Deputy Clerk: Public Works: View Village Council was June 10, 1963 at 2401 Allan B. Crane Lloyd J. Blanchard Donald Hodges Perry Malvin John L. Sullivan Richard Meyers Les Knutson Paul E. Boog Walter Skiba 030061 Mayor Crane opened the Public Hearing for Rezoning for property owned by Stella and Ray Skiba. The Clerk read the published legal notice, The Mayor asked if anyone wished to speak either for or against this rezoning. Mr. James Gibson, 7670 Groveland Road stated that he was in favor as the business proposal would broaden the tax base in the Village and could perhaps influence other businesses to locate here. Mr. Milt Stole, Chairman of the Planning Commission, read the minutes of a special meeting held to discuss this proposal. The Planning Commission voted to recommend approval. (Copy of minutes on file.) The Mayor called three times for objections to the rezoning and there were none. The Mayor declared the hearing closed. Motion by Malvin to concur with the Planning Commissions recommendation and rezone the East 332.87 feet of the South west of the Southeast of Section 8, Township 30, Range 23 lying South of S.T.H. #10 --62 and that part of the South 16 of the Southeast 4 of the Southeast of Section 8, Township 30, Range 23, Southsterly of S.T.H. #10 -62. Rezoning subject to the issuance of a building permit. Seconded by Hodges. 5 Ayes. The matter of the improvements to the Mueller Addition, layed over from the previous meeting was discussed. Mr. Lundquist 2750 County Road H -2 stated he would be willing to give the Village the requested 30' easement but that he was trying to sell the property and is afraid the assessments will be quite high. Action was witheld pending advise from the Engineer later in the meeting. Motion by Sullivan to approve the minutes of May 27, 1963 presented. Seconded by Hodges. 5 Ayes. A request for sub divison from Mr. Spitzer was referred to the Planning Commission with a request to be sent to the petitioner to appear before them. 030062 -2- Drainage problems in the Eastwood area and in the area of County Road H -2 and Jackson Drive referred to Sullivan. 014 Mr. Fred Rudolph -8084 Fairchild Avenue presented final p lans for his subdivision. Motion by Hodges to approve final plans for subdivision and have Clerk and Mayor affix signatures of approval on same. Seconded by Blanchard. 5 Ayes. A petition from the residents in the area of the Hillview Road project was received, Said petition requests the Council to take action to have the project completed and to remove certain hazards from the area. This was discussed at great length and the following actions were taken: Motion by Malvin to have the Engineer direct the contractor on the project to fence off both sides of Hillview Road where .needed and both sides of Quincy to Oakwood. If fence is not in place in 24 hours, the Engineer will have another party put up the fence at the Contractors expense. Seconded by Hodges. 5 Ayes. The Attorney explained the attempts of the Village to have the County clean the Judicial Ditch and the apparent run around or delaying tactics employed by the County. Motion by Sullivan to direct the Attorney to appear before the County Board and express the desires of the Council and citizens the need for immddiate action in regards to cleaning of Judicial Ditch 1. Attorney to present above mentioned petition to impress upon the board the urgency of this matter. Seconded by Malvin. 5 Ayes. The Engineer was instructed to get an estimate as to the cost of cleaning judicial dtich 1 for presentatinn at the next agenda meeting, June 17th, 5 :30 P.M. The Mayor thanked the residents for bringing this matter before the Council. The drainange problem on Knollwood Drive was discussed and the following action taken: Motion by Sullivan to have the Engineer present preliminary plans for the drainange portion of State Aid Road improvement project on Knollqood Drive from County Road H -2 to Woodale Drive. Plans to be presented at next regular meeting. Seconded by Hodges. 5 Ayes. Motion by Blanchard to set Public Hearing for the rezoning of the SE% of Section 6, Township 30, Range 23, lying SW'iy of the original center line of Truck Highway 10 and NW'ly of a line at right angles to said center line extending SW'ly from a point thereon 1511.9 feet NW'ly from its intersection with S. line of said Section. Subject to Highway for Mr. Clarence Peterson from R -2 to B -3 for retail business, other than liquor. Hearing to be held June 24, 1963 at 8:30 P.M. Seconded by Malvin. 5 Ayes. Published notice will contain proposed uses of sporting goods and drug store. Upon being advised of the time needed for preparation and advertising for the Mueller project, by the Engineer, the following action was taken: Motion by Blanchard to order the improvement and to order final plans and specs for the Mueller project, further to advertise for bids on said project. Bids will close on July 8, 1963 at 8:00 P.M. Seconded by Hodges. 5 Ayes, -3- Motion by Crane to request the Village Engineer, Attornne Uf a and Fiscal Agent to proceed with planning for sanitary _sewer, with optional plans and recommendations ready by July 8, 1963 for Council discussion prior to a tentatively scheduled public hearing on or about July 29, 1963. Seconded by Malvin. 5 Ayes Motion by Crane that the Village Engineer contact the County Engineer, Dean Ankian, to co- ordinate scheduled County Road work with sanitary sewer planning and /or construction in Mounds View. Seconded by Blanchard. Motion by Crane to have the Village Attorney proceed with :steps to acquire right of ways for comtemplated sewer projects. Seconded by Sullivan. 5 Ayes. Motion by Crane to appoint Chris Piehowski as Chief Inspector at a salary of $50.00 per month plus the present percentage of fee, effective June 1, 1963. Seconded by Blanchard. 5 Ayes A copy of Chief Inspectors duties on file with and a part of official record of minutes, The matter of the definition of water hook -up as it applies to the ordinance was discussed. The Attorney stated that in his opinion .a hook -up was not complete until the meter had been purchased and installed. Motion by Blanchard to publish the schedule of water hook -up charges. Seconded by Sullivan. 5 Ayes. Clerk's Office will notify by mail all water permit holders of the deadline date of June 30 and of the requirement of meter purchase and installation to avoid the late hook-up charge The Police report for May was read and filed. A letter from the Ramsey County Engineer regarding extension of County Road I between Groveland Road and Highway 10 was read and filed. A joint Council meeting with New Brighton will be held on June 19, 1963 at 8 :00 P.M. in the New Brighton Council Chambers to discuss the proposed joint Municipal Court. Motion by Sullivan to hire Mr. Jon Miller 7415 Knollwood Drive as street department employee at $1.50 per hour effective June 17, 1963. The Lakeside Commission has decided not to hire their own T.:oliccsan for the park, but has requested Vigilance on the part of Folice Departments protecting the property. P y. Motion by Sullivan to concur with Building Inspectors rI. om.nendation and allow a variance to the building code for Mr. 3 :Tohnke 8408 Eastwood Drive. Said variance is an addition to norAe that will protrude 18' beyond present front line. by Crane. 5 Ayes. Motion by Malvin to waive side yard set back requirement and set back of five feet on the East side of 2126 Terrace Drive. by Sullivan. 5 Ayes. -4- 0J0064 Motion by Blanchard to withold issuance of a building permit on County Road H Right of Way until County Road is extended at least to applicants home site. Seconded by Crane. 5 Ayes. (Applicant is Mr. Robert Eigenheer 8803 Polk Street N.E.) Motion by Sullivan to request the County Board to extend County Road H from Irondale Road to Highway 10, because of above action. Seconded by Crane. 5 Ayes. The attorney will present this request to the County Board when he appears regarding Judicial Ditch 1. The request for a building permit for the trailer park was filed until more complete plans are submitted. The Engineer presented the approximate costs of the back -lot line sewer proposal. A written report will be submitted showing costs and proposed service area. Action will be taken at next regular meeting. The Engineer reported that the final sanitary sewer plans were complete except for the point of connection to NSSSD main. The proposed grade for the Jansen property was presented and placed on file. The County is to repair Eastwood and Edgewood within the next 1 days if weather permits. The Engineer stated that the contractors were still responsible for the Hillview project and well house 2 as the Village has not yet paid for them. The Engineer recommended that the developers of a parcel of land deposit a percentage of a proposed public improvement to cover the Engineering fees if said improvement were not put in. This would assure the Village that the Engineering fees for projects that fail would not be placed on the general tax levy, but would be paid by the persons requesting same. The Attorney will prepare'a resolution to cover the above suggestion. The Attorney presented the transcript for the forthcoming bond sale for signatures by the Mayor and Clerk. Motion by Blanchard to approve license application submitted. (list attached) Seconded by Malvin. 5 Ayes. Motion by Blanchard to pay bills totaling $16,105.99. (list attached) Seconded by Sullivan. 5 Ayes. Motion by Crane that the Clerk's ?ffice be authorized to hire two meter readers at $.25 per meter. Seconded by Blanchard 5 Ayes. Motion by Crane to adopt Resolution 128. Seconded by Hodges. 5 Ayes. Approving membership in the RCLM for 1963 -64 Motion by Malvin to adjourn. Seconded by Crane. 5 Ayes.
