HomeMy WebLinkAboutMinutes - 1963/06/24PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Acting Mayor Hodges at 7 :30 P.M., June 24, 1963, at 2401 Highway 10. Present Were: Acting Mayor: Clerk: Trustees: Absent: Mayor: Also Present: Engineer: Attorney: Deputy Clerk: Public Works: Treasurer: The Acting Mayor called three Bond Sale, there being none he declared Bids were opened by the Clerk as follows: Security 1. Boog Walter Skiba Irene Edberg times for further bids on the the bids to be closed. and read by the Attorney Interest Cost $32,575.80 32,140.00 31,475.00 33,080.00 The Attorney stated that the apparent low bidder was 3 the First National Bank of St. Paul. The bids were referred to the Attorney and Fiscal Agent for computation and recommendation. Motion by Malvin to accept minutes of June 10 as presented. Seconded by Sullivan 4 Ayes. Motion by Malvin to appoint Mr. Ronald Whitneck 2310 Hillview as plumbing, heating, sewer, well and air condition inspector. Seconded by Blanchard 4 Ayes. The Attorney was directed to prepare an Ordinance setting the inspectors fee schedule for the next meeting. The permit for the work to be inspected by Mr. Whitneck will continue to be issued from the Clerk's Office. Mr. Malvin was directed to see what action can be taken regarding a resident who has no sanitary plumbing in his home. The Lakeside Park Commission reported that more than 500 children have registered for swimming instructions this year, and that a new ball field is being constructed at the park. Mr. Sullivan reported that due to the heavy meter installation here is no road work being done by Village employees at this time. -2- Mr. Sullivan also gave a report on the joint meeting :WTth b 9 the New Brighton Village Council regarding a joint Municipal Court. Another meeting will be held after further information is assimilated by the two Village Attorneys. The Attorney and Fiscal Agent reported on the bids for the Bond Sale. The low bidder was First National Bank of St. Paul and they recommended the Council accept that bid. Motion by Sullivan to concur with Attorney and Fiscal Agents recommendation and award the sale of 130,000 Bonds to low bidder, First,National Bank of St. Paul at an interest rate of 3.4587% and a total interest cost of $31,475.00 Seconded by Malvin. 4 Ayes. The checks of the unsuccessful bidders will be returned through the Clerk's Office. Mr. and Mrs. Richardson 8443 Red Oak Drive requested a delay in the water hook -up because water table in their area is too high to dig in the line. Motion by Malvin to delay the late hook -up fee cut -off date for 8443 Red Oak Drive because of high water table, until water table is lowered enough to make excavation without flooding. Seconded by Sullivan) 4 Ayes. Clerk's Office was instructed to attach a note regarding this action to permit application. Mr. Skiba reported that N.S.P. was installing a power pole on the proposed right of way of County Road H at Highway 10. The Engineer was instructed to investigate the possibility, of water service hook -up to an isolated home on Edgewood Drive, across from the Junior High School. The Engineer reported the following regarding Judicial Ditch 1: 1. State Aid Money is available and can be used for this purpose in connection with Hillview Project. 2. Approximate cost would be from $250.00 to $500.00 3. The Contractor has done some clearing on his own. Motion by Malvin to clean Judicial Ditch 1 from the (approx.) corner of Quincy Street to Highway 8 at an estimated cost of $250.00 to $500.00. Work to be performed under a change order on Hillview Road Project, prepared by the Engineer. Funds to come from Municipal State Aid. Seconded by Hodges. 4 Ayes. The Attorney read a letter regarding this ditch and gave a report on his meeting with the County Board of Commissioners. He stated that the Village would get little or no assistance from the County and the only other alternatives were to undertake the cleaning on our own, or take it to the Court that created it and ask for a ruling on who pays for the cleaning. The Acting Mayor opened the Public Hearing for Mr. C.W. Peterson on rezoning. The Clerk read the legal description and the published and mailed notices required. Mr. Bell, Attorney for the applicant, told of the projected plans for the plot of ground. The owner will have a building constructed and lease it to a concern or operate on his own a dairy store, or sporting goods store or an auto accessory store. The Acting Mayor called three times for objections to the rezoning and there were none. -3- 0JUO 70 Mr. James Schlichtmann, 2475 Clearview representing the Mounds View Businessmens Association spoke in favor of the rezoning. There being no others wishing to voice an opinion the hearing was closed by Mr. Hodges. Motion by Malvin to rezone that part of the Southeast Quarter of Section Six, Township 30, Range 23, lying Southwesterly of the original center line of Truck Highway 10 and Northwesterly of a line at right angles to said center line extending Southwesterly from a point thereon 1511.9 feet Northwesterly from its intersection with the South line of Said Section. Subject to Highway, from R -1 to B -3 as requested, subject to issuance of a building permit. Seconded by Sullivan. 4 Ayes. The Attorney reported that the County Board is taking under advisement the request of this Council for the extension of County Road H to Highway 10 from Irondale Road, and has requested the County Engineer to prepare preliminary plans for same. The Engineer reported, regarding Knollwood storm sewer drainage that the plans have been approved by the State and further that there is approximately $62,000 in funds available. Motion by Blanchard that a hearing for a public improvement be set for July 22, 1963 at 8:30 P.M. Improvement to be the storm sewer stage of construction of the Knollwood Road Project from County Road H -2 to a point approximately 400 feet South of Woodale Drive. Notices required by law to be published and mailed to affected property owners. The Engineer will prepare preliminary plans and specs for 0 this project. Seconded by Hodges. 4 Ayes. Mr. Sullivan was appointed to fill in for Mayor Crane at the informal sewer meetings held at the Engineer's Office. The report and action regarding back lot sewer lines was tabled until the next regular meeting. The Engineer presented plansfor gas main construction from N.S.P. for Irondale Road between Woodcrest Drive and County Road H. The Engineer was directed to notify N.S.P. that the Council does not want the main to cross the road at this point because of possible interference with future public works projects. A meeting with a Representative of the County Engineers with the Village Engineer, Mr Boog and Mr. Skiba was held and the County is agreeable to postponing County Road improvement planned for this year due to forthcoming sewer projects and to credit the Village with the monies saved. This money to be used for road improvement after sewer construction. Action was deferred on the Jackson Ditch pending sanitary sewer construction. Mr. John Eastman presented preliminary plans for the ballroom to be constructed across from the Village Hall. After discussion the following action was taken: Motion by Blanchard to approve preliminary plans for ballroom including portion of building marked for off sale liquor sales. Seconded by Hodges 2 Ayes (Blanchard Hodges) 2 Nays (Sullivan Malvin) Motion lost. -4 QQ After further discussion regarding the use of the outs -e 10671 room attached to the ballroom, the use of this portion was deleted, so the applicant and the Council would feel that a liquor license or liquor store does not receive any consideration at this time. Motion by Blanchard to approve preliminary plan for ballroom as corrected. Seconded by Hodges. 4 Ayes. An application for on and off sale liquor license was received from Mr. Ervin Herbst and referred to the Attorney. Motion by Sullivan to refund to the petitioneers of a recent rezoning, Mr. E. Herbst and Mrs. Stella Skiba $12.50 each, due to a double charge on rezoning fees. Seconded by Hodges. 4 Ayes. The Attorney presented to the Council a memo on sub- division4 regulations in regards to the contractors and sub- dividers responsibili- ties in the matter of Public Improvements, This memo to be discussed at next agenda meeting July 1 -63 at 5:30 P.M. A Resolution regarding certain assessments was presented. Motion by Hodges to adopt Resolution 129. Seconded by Hodges. 4 Ayes. The Attorney gave a report on the Attorney's meetings at the recent League of Minnesota Municipalities Convention. The most important item, he stated, was that of the lir_bility of Villages. The last session of the Legislature passed a bill e::tending the immunity of schools but did not include municipalities. He suggested that the insurance coverage after January 1, 1964 be checked carefully to make sure the Village is protected. Mr. Schlichtmann, Village Weed Inspector reminded the Council that the County Weed Inspector has requested the Village tc mow the boulevards and parks by July 1, 1963. The Planning Commission minutes were read and filed. Motion by Blanchard to concur with Planning Commissions recommendation and allow subdivision of Mr. A. Spitzer 7889 Woodlawn Drive. Seconded by Malvin 4 Ayes. The Council will make an on site inspection of the County Road H right of way 250' beyond Irondale Road to determine whether or not a building permit should be issued for a lot in that area Mr. Piehowski, building inspector, presented the plans for the administration building for the trailer park and recommended Council approval. Motion by Sullivan to publish ammendment to zoning ordinance giving final approval to rezoning of the Northeast of the Southeast VLI of Section Township 30, Ranger 23 from R -1 to B -3 with special use and R -3. Seconded by Blanchard. 4 Ayes. Motion by Blanchard to concur with Building Inspectors recommendation and issus a building permit for thevelministration building. Seconded by Malvin. 4 Ayes.
