HomeMy WebLinkAboutMinutes - 1963/03/11PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA OJC 23 The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at8:00 P.M., March 11, 1963 at 2401 Highway 10. Present were: Mayor: Clerk: Trustee: Allan B. Crane Lloyd J. Blanchard Donald Hodges Perry Malvin John L. Sullivan Also Present: Engineer: Les Knutson Attorney: Richard Meyers Treasurer: Irene Edberg Adm. Deputy Clerk: Paul E. Boog Public Works: Walter Skiba Motion by Sullivan to accept minutes of February 25 as presented. Seconded by Malvin. 5 Ayes. The Mayor opened the Public Hearing on proposed relocation of the former Sahara Club. The Clerk read the legal and published notice regarding this hearing. Mr. John Bell, representing the petitioner, Paul Indykiewicz, told the Council how the building would be brought up to the building code after moving, and showed where the building would be placed on said property. The only objection to the hearing was from Mr. Benson, representing Dahlberg Builders, who wished assurance that the building would be brought up to code and would conform generally with the surrounding homes. (letter regarding this on file) The Mayor called for further objectors or proponents. There being none the hearing was closed at 8:15 P.M. After discussion with the Attorney the following action was taken: Motion by Blanchard to approve application for relocation of house from 5164 Highway 8 to the South 200 feet of Lot 56, Auditor's Subdivision #89, except the West 216.6 feet thereof and to authorize the Building Inspector to issue permit. House to be fully completed within 6 months. Seconded by Malvin. 5 Ayes. The Clerk informed the Council that the papers for the proposed rezoning of a parcel of land on Highway 10 were on file and in order. Motion by Crane to set a Public Hearing on March 25, 1963 at 8:00 P.M. to rezone That part of the SE% of Section 6, Township 30, Range 23, lying SW'ly of the original center line of Trunk Highway 1S and NW'ly of a line at right angles to said center line extending SW from a point thereon 1511.9 feet NW'ly from its intersection with S. line of said Section. Subject to H .,:ghway from R -2 to B -3. The Clerk shall cause such notices to be published and mailed as may be required. The proposel shall be referred to the Planning Commission for a report at the Public Hearing. Seconded by Hodges. 5 Ayes. 0J0024 A Mr. Gospodarski appeared requesting a subdivision of his lot in order to build a new home. Motion by Sullivan to approve the subdivision request and waive the 100 foot frontage reg- ulation to allow a 93 foot frontage, further to waive the 10 foot setback regulation for garage from side yard and allow a 5 foot 2 inches setback because of hardship. Seconded by Malvin. 5 Ayes. The Clerk informed the Council that all papers for the proposed rezoning of Hugo Bjorkman property were completed and on file. Motion by Sullivan to set a Public Hearing on March 25 at 9:00 P.M. for the purpose of rezoning the Northeast of the Southeat of section 5, Township 30, Range 23 from R -1 to B -3 with special use permit and R -3 for multiple dwellings. The Clerk shall souse such notices as may be required by law to be published and mailed. Said request and developer to be at next Planning Commission Meeting with such information as maybe necessary. Planning Commission to give a report on this at the Public Hearing. Seconded by Hodges. 5 Ayes. A Mr. Moe appeared requesting final approval of the sub- division of his lot. Preliminary approval givenin 1962. Motion by Crane to approve subdivison as requested Copy on file) Seconded by Blanchard. 5 Ayes. At a residents request, the Clerk will investigate the clean -up; paint up; fix -up campaign dates in surrounding communities to coordinate Mounds View Village campaign with theirs. The Attorney was instructed to check the Ordinance regarding NSF checks and to recommend changes neeB Mr. Wicklander, 3737 2nd st. N.E. (Su -8 -0827) requested the Village to sell or offer to sell all or part of the peat being removed on the Hillview project. This was referred to Mr. Hodges and the Engineer for study and recommendation. Mayor Crane presented the reportof the Chief of Police regarding County Road H -2. on file Motion by Crane to send a work order to the County for the following. 1. Have a white line painted in the center of County Road H -2 from Highway 8 to Highway 10. 2. Have a clearly painted yellow line in the "Wo Passing" zone in the same area. 3. Have signs erected stating speed limits and "Speed Electrically Timed." Seconded by Blanchard. 5 Ayes. The Polio report for February, 1963 was read and filed.. A letter from the Police Chief regarding pay of Officer Kardell was read and filed. Motion by Crane to concur with r <_:ommendaton of Police Chief and raise Officer Kardellts salary from $50.00 to $100.00 per month effective March 15, 1963. Seconded by Malvin. 5 Ayes. A letter from Governor Anderson regarding employment of the handicapped was read and filed. -3- 0J0026 Mr. Hodges stated that after investigation of the Twelve Oaks Park Site a request would be made of the Village Engineer to do a topographical map of this park site. A resolution regarding NSSSD utilizing their influence and resources in obtaining a sewage outlet far the Village as soon as possible was read. Motion by Crane to adopt Resolution 118. Seconded by Hodges4 5 Ayes. Motion by Sullivan to have the Clerk advertise for bids on a used dump truck as soon as ths were prepared. Seconded by Blanchard. 5 Ayes. The matter of water meter repair and testing service to other Villages was discussed and the Council agreed that the Village shall charge the same amount as the City of Minneapolis for this service. The income from this source will be used to defray the cost of this equipment. The Fiscal Agent, Mrt Olson, stated that he would have a report ready at the next regular meeting regarding the Water Construction Funds. The Engineer reported on the following items: 1. The County requirements for the rebuilding of county roads dalmaged during construction are very strict and would entail quite an expense. It is the belief of the Engineer that some sharing cost could be arranged as the road would be better than original. 2. The matter of relocating N.S.P. power poles has not yet recieved an answer but should have one by next meeting. 3. Soil tests needed to better estimate sewer and road construction costs. Motion by Crane to authorize the Engineer to have soil tests taken at approximately 15 to 20 sites in the Village at a cost not to exceed $750.00 Seconded by Blanchard. 5 Ayes. 4. The N.S.P. Gas Company will relocate a line in the Hillview- Quincy Area. 5. The Montgomery Construction Company filed their newly required statement of witholding. on file) The Engineer was instructed to investigate the ditches North of Hillview Road project in proposed trailer park area and present findings at public hearing if possible. Clerk Blanchard left meeting at 10:17 P.M. Motion by Sullivan to approve the Final Engineer's Estimate on Water Project 1962 -2 and 3 to withold 10% fer clean -up in the Spring. Seconded by Malvin. 4 Ayes. Motion carried. The Deputy Clerk and Village Treasurer were instructed to sr:11 $10,000.00 of U.S. Treasury Bills from General Fund and transfer $10,000.00 from the General Fund to the Water Construction Fund. -4 0J0027 Motion by Sullivan to approve Change Order 2 for Water Project 1962 -3. Seconded by Malvin. 4 Ayes. The Engineer reported on water complaints submitted by Mr. Rustad and Mr. Hodges. Motion by Crane to authorize the Engineer to have a chemical analysis of the Municipal Water at the source compared with the sample taken from the complaintants homes. The comparison would determine if the Municipal Water is damaging the water heaters in homes. Seconded by Sullivan. 4 Ayes. Motion by Crane to instruct the Engineer to prepare two seperate assessment roles 1962 -2 and 1962 -3. The Public Hearing to be held April 22 at 8 :00 P.M. Seconded by Hodges. 4 Ayes. Motion by Crane to direct the Attorney to write to the Twin City Arsenal answering questions relating to projected figures on sewer use. Seconded by Hodges. 4 Ayes. The Attorney reported that his investigation of Mr. Clarence Peterson's Liquor License Applicatior has proven satisfactory. The Attorney reported that the Dedolph Case is oh Ramsey County Court Calendar. Mayor Crane reported that the Fire Marshall Ordinance is still under investigation, and that the Trailer Park Ordinance will be discussed at the next Agenda Meeting. The Attorney Was directed to attend the March 18th Agenda Meeting.. The Attorney reported on NSF Ordinance 96. He pointed out the need of encouraging more water Hook -ups throughtout the Village. Motion by Malvin to pay the bills. Seconded by Hodges. (list attached) 4 Ayes. The Treasurer was authorized to release the bank custodian- ship receipts for fifty thousand dollars to Federal Home Loan Banks. Request from Mr. C. P. Philippi to have five dogs without a Kennel License was denied. Motion by Malvin to purchase a $277.75 buffing machine. Seconded by Sullivan. 4 Ayes. Motion by Crane to purchase a Thermo -Fax copying machine 4 Ayes. to cost up to $450.00. Seconded by Hodges. Motion by Malvin to adjourn. Seconded by Hodges. 4 Ayes. Meeting adjourned at 10:55 P.M.
