HomeMy WebLinkAboutMinutes - 1963/04/08Present were: .Mayor: Clerk: Trustee: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOULDS VIEW RAMSEY COUNTY, MINNESOTA 0J0035 The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:00 P.M., April 8, 1963 at 2401 Hi:gbway' 10. Allan B. Crane Lloyd J. Blanchard Donald Hodges Perry Malvin John L. Sullivan Also Present: Attorney: Richard Meyers Engineer: Les Knutson Treasurer: Irene Edberg Adm. Deputy Clerk: Paul E. Boog Public Works: Walter Skiba Motion by Hodges to approve minutes of March 25, as presented. Seconded by Malvin. 5 Ayes Motion by Crane to approve minutes of April 1, special meeting as presented. Seconded by Sullivan. 3 Ayes Hodges and Malvin abstaining because of absence from meeting. Mayor Crane read a letter inviting the Council to an Eagle Scout ceremony on April 23. The Mayor urged the attendance of the Council. (Letter on file) Motion by Crane to authorize expenses for delegates to the League of Minnesota Municipalities Convention in July, including all councilmen and the Deputy Clerk, up to $100.00. Expenses for the Engineer and Attorney to be not more than $50.00 each. Seconded by Blanchard. 5 Ayes. The Police report for March was read and filed. A letter from the Highway Department regarding trees at Highway B and Highway 10 was read and referred to John Sullivan. The Fire Marshall Ordinance was read and discussed. Motion by Crane to adopt Ordinance 99. Seconded by Blanchard. 5 Ayes. Motion by Crane to appoint Roy Gale as Deputy Fire Marshall to enforce Section 4, Paragraph 1 and 2 of Ordinance 92 and to appoint the Mounds View Police Department as Deputy Fire Marshalls for the purpose of issuing burning permits. Section 4, Paragraph 3 Seconded by Blanchard. 5 Ayes. A resolution from the Ramsey County League of Municipalities regarding combining of P.E.R.A. with Social Security was read and discussed. Motion by Crane to adopt Resolution 119. Seconded by Hodges. 5 Ayes. 0 -2- A memorandum from the Attorney regarding beauty shops in the Village was presented. To be discussed at the net regular agenda meeting. (April 15, 1963) A letter from the Highway Department regarding letting of bids for 35W as it concerns Mounds View was read and filed. Bids to be let May 3, 1963 if possible. The Mayor stated that our representative to the sewer district had appeared late at two recent sewer district board meetings. On February 26 he appeared at 9:05 P.M. and on March 26 he appeared at 9:00 P.M. Both meetings were called for 7 :30 P.M. Mr. Malvin,our representative to the district, stated that at both times other representative came later than he did. The Civil Defense Director asked about the burning of large tracts for citizens in the Village, The Cou::cil informed Mr. Jackson that burning was certainly not a Civil Defense Project, unless the Mayor and Council authorized it The Mayor reported on a meeting he attended with the Civil Defense Director regarding possible City- County Civil Defense system. Motion by Crane that the Village of Mounds View is opposed to the integrated City of St. Paul Ramsey County Civil Defense proposal. Seconded by Hodges. 5 Ayes. The Clerk will notify the Board of County Commissioners of this action. Mr. Malvin reported for the Lakeside Park Commission. The County Commissioner in Anoka County, to further parks, playgrounds and recreation activities have made available $1500.00 to swimming beaches operated with tax money and open for free public use. The Village of Spring Lake Park has applied for this money and apparently wished to use it as a portion of their share of the cost of operating Lakeside Park. The Mounds View members of the Lakeside Park Commission feel this would not be fair and equitable. The Council directed Mr. Malvin to report on this again at our next rFygular meeting, (4- 22 -63) The Mayor made a brief report on a joint meeting between the. Council and the NSSSD Board. The Board presented a modified plan for the district, outletting on Marshall Street into the Minneapolis sewer line. Initial cost to be $7,000,000. They have received tentative approval from the Minneapolis -St. Paul Sewer District as to hook -up and costs. Final hearing will be April 30, 1963 in the Spring Lake Park High School Mr. Sullivan reported that the road patching was now in progress, and with the purchase of the dump truck and road roller a better job would result. All school buses operating in the Village cooperated and changed routes from roads that are badly breaking up. The need of a portable scale for checking truc. weights was discussed and referred to Major Crane. The matter of collection of money for a broken hydrant at Groveland and Highway 10 was referred to the Attorney. OJU636 -3- n(� An informal meeting with a representative from the High9a4 /6 3~l Department regarding 35W was set for April 10, 1963 at 5 :30 P.M. A resolution modifying assessments was presented by the Attorney. Motion by Crane to adopt Resolution 120. Seconded by Sullivan. 5 Ayes. The Attorney made a brief report on the joint municipal court at Minnetonka, but due to the newness of the court no real information as to costs is yet available. The Engineer presented estimates of the costs of cleaning of Judicial Ditch 1 for Council study. The water analysis undertaken recently has been turned over to the Twin City Testing Lab. and should be ready for the next regular meeting, the Engineer reported. Motion by Hodges that a possible open ditch drainage for Hillxiew Park be investigated by the Engineer and a preliminary report prepared. Seconded by Sullivan. 1 Naye Crane 4 Ayes. Motion by Blanchard to pay bills submitted. Seconded by Crane. (List attached) 5 Ayes. Motion. by Blanchard to approve licenses. Seconded by Malvin. (List attached) 5 Ayes. Motion by Malvin to authorize variance from Ordinance 92 as requested by Mr. Stanchfield and Mr. Roundsley allowing an additional 30 days for the removal of vehicles from their property. Thirty days to expire May 8, 1963. Seconded by Crane. 5 Ayes. Mr. Roy Gale, Deputy Fire Marshall, reported that he had issued a burning permit in error to a resident that had subsequently received a summons for violation of burning ordinance. This matter was discussed and referred to the Police Commission. Motion by Blanchard to adjourn. Seconded by Hodges. 5 Ayes, Meeting adjourned at 10:00 P.M. Respectfully Submitted lam, Loyd J.
