May 13, 1963 at 2401 :i:4hway 10. Present were: Clerk: Trustee: Allan B. Crane Lloyd J. Blanchard Donald Hodges John L. Sullivan Absent: Perry Malvin (attending NSSSD Board Meeting) Also Present: Engineer: Shealy Boehm Attorney: Richard Meyers Adm. Deputy Clerk: Paul E. Boog Public Works: Walter Skiba Treasurer: Irene Edberg OJ0050 Motion by Hodges to accept minutes of April 22, 1963, (regular meeting) as presented. Seconded by Sullivan. 4 Ayes Motion by Sullivan to accept minutes of May 6, 1963, !special meeting) as presented. Seconded by Hodges. 4 Ayes. Motion by Sullivan to set Public Hearing for rezoning of Lots 16, 17, 18, 19, 20, 21, 22, Block #5, Pinewood Terrace 2. This property is located on the north side of Highway 10, East of. Edgewood Drive and is proposed to be used for a ballroom, medical center, and drive -in restaurant, for Mr. John Eastman. Hearing to be on May 27, 1963 at 8:00 P.M. Seconded by Blanchard. 4 Ayes. The Planning Commission will be requested to give a report on the proposal at the Public Hearing. Mr. Jo:1n Eliason, 8323 Eastwood Drive requested permission to live in a trailer home while he completed the interior of his new home. Motion by Hodges to issue a special permit to Mr. Eliason to live in the trailer home for 90 days. Special permit to expire on August 12, 1963. Seconded by Sullivan. 4 Ayes. A request was received for storage of vehicles in violation of Ordinance 92. Motion by Blanchard to allow Mr. Derby 2154 Terrace Drive to store vehicles until July 16, 1963 as requested. Seconded by Hodges. 4 Ayes. A request similar to above was received regarding a bus being converted to a camper. Motion by Crane to allow Mr. Westlund 5511 Quincy Street to store the bus on his property for one year. The permit will expire May 15, 1964. Seconded by Blanchard. 4 Ayes. fiction by Hedges to renew permit for trailer parked at the Skyline Motel for a period of 90 days, Permit to expire August 12, 1963- Ti.^ police department will inspect trailer to assure use is for Jurpuse requested. Seconded by Crane. 4 Ayes. -2- Motion by Blanchard L cencure with Police Chiefs �JU�i recommendation and return coniicated weapon to owner, Mr. Marvin Schluter. Seconded by Sullivan 4 Ayes. A petition for vacating an easement in the Irondale Plat was referred to the Engineer and Attorney for advisement. Mr. Frank Geer representing the Cross of Glory Lutheran Church raised several questions regarding the late hook -up fee. In answering his questions the Council requested that the paper re -state that the late hook -up fee is a fee and not a fi -,3 and that if a home was never hooked -up to the system the fee would not have to be paid. A copy of this portion of the ordinance and an explanation of it will be forwarded to the Church. Motion by Blanchard to set public hearing for the extension of water service and the improvement of roads in the Mueller Addition based on the Engineers preliminary report. Hearing to be May 27, 1963 at 9:00 PM. Seconded by Sullivan. 4 Ayes. Motion by Sullivan to approve final plat for Mueller Addition and authorize Clerk and Mayor to sign same. No building permits will be issued prior to arrangements for financing of public improvements in addition. Seconded by Blanchard. 4 Ayes. A formal request was filed withthe Clerk requesting water and street improvements in Mueller Addition. Malvin entered at 9:45. P.M. Mr. Jim Olson, Fiscal Agent, will present his complete report and recommendation to the Council at the Agenda Meeting on May 20, 1963 at 5 :30 P.M. Motion by Sullivan to have the Village Treasurer contact Ramsey County relative to getting an advance on taxes collected by them for the Village. Seconded by Blanchard. 5 Ayes The Engineer presented the second preliminary plan for drainage of Hillview Park. on file) A copy of a letter from the Engineer to Ramsey County requesting work on Village roads was read and filed. A resident on Fairchild Avenue will be advised by Mr. Skiba that his present curb stop is in the location he requested and there would be a new connection charge for a new curb stop. The Engineer reported on the following items: 1. Corporation stop missing on Knollwood Drive. Bill for same sent to Lametti Construction. 2. Peat on north side of Hillview project and condition of Oakwood Park will be watched and reported on at regular meetings. 3. The surfacing of the Hillview project will be checked against the contract and report made at next meeting. kor The matter of a blocked drainage ditch in Jackson Hillview area will be taken care of under authorization given to Mr. Skiba, Motion by Sullivan to hire additional employees to assist in cleaning above mentioned ditch. Wages to be $1.50 per hour. Seconded by Blanchard. 5 Ayes. -3- Mr, William Frits ,3072 Long Lake Road requested the 0J0052 Council to take some definite action regarding the infestation of canker warms, The Clerk was instructed to have a representative to of the County Agriculture Agent make a check to determine need for ^.ontrrl and to obtain cost figures from control companies. The Attorn.:/ read the State Statute governing the ability of the Village to tax foi pest control. The Council approved the request of the Skelly Oil Company to omit the shrubbery from the plans for their station on Groveland and Highway 10. Motion by Blanchard to concur with the Building Inspectors recommendation and allow construction of a screen house at 7940 Greenfield Avenue. Seconded by Crane. 5 Ayes. Mr. Skiba was directed to notify owner of home at 7630 Spring Lake Park Road that approval of water system for his home will be denied until drainfield in his front yard is moved further from water line. A notice will be published advising the citizens that a permit is required befcre water service is to go from curb stop to home. A letter from the League of Minnesota Municipalities re- garding action contemplated by State Legislature was read: ;Motion by Crane to send telegrams to Ashback, Allen and Governor Rolvaag opposing H.F. 1733 and S.F. 1442. Seconded by Hodges. 5 Ayes. The Police report for April was read and filed. A letter from the Chief of Police regarding Officer Kardell was read and filed. Motion by Crane to concur with Police Chief and Police Commission recommendation and raise `)fficer Kardells salary to $100.00 per month. Seconded by Malvin. 5 Ayes. Motion by Crane to advertise for two men to read all water meters between June 15 and June 30, 1963, at 25 per meter. Clerk's Office to hire. Seconded by Blanchard. 5 Ayes, Mr. Sullivan gave a brief report on a meeting with members of the Council of the Village of New Brighton regarding a joint municipal court and requested that the full council and Village Attorneys attend a meeting on June 19, 1963 8 :00 P.M. at the New Brighton Village Hall. (If time is O.K. call Mayor Sweezo) Motion by Crane to refund to Mr. Moe $250.00 placed with the Village as a bond for his house moving. Seconded by Sullivan. (See minutes of September 24, 1962 5 Ayes. The Attorney for the contractor of Pump House 2 will be at the next regular meeting. The street lighting contract was returned to the Council by the Attorney with his approval of contrast. 030053 Motion by Sullivan to adopt Resolution 126 and authorize Mayor and Clerk to execute contract with Northern States Power for street lighting. Seconded by Hodges. 5 Ayes. Motion by Sullivan to adopt Resolution 124 correcting certain assessments. Seconded by Blanchard. 5 Ayes. Motion by Sullivan to adopt Resolution 125 abating certain assessments against Village property. Seconded by Crane. 5 Ayes Motion by Blanchard to pay bills submitted totaling $36,617.78. Seconded by Sullivan. 5 Ayes. Motion by Sullivan to issue licenses (List attached) Seconded by Blanchard. 5 Ayes. The minutes of the Lakeside Park Commission were placed on file. The assessment for the land purchased for completion of Hillview Road project was referred to the Attorney. A copy of a summons and complaint against the electric contractor on water utility building was referred to the Attorney. The Mayor reported that bids were opened and contracts let for 35W, with work to begin June 3, 1963. Motion by Blanchard to adjourn. Seconded by Sullivan. 5 Ayes. Meeting adjourned at 12:02 A.M.
