company parking area on right of wad' is available for this purpose. The Engineer is to contact the contractor regarding the removal of the hydrant on Hillview Road project causing a dead end line and affecting the taste of the water in the area. The matter of a dangerous hole in County Road H -2 near the West Village line was referred to the County Engineer for correction. (Mr. Skiba and Mr. Sullivan.) The Civil Defense Director stated the availability of his men for stakeout detail in the Village if requested.Police Commission to work out details The Engineer presented the plans for water proj on file The matter of relocating a hydrant at Groveland Highway #10 was brought up in a letter from Suburban Motion by Crane, that the Village Engineer will said hydrant be relocated and cost of such relocating charged to Suburban "66 Seconded by Blanchardk ect 19631. Road and "66 ".(on file) cause to be 5 Ayes. The Engineer reported that work was progressing on the Hillview project and that shall damages have been caused but are the responsibility of the contractor. The Building Inspector presented plans from Skelly Oil Co. for a Service Station at Highway #10 and Groveland Road, but recommends denial of application until further plans are presented. Noted deficiencies on proposed station; 1. No fence or "green zone" 2. Drainage on Groveland not shown. 3. Drainfield lacking in detail. 4. No furnace specifications. 5. Electrical detail for building insufficient. 6. Elevations not shown. Plans referred back to Skelly Oil Company for correction. The Council policy for furnishing water to the Village of Shoreview for flooding rinks is as follows: 1.. If obtained thru flushing of dead end lines no charge. 2. If obtained under other circumstances regular water rates will be charged. A letter from Mr. Meyers was sent to the Ramsey County Board suggesting their using available welfare or relief employees to clean Judicial Ditch 1. (copy on file) Motion by Blanchard to send work order to N.S.P. to install one 10,000 lumens street light at the corner of Woodlawn and Sherwood Drive as petitioned. Seconded by Crane. 5 Ayes. (petition on file) Motion by Blanchard to pay bills submitted. Seconded by Hodges. (list attached) Motion by Blanchard to approve licenses. Seconded by Crane. (see below) 5 Ayes.
