Boog Walter Skiba was 1963 Mayor Hodges opened the public hearing for Water Main Exten- sions in the following area: Groveland Road 250 feet North of Sherwood to County Road J. County Road J Groveland Road to Red Oak Drive. County Road H Irondale Road to 225 feet East, South side of T.H. 10. Groveland Road to 700 feet East. Total estimated cost of $41,940.00. After Clerk Blanchard read the published notice and read the petition that initiated the hearing, Engineer Knutson explained the boundaries, preliminary plans and that the front footage cost would be $4.05 with a $130.00 service charge. called for all those opposed to this project no need no need -108' well no need doesn't want water No need no need costs too much no need Mayor Hodges asked if there were any persons in favor of this project on Groveland Road Herman Wiese 8465 Groveland Road wants water Mayor Hodes called for any objectors on the other projects: no objectors. Mayor Hodges called for those in favor of the other projects: Mr. John Bell appearing for Mr. Peterson on Highway 10 wants water. Mayor' Hodges declared the water extension hearing closed. Motion by Blanchard to table voting on this until four members were present. Seconded by Hodges. Three ayes. motion carried. Engineer Knutson reported on the soil borings check on Hillview Road completed by the Soil Exploration Company on October 22 and October 23, 1963. Trustee Malvin entered at 8:45 P.M. -2- OjU12S Motion by Blanchard to make final payment to Walbon Construction Company in the amount of $8,166.46 and to enter into a one year warranty and maintenance bond. Seconded by Hodges. 4 Ayes. Motion carried. Engineer Knutson reported on several complaints regarding the hardness of the municipal water supply and the consequent impairment of the heating elements in residential hot water heaters. The Twin City Testing and Engineering Laboratories have taken samples of the water on different dates which indicated an increase ih water hardhess from that originally determined. Malvin reported that bids were received today by NSSSD Board on two phases, no action was taken. Engineer Knutson was excused. Mr4 John Eastman presented building plans for a ballroom and requested acceptance of a liquor store attached to the ballroom. The Council informed Mrs Eastman that this inclusion would not be acceptable. After discussion on the sanitary sewer plans and reviewing the progress of the NSSSD Mayor Hodges moved to set the following dates for public hearings for Sanitary Sewer. December 6, 1963 Public Hearing for the Village Sanitary Sewer Interceptor System December 12, 1963- Public Hearing for Sanitary Sewer lateral system in the Pinewood and 12 Oaks areas. December 19, 1963- Public Hearing for Sanitary Sewer lateral system in the Hillview and Knollwood area. That these hearings to be held at the Edgewood Jr. High School at 8:00 P4M1 Motion was seconded by Sullivan. 4 Ayes. Motion carried. Mr. John Bell introduced two representative of the Financial Management Association. They discussed a $1,400,000.00 project designed to be built on the triangle of Highway 8 10. They were concerned with the availability of Village Sanitary Sewer. Motion by Blanchard to order the following portion of Water Extension Project 1963 -2. County Road H Highway 10 exluding the Groveland Road and County Road J portions and to order the final plans and direct the Clerk and Engineer to advertise for bids. Seconded by Sullivan. 4 Ayes. Motion carried. Motion by Sullivan to allow asixty day extension to Mr. John Eliason 8323 Eastwood'to continue to live in a mobile home while build- ing his house. Motion seconded by Hodges. 4 Ayes. Motion carried. Motion by Sullivan to permit Mr. Kenneth Bonin 8380 Spring Lake Park Road to store one car in his yard until January 1. Seconded by Malvin. 4 Ayes. Motion carried. Motion by Sullivan to permit Mr. Kenneth Bonin fifteen days to remove the remaining vehicles. The Police Department is to be notified of this time limit and the Police Department hp instructed to follow up and make sure that Mr. Bonin removes the vehicles. Seconded by 3lanchard. 4 Ayes. Motion Carried. -3- Motion by Sullivan to approve the four Inc, Spring Lake Park Hillview Addition, Lots 6, by Blanchard. 4 Ayes. Motion Carried. Motion by Malvin that all future Public the regular Council meetings will be scheduled at by Blanchard. 4 Ayes. Motion carried. On suggestion by Mr. Sullivan the Counc a letter to the students who attended the Council them to return. 030124 subdivisions by Erco, 27, 28, 36. Seconded Hearings held during 9 :00 P.M.. Seconded it recommended to send meeting inviting Motion by Malvin that it is the intent of the Council whet') presented with a survery showing a lot split on Lot 49 115 foot frontage make Lot 50 85 foot frontage, the Council will approve of this lot split presented by and owned by Mrs. Lietz. Motion seconded by Hodges• 4 Ayes. Motion carried. Mayor Hodges read the monthly Police Report and letters of commendation and thanks to Police 'lfficers John Kardell and Mrs. Harriet Kish for their efforts in apprehending the five girls who ran away from the Lino Lakes Youth Center. Motion by Sullivan that the Council wall not initiate a water main improvement or hearing thereon unless a legal petition requiring a hearing is filed or the Council is notified by other plausiable means that a majority of the people in the effective area desires such an improvement. Seconded by Blanchard. 4 Ayes. Motion Carried. It was announced that County Road I from Highway 10 to Groveland Road is now being constructed. Attorney Richard Meyers stated that the Lakeside Park Ordinance is to be drawn up by the Spring Lake Park Attorney. Donald Ca Hodges submitted his resignation as a Village Council Trustee. Motion by Blanchard to accept Mr. Hodges resignation as Trustee and to appoint Hodges as Mayor to fill the unexpired term of Allan Crane Seconded by Sullivan. 3 Ayes. Hodges abstained. Motion carried. Motion by Sullivan to approve of a second building for Roy Juntunen 2114 Sherwood Road to be used as a Sauna Bath House. Seconded by Malvin. 4 Ayes. Motion Carried. Motion by Malvin to approve of a se nd building for Donald Hansen 1779 Woodale Drive to be used as a boat shelter. Seconded by Hodges. 4 Ayes. Motion carried. Motion by Blanchard to grant a side yard set back variance allowing 6' instead of 10' to Vernon Schmalzer 1770 Woodale Drive. Contingent upon Building Inspectors recc_v`ng application and payment of variance fee. Seconded by Malvin. 4 Ayes. Motion carried. Motion by Blanchard to pay bills that totaled $12,509.69 including_ final payment to Walbon Construction. Seconded by Sullivan 4 Ayes. Motion Carried. Motion by Blanchard to approve license application. Seconded by Hodges. 4 Ayes.
