called to order by Acting Mayor Donald Hodges at 8:05 P.M., August 12,
1963 at 2401 Highway 10.

Motion by Malvin to accept the minutes of July 22, 1963
meeting as presented. Seconded by Sullivan. 3 Ayes. Motion Carried.
Mr. Malvin reported that the City of Minneapolis has signed
a contract with the NSSSD.
Mr. and Mrs.Bergerie requested permission to move a home
on Lot 26 next to 7578 Knollwood Drive. They were informed of the
necessary requirements.
Mayor Hodges opened the Public Hearing on the storm sewer
improvement on Knollwood Drive from County Road H -2 to Woodale Drive.,
Woodale Drive from 200 feet East of Knollwood Drive to 700 feet West
of Knollwood Drive, the total estimated cost $8,500.00. Engineer
Knutson explained that M.S.A. Funds were available to pay 62% of the
cost. The remaining 38% or $3,300 would be assessed to the benefited
property owners, about $170.00 per lot. The Acting Mayor and Attorney
explained that this public hearing was held to determine if those
benefited owners were in favor of or opposed to this improvement.
Mayor Hodges asked for all tho d who were opposed to
improvement. Mr. Gerald Blanski-1881 Woodale Drive submitted
petition with nineteen signatures all of whom were opposed to
proposal. They are as follows:

The Attorney read the names on the petition and asked if
anyone would desire to remove their names. Mayor Hodges recessed the
hearing for ten minutes to allow those interested to examine the storm
sewer plans and remove their names from the petition.
Mr. James Monicken 7200 Knollwood Drive and Mr. Bernard
Falck 7111 Knollwood Drive removed their names from the petition.
Mayor Hodges reconvened the hearing and asked for any
objectors other than those on the petition. Mr. Edwin Dropps, Sr.
7039 Knollwood Drive no naed and no benefit; Mr. Thomas M. Nelson
7060 Knollwood Drive no benefit.
Mayor Hodges asked for those who favored this improvement.
Mr. B. Sawyer -7151 Knollwood Drive original
complaintant stated his property was being flooded from water from the
street, the Village needed this improvement now for progress, area
development and local industry& Mr. Bernad Falck 7111 Knollwood
stated the Village needs this improvement.
Mayor Hodges closed the hearing and stated that a decision
would be made at the next meeting.
Mr' Ervin Herbst submitted preliminary plans for a Supper Club
to be located at Highways #8 and #10. He requested approval of the
general layout. Mr. Herbst was instructed to bring plans drawn by a
Registered Architect to the August 19, Agenda Meeting. Building
Inspector, Chris Piehowski asked about the current plans for the
extension of County Road H. The Engineer notified him that the
County Engineer had investigated the new proposed changes.
Request for a special permit received from Mr. John M.
Eliason 8323 Eastwood Road- to allow him to live in a Mobile home
while building. Motion by Hodges to grant the request and allow Mr.
Eliason to live in a mobile home for 90 days. Seconded by Sullivan
3 Ayes. Motion Carried.
Request from Mr. Joseph Christy 2365 Sherwood to have a
horse on the property. The Attorney stated that Mr. Christy must have
a certified list of property owners within 300 feet so that notices
could be sent out. Motion by Malvin to set the first meeting in
September if Mr. Christy has complied with all the requirements.
Seconded by Sullivan. 3 Ayes. Motion Carried.
Mr. Hodges read the monthly Police report fcr July.
Mr. Hodges stated that Walbon agreed to pay for the sodding and
repairing some water appurtenances, as well as moving the warming
house to the corner of Oakwood Drive and Quincy, therefore the Clerk
should release Walbon's check covering Estimate #3.
Mr. Malvin reported that there were 700 registered for
t swimming at Lakeside Park. Spring Lake Park Village received money
for Lakeside Park from Anoka County. The Attorney was instructed to

Mr. Sullivan reported that there were two major roads 0 9 1
to be repaired. Mr Sullivan will investigate Groveland Road
North of Sherwood and the Lambert park area.
Civil Defense Director, Charles Jackson, recommended
purchasing an emergency gas engine generator with batteries, cable
and lights. Motion by Sullivan to authorize the expenditure of up
to $850.00 for this emergency generator and equipment, Seconded by
Malvin. 3 Ayes. Motion Carried.
Attorney Meyers presented a check from Canal Insurance Co.
for $236.90 for damage to the fire hydrant at Groveland and Highway 10,
Motion by Malvin to direct the Attorney to work with the
New Brighton Village Attorney in drawing up a joint contract for
Municipal Court Costs in time for the Village Election. Seconded by
Sullivan. 3 Ayes, Motion Carried.
Engineer Knutson reported that the soft spot on Hillview
Road was stabilized. He reported that the State Highway Department
recommends a change order to install a culvert under Highway 8, The
total cost from State Aid Funds. Motion by Malvin to approve
execution of a change order for $600.00 of State Aid Work at Hillview
and Highway 8 Seconded by Hodges. 3 Ayes. Motion Carried.
The Engineer presented plans for surfacing about 1380
feet of walkways in Knollwood Terrace and 'Pinewood Terrace at an
estimated cost of $740.00. Mr. Sullivan stated he will investigate
the possibility of Village employees doing this work.
The Engineer presented plans for a sewer utility and
equipment building at an estimated cost of $65,000.00. This would
include brick veneer, lighting and some landscaping. Mr. Sullivan
recommended alternate plans should be studied. An over -all Village
drainage system was reviewed on a skematic drawing presented by the
Engineer. This system would provide for the larger drainage problems
but not the smaller private ones. This plan does include and
coordination among the State, County and Village.
Mrs. Florence Petersen 2277 Knoll Drive stated it was
unfair that residents with other business had to sit through a long
hearing before they could be heard. She suggested hearing be held
later in the evening so that those people who only come for hearings
might also be on hand to take in some other Village business, The
Council agreed that it had merit but that each public hearing should
be determined at the time it was brought up.
Attorney Meyers was directed to draw up an ordinance restrict-
ing the size of the outboard motors to tie used on Lake Side Park,
Motion by Hodges to pay the bills amounting to $24,519.05,
Seconded by Sullivan. 3 Ayes. Motion Carried. (list attached)
