called to order by Acting Mayor Donald Hodges at 8 :00 P.M., August 26,
1963 at 2401 Highway 10.

I wish to thank all those I have had the pleasure of
working with and hope that all actions have been to the
benefit of the Village.
1 have some Village papers and equipment in my
possessim at the present time which I shall return to the
Clerk's Office within the next few wee'-s.

Motion by Malvin to accept minutes of August 12, 1963 as
presented. Seconded by Sullivan. 4 Ayes.
Mr. Malvin reported that the NSSSD sewer contract with
Minneapolis had been signed and e copy was given to the Village Attorney
for study. The Attorney advised the Council to re -set the dates for
public hearings regarding sanitary sewer in the village.
Motion by Hodges that the Knollwood Storm sewer project be
tabled until Sanitary sewer and road improvements were initiated for
that area. Seconded by Malvin. 4 Ayes.
Hodges reported that the warming houses have been repainted
and the parks are preparing for winter activities.
The following letter was opened and read by acting Mayor
Donald Hodges:

Due to personal reasons I hereby regretfully request
the Council to accept my resignation as Mayor of the Village
of Mounds View.

Motion by Hodges to pay expenses for Village Attorney,
Village Engineor and ono Councilman to attend said hearing.
Secorded by Blanchard. 4 Ayes.
Mr. Piehowski, Buildirq Inspector, presented two requests
for variances under the zoning ordinance.
Motion by Sullivan to allow variation of three feet sideyard
set back for Mr. R. J. Hicke -5065 Red Oak Drive. Building will be
seven feet from the North lot line. Seconded by Blanchard. 4 Ayes.
Motion by Blanchard to deny request fax variance for Mr.
M,W. Johnson -6953 Pleasant View Drive because garage would then be too
large. Seconded by Sullivan. 4 Ayes.
Mr. Piehowski reported that construction has begun on the
Sivek apartments at Groberg and Jackson Street.
Mr. Blanchard reported that N.S.P. has agreed to lower the
power poles on Highway 10, North of Rice Creek as requested at the
last Council meeting at their own expense.
The Engineer presented a preliminary report on surface water
drainage in Mounds View for Council study.
The Attorney presented a letter and a bill for the recent
Bond Sale. (on file)
Motion by Malvin to pay the Village Attorney and the approving
Attorney for the Bond Sale. Attorney- $1,205.20 App. Attorney $390.00.
Seconded by Blanchard. 4 Ayes.
A memo regarding vacancy in Public Office was presented by
the Attorney for Council study.
Motion by Blanchard that the Village approve of Minnesota
Statues 1963 Chapter 728, allowing St. Paul to become a member of the
Ramsey County League of Municipalities. Seconded by Malvin. 4 Ayes.
Motion by Blanchard to adopt Resolution 134 regarding water
ssessments on Mueller Addition. Seconded by Hodges. 4 Ayes.

Mr. Meyers reported that from all he could discover the
Village Council of Spring Lake Park felt that the money they received
from Anoka County Board of Commissioners for having a lakeside park
in their Village could and should be used to cover their half of the
cost of maintaining said park and not as additional income to the Park,
as the Mounds View Village Council feels would be fairer. Further
action will be taken by the Council at the next regular meeting.
A copy of the rough draft for a joint Municipal Court agree-
ment between Mounds View and New Brighton was presented :y the
Attorney and discussed.
The Council indicated without binding vote that they approved
of the rough draft of this agreement.
Mo +ion by Blanchard to approve Ges Heating License renewal
for Ray N. Welter. Seconded by Hodges. 4 Ayes.
Motion by Blanchard to accept final estimate for Well 2
work done by Layne- Minnesota in the Amount of $3,934.00 and enter into
the one year warranty agreement with them. Seconded by Sullivan. 4 Ayes.
Motion by Blanchard to pay bills submitted including the above
mentioned for Layne-Minnesota totaling $6,978.49.
Seconded by Sullivan. 4 Ayes.
Motion by Malvin to pay expenses incurred by Boy Scout
Troop 167 for work on Village Hall Park September 7, 1963.
Seconded by Hodges, 4 Ayes
Mr. Boog announced that a citizens group has planned a farew!ll
party for the Cranesat the Pinewood Club on September 7, 1963.
Motion by Malvin to adjourn. Seconded by Blanchard. 4 Ayes.

A RZBOLUTION MODIFYING ASSESSMENTS FOR AREA WATER AND
WATER MAIN 60-3. kG.
WHEREAS, The Village Council has determined that certain
assessments are to be divided,
NON, THEREFORE, BE IT RESOLVED, That the following list of
divisions a copy of which is attached hereto and made a part hereof, is hereby
accepted and shall constitute the special assessment against the lands named therein,
and each tract of land therein included is hereby found to be benefited by the
proposed improvement in the amount of the assessment levied against it.
2. Such assessment shall be payable in equal annual installments
extending over a period of fifteen years, the first of the Installments to be
payable on or after the first Monday in January, 1961 and shall bear interest
st the rate of 8 per cent per annum from the date of the adoption of this
assessment resolution. To the first installment shall be added interest on the
entire assessment from the date of this resolution until December 31, 1361. To
each subsequent installment when due shall be added interest for one year on 211
unpaid installments.
3. The owner of any property so assessed may, at any time prior to
certification of the assessment to the county auditor, pay the whole of the
assessment on such property, with interest ac:c_ruee to the data of pay._eot, to time
Village Treasurer, except that no interest shall be clearged if the entire
as easme,t h paid within 30 days from the adoption of this resolution; and he may
assessment regaining unpaid, with interest accrued to December 31 of the year in
which such payment is made.
4. The Clerk shall forthwith transmit a certified duplicate of this
division to the county auditor to be extended on the proper tax 112t of the county,
and such assessments shall be collected and paid over in the same manner am other
municipal taxes.
The motion for the adoption of the foregoing resolution was duly
seconded by Member Hodges and upon a vote being taken, the
following members voted in favor thereof: Hedges, Llanchard, Sullivan, Malvin

The Village Council has determined that certain assessments

a part hereof, is hereby accepted and shall constitute the special assessment
against the lands named therein, and each tract of land therein included is
hereby found to be benefited by the proposed improvement in the amount of
the assessment levied against it.
