to order by Mayor Hodges at 8:00 P.M:, November 27, 1963

Mayor Hodges announced the dates of the sewer hearings; Dec. 5,12,
and 19, at the Edgewood Junior High School.
The attorney was directed to check on the procedure to follow: re.
nuesting change of post office for the village as a whole.
Mr.. James Kinne and Mr. Gordon Hafslund presented a resolution from
the Spring Lake Park Fire Department and requested the council's
early action, Motion by Blanchard, to adopt resolution #141. Seconded
by Hodges. 3 Ayes.
Resolution set a levy of mill for Firemen's Benefit Ass. for S.L P.
Fire Department.
Mr. Don Harrison requested a building permit for a secondary build-
ing on his lot at 7069 Pleasant View Dr. Motion by Blanchard to concur
with building inspector's recommendation. amd grant building permit: as
requested above. Seconded by Sullivan. 4 Ayes.
Jack Bell appeared for Mr. Mueller, requesting a public hearing ror
rezoning to R3 certain parts of Mr. Mueller's property. Motion by
Sullivan to set public hearing for rezoning of Mueller property from
R1B to R3. Hearing to be held at 9:30 P.M., Dec.23, 1 963. Seconded by
Blanchard. 3 Ayes.
Two petitions for street lights were received. Motion by Blanchard
to send purchasing order to N.S.P. for one 6,000 Lumen light at the
intersection of Quincy and Lambert. Seconded by Hodges. 3Ayes.
Motion by Blanchard to send purchasing order to N.S.P. for one
6,000 lumen light at the intersection of Edgewood and Woodale.
Seconded by Hodges. 3 Ayes.
Mr. Skiba was directed to investigate the complaint of rats in the
Knoll Drive area.
The B. and E. Patrol is to be directed to check more closely on the
dog situation in the Knoll Drive area. The B.BE. Patrol will be re-
minded by the clerk's office that certain monthly reports have not
been received by the village recently.
Mr. Malvin arrived at 9:05 P.M.

The mayor read a letter of resignatl Sgt. Rustad. As the
resignation will not be effective until Dec. 31, 1963, no action
was taken at this time.
A letter from the school board requesting certain skating and
hockey rinks for use in the school district recreation program was
referred to the recreation committee.
Mr. Malvin reported that the new contract proposal from N.S.S.S.D,
was in the attorneys possession, and Mr. Meyers stated tha no study
had been done as yet, but a report will be made at the next regular
meeting.
The request of the City of Fridley to withdraw from the N.S.S.S.D.
was discussed.
Motion by Blanchard that the Mounds View council direct their dele.-
gate to the N.S.S.S.D. to tell the sewer board that we feel the City
of Fridley should not, at this time, detach from the N.S.S.S.D.
Seconded by Sullivan. 4 Ayes.
Motion by Malvin that the village pay expenses incurred by the in-
spectors, to attend the U. of M. extension course on Jan.4, 1964.
Seconded by Sullivan. 4 Ayes.
In regards to a resident using water without having a meter, the
clerk was instructed to write a letter to the offender notifying him,:
that he is in violation of the ordinance and stating that he must pay
the minimum water charge for one year. The letter will further state
that the offender must obtain a meter within 15 days or the matter
will be referred to that village attorney for prosecution.
A check fur has service at well #2 will be held until an investi-
gation into the reason for the bill is completed.
The engineer requested the council to consider participating in a
modification of well house #2. After much discussion, the council N'.e
stated they were not in favor of participating in the cost of said
modification.
The prints and reports for the back lot sewer lines were presented
by the engineer.
The attorney presented resolutions abating certain assessments.
Motion by Blanchard to adopt resolution #138. Seconded by Sullivan.
4 Ayes.
Motion by Sullivan to adopt resolution #139. Seconded by Sullivan
V 4 Ayes,
Motion by Malvin to set public hearing for 9:30 P.M. on Dec.9, 1963
to change the Lakeside Park ordinance.
Motion by Sullivan to adopt resolution #140, allowing Columbia
Heights and Circle Pines to detach from the Hospital District. Se-
conded by Blanchard. 4 Ayes.
Motion by Blanchard to transfer $2,000 from water utility fund to
construction fund. Seconded by Sullivan. 4 Ayes.
Motion by Blanchard to approve licenses. Seconded by Sullivan.
4 Ayes.
Motion by Blanchard to hire JoAnn Monson as clerk- typist effective
Dec.2, 1963 at a salary of $1.50 per hour. Seconded by Hodges.
4 Ayes.
Motion by Sullivan to adjourn. Seconded by Blanchard. 4 Ayes.
Meeting adjourned at 10:25 P.M.
