HomeMy WebLinkAboutMinutes - 1963/07/22Present were: Mayor: Clerk: Trustee: Absent: Trustee: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:20 P.M., July 22, 1963 at 2401 Highway 10. Boog Walter Skiba Chris Piehowski 0J0082 Motion by Hodges to accept minutes of July 8, 1963 as presented. Seconded by Crane. 4 Ayes. Minutes of July 15, 1963, corrected as follows: Page 1, Paragraph 2, Line 1 to read Mayor Crane re- opened the Mueller Addition Project 1963 -1." Motion by Sullivan to approve minutes of July 15, 1963 as corrected. Seconded by Hodges. 4 Ayes. The Mayor gave a brief report on progress of Sanitary Sewer in the Village and presented a list of twelve items or statements of intent of the Council. Motion by Crane to adopt the following preliminary policy statements regarding sanitary sewers and to request consultants to continue feasibility study accordingly. The policy statements are preliminary only and may be changed after further studies are made and public hearings are held. 1. One hearing will be held on the main interceptor system and three seperate hearings will be held on lateral system. 2. An area assessment will be made to cover cost of Main interceptor (except as noted in three below) lift stations; street replacement; maintenance building; storm sewers; machinery. 3. A front foot assessment will be made for lateral service including that portion of main used as lateral. 3 -A.A service charge will be made for connection between lateral and lot line. 4. A quarterly service charge will be made for lateral maintenance and operation. This will be in addition to the quarterly charge made by NSSSD. 5. Assessments may be paid in full after adoption of roll or may be spread on tax rolls for up to 30 years. 6. Original bond issue will be short term(2 years) then total cost will be refinanced after all work is completed and total costs known. 7. Service will be made to a residence at the street not at the back lot line. 8. House connections to curb outlet must be made without 90 degree angles. -2- 0jfj083 9. Existing septic tanks and cesspools must be pumped and filled. 10. Streets will be replaced with a four or five ton load capacity, 31 feet wide and the boulevard will be filled with black dirt and seeded from curb to existing lawn or the lot line, where disturbed by construction. 11. Private driveways will be replaced if damaged by sewer or street construction. 12. Storm sewers will be built when necessary to benefit the sanitary sewer during or after construction, or when necessary to provide proper street replacement. Seconded by Blanchard.4 Ayes. A resident appeared regarding a complaint on ordinance violation regarding stabling of horses. Upoh advise from the Attorney he was advised to submit an application for a special use permit. If permit is received by the Village Clerk prior to July 27, 1963, Police Department will be notified to withold action pending the result of a public hearing. Mr. Malvin will check on other horse owners in the Village. Mr. Hodges presented petitions for street lights. Motion by Blanchard to send work order to N.S.P. to install one 6,000 lumen lamp at Jackson and Terrace Drive intersection. Seconded by Hodges. 4 Ayes. Motion by Hodges to send work order to N.S.P. to install one 10,000 lumen lamp at County Road H -2 and Spring Lake Park R intersection. Seconded by Crane. 4 Ayes. The matter of the surplus peat on the Village park was brought up and discussed. Mr. Knutson Engineer, informed the Council that he has had repeated promises from the Contractor as to the fast removal of this surplus but little action. Mr Knutson then presented Estimate 3 for the Hillview Project. Motion by Blanchard to accept Estimate 3 for the Hillview project but to withold payment pending further Council action. Seconded by Crane. 4 Ayes. Motion by Blanchard that the surplus peat on Oakwood Playground and surrounding area, left from the Hillview road project will be stored or stockpiled on the Greenfield playground, with the exception of that amount needed for Hillview Park and the Village Hall site. Seconded by Hodges. 4 Ayes. Mayor Crane presented a letter regarding the location of 4 utility poles and requesting that they be lowered to conform with '!e development to the South. (Copy of letter on file with original minutes.) A Representative of Bell Telephone explained why they feel the developer should pay for this change. Motion by Crane to send copies of this letter to Bell Telephone, Northern States Power, and to Mr. McCubrey at State Highway Department. Seconded by Blanchard. 4 Ayes. The Mayor reported that Sgt. Rustad of the Police Department was in the hospital with a suspected heart attack. Motion by Crane to authorize expenses up to 550.00 for 'lage participation in the New Brighton Old Timers celebration as ,:rt of the Village recreation program. Seconded by Blanchard. 4 Ayes. -3- QJOG84 Mr. Malvin will be in charge of this activity and enlist the aid of the Police Department and Civil Defense Department. Motion by Crane to authorize the absence of the Deputy Clerk Ph the Duty Police Officer and Mr. Skiba for two hours per day for five days to attend the Civil Defense school in New Brighton. 4 Ayes. Seconded by Hodges. The Mayor announced the formation of a three member Citizens Advisory Committee on Civil Defense and requested volunteers for the job. Motion by Blanchard to allow the firm of Comstock and Davis to do Engineer work for the proposed trailer park at Hillview and Highway 8, providing that Village consultant, Les Knutson,does not do this work. Seconded by Crane. 4 Ayes. The Attorney will prepare a resolution regarding the acceptance of the City of St. Paul into the Ramsey County League. The relocation of the New Brighton dump was referred to Mr. Malvin for study and a report. The Minutes of the Planning Commissinn Meeting of July 17, 1963 presented by Mrs. Blanchard, secretary of Planning Commission. Motion by Crane to concur with the Planning Commissions recommendation and approve the location and layout of the two apartment buildings requested on the Hillview Road side of the Montgomery Trailer Park site.(according to plat on file, with the exception that future street be made 50 feet wide and that all dimensions east of future street be moved 20 feet easterly.) Seconded by Blanchard. 4 Ayes. After much discussion and examination of plans: Motion by Crane to authorize the Building Inspector to issue a building permit for apartment near Groberg and Jackson when he determines plans meet zoning ordinance and building code. The ten foot set back require- ment for septic tanks is waived for this permit. Seconded by Sullivan. 4 Ayes. Motion by Crane to grant vAriance in front yard setback for LeRoy C. Oelrich 8428 Eastwood Drive upon receipt of fee required. Seconded by Hodges. 4 Ayes. A recommendation for the condemnation of a home at 7887 Edge wood Drive was referred to Chris Piehowski for action. Mr. Skiba will continue to be utilized as an inspector but only in case of an emergency. The Clerk's Office is requested to send a letter of thanks to the Village of Blaine for loan of water meters. The Engineer presented Estimate 3 (final estimate) for Layne Minnesota of pump equipment and Well 2. Motion by Crane to accept Estimate 3 authorize payment •nd enter into one year warrenty bond agreement. Vir seconded by Blanchard. 4 Ayes. An estimate for resurfacing walkways was referred t: M:. Sullivan for reviewal. -4- 0, The Engineer will prepare a new sketch of the proposed extension of County Road H, following section lines more closely than on previous sketch and submit same to Council and County Engineer. The Attorney presented a summary of Justice Court Cases for the past 216 years for Council study. The Ordinance to change election dates was presented and read by the Attorney. Motion by Blanchard to adopt Ordinance 102. Seconded by Sullivan. 4 Ayes. Motion by Crane o to t adopt b Resolution A Seconded Sullivan. Motion by Sullivan to have the Clerk certify Resolution and 133 and send copies to County Auditor. Seconded by Crane. 4 Ayes. A Resolution modifying by Sullivan toad ptResolutions #e was 131.Seconded by Hodges. 4 Ayes. A proposal to codify Ordinances was received and filed. A notice will be sent to all departments and personnel involved regarding the budget meeting, August 19, 1963. The weed inspector will receive notices that he is not empowered to hire any personnel for any purpose. Motion by Blanchard to pay bills submitted totaling $56,480.25. Seconded by Hodges. 4 Ayes.
