PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE CF MOUNDS VIEW

The regular meeting of the Mounds View Village Council was
called to order by Mayor Crane at 8:00 P.M4, February 25, 1963 at
2401 Highway 10.

Motion by Blanchard to correct minutes of February 11,
as follows: Paragraph 7, Page 3 Number 1 shall read:
Letter to State Health Department regarding aeration sewage
plant. on file) Mr. Knutson stated that via a telephone conversation
with the department they expressed their doubts as to the possibility
of their approval of this system. Mr, Knutson was instructed to obtain
a letter to this effect from the Department of Health.
Seconded by Crane. 4 Ayes.
Motion by Sullivan to accept the minutes of February 11
as corrected. Seconded by Malvin. 4 Ayes.
Motion by Crane to appoint Mr. James R. Monson
as a member of the Police Commission. Seconded by Blanchard. 4 Ayes.
Mayor Crane reported the following:
1. Village of Brooklyn Park petitioned to withdraw entirely
f om the NSSSD. (Copy of petition on file.)
2. Ramsey County League Meeting to be held February 28
in Maplewood.
3. Police Department will prepare emergency phone number
stickers for distribution by local scout troops.
Mr. Jack Bell, Attorney for Paul Indykiewcz presented a
request to relocate the living portion of the Sahara Club as a
dwelling at Groveland Road and County Road I. Lot 56.
Motion by Sullivan to set Public Hearing at 8 :00 P.M.
on March 11, 1963 For the proposed relocation of this building.
Notice to be published and mailed to affected property owners.
Seconded by Malvin. 4 Ayes.
Clerk instructed to request Ramsey County Engineer
to present plans for County Road I and Groveland Road at this hearing.
Mr. Bell presented a rather forceful plea for a rezoning
of a parcel of land located approximately across from Fairchild
Avenue on Highway 10, for the purpose of constructing a liquor bar,
on and off sale. Mr. Bell is representing Mr. Clarence Peterson in
this matter. This matter has already caused some disturbance in the
Village and the Council_ referred Mr. Bell to the Planning Commission.
If all forms are forthcoming, the Council will set a Public Hearing
on March 11, 1963.
The Recreation Committee announced that March 1, 1963
will be the last day of the skating season.
The date of the detachment from NSSSD for Brooklyn Park
will be March 12, 1963.
The Engineer informed the Council that dynamite was being
used in pound charges on the Hillview Road project. This was
given an OK by the Engineer after consultation with the Village'
Attorney. Mhe contractor has taken out additional insurance to cover
this activity and a police officer is present during blasting.
Motion by Blanchard to approve financial statement and order
publishing of the same, Seconded by Crane. 4 Ayes.
The Engineer presented the following to the Council for study:
1.. Approximate figures for water project 1962 -2 and 1962 -3
2. Change Order 2 for water project 1962 -3
3. Final Estimate for project 1962 -2 and 1962 -3
The minutes of the Planning Commission were read and placed
on file.

Mr. Charles Jackson, Civil Defense Director, stated that the
survival and operational plan for the Village should be ready and
presented at the March 25th meeting.
Motion by Crane that the Civil Defense Director be paid
a salary of $30.00 per month effective March 1, 1963.

Motion by Sullivan to have Mr. Johnson and Mr. Skiba
attend the Water Superintendent school at the University of Minnesota
=rom March 18 to March 20, 1963. Village to pay expenses incurred.

The Treasurer presented her monthly reports.
Motion by Sullivan to authorize the Treasurer to purchase
from the Water Bond Redemption Fund $80,000.00 of Government Bills,
from the General Fund $35,000.00 of Government Bills, from the
_Improvement Revolving Fund $5,000.00 of Government Bills

Mr. Bengston, Insurance Agent for the Village; Mr. Olson,
Fiscal Agent; Mr. Knutson, and Mr. Meyers will be requested to attend
he nest meeting on March 4, 1963 at 4 :00 P.M.
Motion by Elanchard to adjourn. Seconded by Sullivan. 4 Ayes
Meeting adjourned at 9 :50 P.M.
