VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
The regular meeting of the Mounds View Village Council was
called to order by Acting Mayor Hodges at 8:00 P.M., October 14, 1963
at 2401 Highway 10.

The Mayor called three times for further bids for the Police
Car. There were none. The Mayor closed the bidding and the Clerk
opened and read the bids as follows:

Motion by Blanchard to refer bids to the Police Commission
for study and recommendation. Seconded by Malvin. 4 Ayes.
Motion by Malvin to accept minutes of September 23, 1963
as presented. Seconded by Hodges. 4 Ayes.
Mr. Malvin presented the Council with a copy of the NSSSD
contract for study.
He also reported that the NSSSD had received a grant of
$753,000 from the Federal Government.
A petition for water extension on the north end of Groveland
Road was received and discussed. Due to the fact that another request
for thi9 tea had been received and a public hearing held earlier this
year at which time the project was defeated the following action was
takent
Motion by Blanchard to place this petition on file and to
contact wit oner$ and request that he cover the following area for
others Who want water service: County Road J from Red 'yak Drive to
Groveland Road Groveland Road from County Road J to Sherwood Roads
Seconded by Sullivan+ 4 Ayes.
The Engineer will furnish petition forms for water extension.
A request for water service extension to Mr. Clarence
Petersons property South side of Highway 10, approximately 600'
East of intersection of Groveland Road and Highway 10 was received
and discussed.
kv' Motion by Blanchard to hold public hearing for above request
on November 8, 1963 at 8:00 P.M. Seconded by Hodges. 4 Ayes.
Motion by Blanchard to change the date of the 1st regular
meeting in November from November 11 to November 8 because of holiday.

A petition was received and filed for a street light at the
intersection of Bronson and Quincy Streets.
Motion by Malvin to send purchase order to N.S.P. for one
AI 6,000 lumen lamp at the intersection of Bronson and Quincy.
Seconded by Blanchard. 4 Ayes.
The Clerk's Office was directed to write a letter of thanks
to the Boy Scouts of Troop 400 of Pinewood School for their work in
cutting weeds around the fire hydrants.
Attorney Meyers stated in answer to questions that according
to the rules of our Police Department an Officer may hold his job
and still run for office.
The Engineer stated in answer to a question that the
contractor must complete all work before -ece final payment
for the Hillview State Aid Project.
Motion by Sullivan that the Engineer direct Twin City Testing
Lab. to take borings on Hillview to determine if sufficient base
material has been placed where the rc ^d appears to be sinking.
Seconded by Malvin. 4 Ayes.
The Minutes of the Recreation Committee were read and filed
A letter from the Village Clerk of Spring Lake Park regarding minimum
amount of money that Lakeside Park Commission may spend without bid
was read and referred to the Attorney.
Mrs. Florence Peterson stated that she would be willing
to serve on the Lakeside Park Commission.
Motion by Malvin to approve plans for A. Donatelle's Supper
Club and direct Building Inspector to issue building permit.
Seconded by Sullivan. 4 Ayes.
Motion by Sullivan that the Council will issue In and Off
Sale liquor license to Mr. A. Donatelle, upon approval of his application.
Seconded by Malvin. 4 Ayes.
The Building Inspector was directed to have inspection aheets
printed. Motion by Sullivan to allow variance in side yard set back
of 1i' for Mr. Harold Parsons, 7835 Greenwood Drive.
Seconded by Hodges. 4 Ayes.
Mr. Charles Jackson, Civil Defense Director, reported that
he had purchased the generator for the res-ue truck for a total price
of $741.50.
Motion by Blanchard to authorize Civil Defense to try out
four Citizen Band radios and if they find these acceptable to purchase
them for $370.00. Seconded by Malvin, 4 Ayes.
The Engineer reported that all work was now complete on
water project 1962 -3.
Motion by Blanchard to release all monies witheld to pay
tke 1962 -3 to the contractor, Seconded by Malvin. 4 Ayes.
The water analysis rerucctcd it be presented at the next
regular meeting by the Engineer.

The utility department will patch the holes in the Hillview
Project and retain accurate cost records on same, so that the Village
may backcharge the contractor for his work,
The Engineer will writ.. via Bonding Company and the contractor
to see if the Hillview Project Can be completed within the next few
weeks.
Motion by Sullivan to authorize Change Order 81 for Hillview
State Aid Project. Seconded by Blanchard. 4 Ayes.
Motion by Sullivan to authorize Change Order #2 on Hillview
State Aid Project. Seconded by Blanchard. 4 Ayes.
The Engineer and Mr. Skiba will check into costs of
pumping Well 1 as costs seem to be excessive.
The Attorney was directed to prepare ordinances adopting the
uniform highway laws of 62 and 63;to update the petty larceny ordinance.
The Klatt case was referred to the Attorney and Mr. Skiba.
The October 7th State Aid meeting was reported on by the
Attorney and Engineer and a copy of the new rules regarding this was
given to the Council for their study.
The Attorney presented a resolution modifying assessments.
Motion by Blanchard to adopt Resolution 135.
Seconded by Sullivan. 4 Ayes.
An Ordinance regarding licensing of restuarants etc.
was presented and discussed.
Motion by Hodges to adopt Ordinance 104.
Seconded by Sullivan. 4 Ayes.
Motion by Blanchard to adopt Resolution 136 setting
taxes to be collected in 1964. Seconded by Malvin. 4 Ayes.
Motion by Blanchard to adopt Resolution 137 reducing
amount of taxes to be levied for bond redemption in 1964.
Seconded by Malvin. 4 Ayes.
Motion by Blanchard to pay bills submitted in the amount
of $27,38440. Seconded by Sullivan. 4 Ayes.
Motion by Blanchard to approve licenses. (list attached)
Seconded by Malvin. 4 Ayes.
Motion by Blanchard to authorize expenses for Mr. Hodges
to attend Regional League of Minnesota Municipalities meeting
in Hastings, October 17, 1963. Seconded by Sullivan. 4 Ayes.
The Clerk received Council approval on the following items:
1. Advertise for new Clerk- Typist at $1.50 per hour.
2. Purchasing and typing of post cards for sewer hearing.
Motion by Malvin to adjourn. Seconded by Blanchard. 4 Ayes.
