HomeMy WebLinkAboutMinutes - 1963/10/28PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY C')UNTY, MINNESIIA The regular meeting of the Mounds View Village Council was called to order by Acting Mayor Hodges at 8:00 P.M., October 28, 1963 at 2401 Highway 10. Sullivan Les Knutson Richard Meyers Paul E, Boog Irene Edberg Walter Skiba 0 1. 1 011:16 Motion by Sullivan to approve minutes of October 14, 1963 as- presented. Seconded by Malvin. 4 Ayes. Mr. Malvin reported n the Sanitary Sewer progress. A meeting was held in Coon Rapids with the NSSSD Board and members of Village Councils to discuss the proposed contracts for sewer service. A number of points were brought forth and discussed and it was decided to have all Village Attorneys meet with the district's legal advisor to attempt to come to an agreement, The Sunrise Methodist Church at 2520 County Road I requested a permit for a land fill program so they could build a parking lot and playground area- Mr. Meyers presented a prcposed letter of authorization for Council approval. Motion by Malvin to approve the letter of permission for land fill program for Sunrise Methodist Church and to authorize the Mayor and Clerk to execute the said agreement. Mr Skiba will visually inspect the area during the fill process and advise the Council as to whether or not the agreement is being followed. Seconded by Sullivan: 4 Ayes. A request for use of part of thu Village Hall 2 or 3 times a month was received from the Internal Revenue Service. Motion by Malvin to approve request and to waive fee. Seconded by Sullivan. 4 Ayes. A petition to plae the liquor question on the ballot was read by the Clerk. The Attorney presented a memo regarding this and the matter was discussed. (memo on file; Becuase a petition has been filed with 10 legal voters signatures and was filed withthe Village Clerk at least 15 days before the annual Village ElectLon, therefore it was moved by Sullivan that the question be placed on a :operate ballot, to be voted on at the ito next village elec' :.on, November 5, 1953 (Cop; of ballot attached to official copy of minuteE, Seconded by Blanchard. 4 Ayes. -2- 0, A letter from the Clerk's Office to N.S.P. Gas Company regarding gas extension to the Mueller Addition will be sent. The letter will request the N.S.P. Company to do a new survey in that area. Mr. Darrel D. Gray, Field Representative from the Minnesota Safety Council presented a Pedestrian Safety Award to the Village. Mr. Hodges and Police Chief Grabowski accepted the award for the Village. In presenting the plaque Mr. Gray pointed out that this covered 6 years of no pedestrian fatalities in the Village, and that only 38 communities in the state have received this award. He further stated that Mounds View is one of six in its population class to receive this honor and was looking forward to presenting many more like awards to the Village in the future. The Police report for September was read and filed. Mr. Sullivan reported that Woodcrest Drive had been patched as requested. The Engineer reported the following items: 1. The investigation of Hillview Road Project was complete and a written report will be presented to the Council soon, 2. The contractor on the above project will commence further repair work on October 29, 1963. 3. The complete report on the water hardness will be presented on November 8, 1963. 4. The Electrical pumping costs report will be ready on November 25, 1963. The Engineer was directed to allow the proper state authoritis access to any and all tests reports- from the Hillview project if such reports.; are requested. The Attorney presented the corrected contract proposal for the hiring of Ernest Grabowski as Police Chief. Motion by Malvin to enter contract (copy on file) with Mr. Grabowski and to authorize Mayor and Clerk to execute the same. Seconded by Sullivan. 4 Ayes. The Attorney reported on the meeting with the NSSSD legal representative and stated that many of the changes we desired were incorporated into the new contract proposal which was being printed and will soon be presented to the Council for their approval. An Ordinance amending the water and sewer ordinance and requiring the filling of abondoned cesspool and septi tanks was presented for Council study by the Attorney. An Ordinance adopting laws of 1963 regarding motor vehicle and highway regulations was presented by the Attorney. Motion by Blanchard to adopt Ordinance 195. Seconded by Malvin. 4 Ayes. two An Ordinance defining and prohibiting theft was presented by the Attorney. Motion by Malvin to adopt Ordinance 106. Seconded by Hodges. 4 Ayes. -3- 0J0118 An ordinance prohibiting bad checks was presented by the Attorney. Motion by Hodges to adopt ')rdinance 107. Seconded by Malvin. 4 Ayes. The Attorney reported that Mr. 0. Newton, 8319 Groveland Road will donate approximately 4 acres of land to the Village for park purposed and that a letter of conveyance was being prepared. The Engineer will survey and stake out actual corners of said property. Mr. Jackson, Civil Defense Director, requested an informal approval for the Civil Defense Department to obtain a garage and move it next to the Recreation Department garage near the Village Hall at no expense to the Village. The Council gave their consent, but reserved the final approval until the building could be inspected and approved for such use. Motion by Blanchard to pay bills submitted in the amount of 3,674.40. Seconded by Hodges. 4 Ayes. Motion by Blanchard to approve license application. (list attached) Seconded by Malvin. 4 Ayes. Motion by Blanchard to concur with recommendation of the Police Commission and to award the bid for the new Police car to Rosenthal Ford. Amount of bid is $2,147.00 Seconded by Sullivan.. 4 Ayes. The Council pointed out that this was the only firm that met or exceeded specifications as advertised. Motion by Sullivan to send Mr. Skiba to the Bituminous Conference at the University of Minnesota on November 11, 1963 and to pay expenses incurred. Seconded by Blanchard. 4 Ayes. Motion by Blanchard to adjourn. Seconded by Sullivan. 4 Ayes. Meeting adjourned at 9:30 P.M. The Improvement also includes a general street resurfac- ing program. The estimated coat of the above im- provement is ;1,287,680. The area proposed to be assessed for said improvement will include all nron- erties lying within an area bounded by e lino running as follows: Beginning at the intersection of County Road H extended and Jack- son Street extended and proceeding on County Road H and County Road H extended to Fairchild Ave- nue; on Fairchild Avenue from County Road H to County Road H- 2; on County Road II -2 from Fair- child Avenue to Long Lake Road Road on Long Lake Road from County Road 11.2 to Arden Avenue; on Arden Avenue and Arden Ave- nue extended from Long Lake (toad to Trunk Highway No. B (east cor- porate limits); on Trunk Highway 8 from Arden Avenue extended to Highland Avenue; on Highland Ave- nue from Trunk Highway B to Jack- son Street; and on Jackson Street from Highland Avenue to County Road H extended.
