HomeMy WebLinkAboutMinutes - 1963/07/08The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:00 P.M., July 8, 1963 at 2401 Highway 10. Sullivan 0JOO`i5 Mayor Craze opened the Public Hearing for Mueller Addition and Groveland Water Extension. Mayor Crane called three times for additional Bidss Bids were opened by Boog and read by Engineer Knutson. Motion by Hodges to approve minutes of June 24. Seconded by Malvin. 2 Ayes. Crane abstained. Motion Carried. Malvin reported on the progress of Sanitary Sewer plans, and explained that Mr. Sullivan and Knutson had investigated different types of roads. Richard Meyers, Attorney, reported on the meeting held with the Engineer and Fiscal Agent relating to financing the sewer project. He stated the total project including streets would be approximately two million dollars. James Johnson 5441 Adams stated that through a misunderstanding with Mr. Skiba his water meter wasn't installed. He now must pay an additional fee. Mrs. Koliedge 2066 Sherwood explained that she had been out of town and did not know about the June 30th deadline for hooking onto the municipal system. Motion by Crane to extend the water hook -up deadline to July 31, 1963, that the Clerk's office notify the twenty people who have not paid the meter deposit of this new deadline, and that the newspapers be notified of this change. Seconded by Malvin. 3 Ayes. Motion Carried. -2- The Attorney is to investigate a situation where a resident apparently removed a water meter and is using unmetered water. The Engineer is to draw a map showing location of County RoadH from Irondale to Highway 10. The Clerk is to arrange a meeting with N.S.P. to meet with c'eveloper, Herbst, Members of the Council and the Engineer at 4 :00 P.M. W rnesday, July 10th. Milton.Johnson 2119 Pinewood reported that the walkway is just sand. Florence Peterson 2277 Knoll Drive stated that their w'kway is in poor condition. Motion by Crane to authorize Mr. Sullivan and the Engineer to blacktop these two walkways if determined necessary Seconded by Hodges. 3 Ayes Motion Carried. E,M• Gerner 2103 Pinewood stated that the top soil of the St. Paul Waterworks property along County Road I is just sand and is blowing onto adjacent property owners lawns, The Engineer was instructed to contact the proper officials to eliminate this situation. Mayor Crane reopened the Mueller Addition 1963 -1 hearing. The Engineer reported that the low bidder was Horace Montgomery. His bid of $29,845.00 plus the additional fiscal, Engineering and 'Attorney Fees of 15% would bring the total to $34,320,00 which would be 3% higher than the original estimate of $33,105.00 Motion by Hodges to accept the Horace Montgomery bid of $29,845.00. Seconded by Malvin. 3 Ayes. Motion Carried. Mayor Crane read a letter from Sheriffs Hedman about .•gambling and raffling in Ramsey County. Request from Moods Investors Service for current financial information about Mounds View. To be sent to James Olson, Village Fiscal Agents The Police Department Monthly Report for June was passed out to the audience instead of being read. (Copy on file) From Sterling Codifiers Inc. information about Municipal Codes available, the Clerk's Office was instructed to send for this information. Letter from Gov. Rolvaag about need of employing the you':.h. Mayor Crane reported that the facilities at Lakeside Park bathing house was closed over the entire weekend. Mr. Malvin explained that he had just contacted someone to repair the facilities. Mr. Hodges requested the Engineer to secure the additional fill on Hillview and requested a deadline date to level off and seed Oakwood Park. Mr. Malvin reported that the Executive Board of the NSSSD meeting will be at the Shoreview Village Hall. Mayor Crane asked whether the July 29th meeting for a Public Hearing on Sewer could be met. The Engineer presented a list of twenty items that the Council should consider and make preliminary decisions before the Public Hearing date. Motion by Malvin to appoint Mr. James Johnson 5441 Adams as a Mounds View Representative to the Lakeside Park Commision. 3 Ayes Motion Carried. ph -3- 0J0077 Electrical Inspector, Robert Edmond reported that apparently the County work crew hit a power pole which put a strain on the wires to '..`ie Byron 'Anderson Home at 2204 Lois Drive. The Attorney was instructed to investigate and determine who is responsible for damage to the house. Building Inspector, Chris Piehowski, submitted a special permit requested by A.W.Kugler to build a second garage to park his bakery station wagon. Motion by Malvin to issue a special use permit to A.W.Kugler. Seconded by Hodges. 3 Ayes. Motion Carried. Piehowski reported on substandard work being done by an unlicensed contractor on Woodlawn Drive. Attorney Meyers advised the Building Inspector to get complaint forms from Justice Court 1. Failure to obtain a license. 2. Violation of Building Code. Plumbing Inspector Ronald Whiteneck, reported progress at 8408 Eastwood on plumbing and septic problems. Engineer Knutson reviewed items to be considered by the Village regarding sanitary sewer construction. Reported on Knollwood Storm Sewer and MSA Funds available, Motion by Crane to order the Groveland Water extension included in the 1963 -1 project. Seconded by Malvin. 3 Ayes. Motion Carried. '.:Attorney Meyers reported the investigation of the liquor license application of E. Herbst proved satisfactory. Petition from a Mr. Lechtmann for relief of assessments for Lot 1 Laport Meadows was referred to the Attorney and Engineer. Motion by Crane to adopt Ordinance 100 an ordinance repealing Ordinance 79 providing that the Plumbing Inspector Fees shall go directly to the Village. Seconded by Hodges. 3 Ayes. Motion Carried. Motion by Crane to adopt Resolution 130 modifting assessments Division 32112 and 31702. Seconded by Malvin. 3 Ayes. Motion Carried. Motion by Crane to authorize the Attorney to send his secretary to the Village Hall to compile information from records of J.P. Docket sheets for municipal court cost determination. Seconded by Malvin. 3 Ayes. Motion Carried. Clerk Boog reported on the League of Minnesota Munidipalities Convention: 1 -To aid Village Planning it was suggested to use transparent overlay maps of land use, streets and utilities. 2- Improvements of Village kw Elections it was suggested to have voting machines, permanent registration, ind better selection methods, higher pay, more instruction and testing of election judges. 3- Deliquent utility accounts should be on seperate notice forms. Boog reported that there are 1,217 water accounts registered in the Clerk's Office as of July 1, 1963. Motion by Malvin to adjrurn. Seconded by Hodges. 3 Ayes Meeting adjourned at 10:17 P.M.
