VILLAGE OF MUMS VIEW RAMSEY COUNTY, MINNESOTA Pursuant to due call and notice there.Df, a Public Meeting of the Village Council of the Village of Mounds View, Minnesota was held at the Edgewood Junior High School in the Village of Mounds View on December 5, 1963 at 8 :10 P.M. fcr the purpose of holding a Public Hearing on the proposed construction of the sanitary sewer improvement system consisting of the following: 1. Surface drainage. 2. Building sanitary sewer system. 3. Rebuilding and resurfacing the streets. 4. Maintenance building and equipment to service system. The meeting was called to order by Donald Hodges, the Village Mayor, who intruduced the following persons: Richard Meyers, Village Attorney, Melford Christensen, Area Representative for the N.S.S.S.D,, Perry Melvin and John Sullivan, Village Trustees, Paul Ecog, Adm. Clerk, Lloyd Blanchard, Village Clerk, James Olson, Fiscal Agent, Les }Znutsen, Engineer, Comstock Davis, Mr. Murphy of Comstock Davis, Paul Ruud, Engineer, Midwest Consultants. The program was turned over tr Mr. Meyers who read the ;J tice of Hearing on Proposed Sanitary Sewer Improvement in its entirety, which read in part: "Proposed construction cf a sanitary sewer improvement c n- sisting cf the following: 1. A sanitary sewer intercepter system including ccnduits, lift stations, highway crossing, utility building, maintenance equipment, street resurfacing, necessary surface drainage, frundati�n materials, b ulevard restoration, tree removal and service connections, such system tc provide trunk sewer and intercept r facilities L_ the entire Village and t. serve als: as lateral sewer to all premises abuttini .n the streets described belL-•w. 2. Sanitary sewer outlet to be furnished under a cooperative agreement with the North Suburban Sanitary Sewer District. The estimated cost of the above improvement is $2,573,740. The area proposed tc be assessed for said improve- ment will include the entire Village." Notice of the hearing was published on two dates: November 21, 1963 and November 28, 1963. There are 1,960 parcels in the Village and approximate_y 3,000 notices were mailed tc, all addresses avail- able, which included notices based cn water billings. A technical review of the progress of the sewer pre9 ram from its inception to the present time was given by Mr. Meyers. He stated that the septic tank problem first arose in September, 1958, at which time it was brought to the Council's attention. Methods were discussed at that time and there was nc cutlet for sewage available. In Feb. of 1959 a delegation appeared before the Council requesting consideration of either a sanitary sewer system ••r water system and, in that same month, the C until requested the Village Engineer to make a preliminary study f r the 'liltaoe. cn :Thy 4, 1959 the Council authcrized the `Tillage Engineer t, prepare a preliminary report with as much facts and figures as possible. There was nc outlet for sewage at that time. cn July 2, 1959 rr. 1 icule gave a report on the need f':r sanitary sewer and water in the Village and stated that there was a definite c ntaminati:;n problem. !le warned that both systems should be 1 int:. The Fall of 1959 was the beginning the f.S.S.S.D and 5 ,:r G villages met with the ;purpc i f c rrning a district to find an cutlet for sewage disposal. There f:llowed in 1959 discussions with Arden Hills to try to hook up through the Twin City Arsenal, which ultimately terminated in ray cf 1962 by letter from them advising that they could take no action on it. In Feb. .;f 1960 our Village Engineer had been negotiating with Minneapolis through the Arsenal system and there was nc progress at that time with the City of Minneapolis. In the mean- time, a loan was applied for and turned down. n July of 1960, the Engineering Committe of the I'.S.S.S.D. submitted a plan for drainage-- five different methods were proposed. The first one, that of Minneapolis sewer collection, is the one new accepted. Various petitions were filed with the Council during the course of these years. Mr. Meyers p-:inted ut that we have been faced with this problem since 195E and the hope that we could have it salved within five years seems abcut tc be realized. The following points of progress were listed: 1. The contract has been submitted with H.S.S.S.D 2. Sewer district has the means 3. Contract for signing has been submitted. 4. Three hearings have been set for December 5, 12 and 19, the lateral hearings tc• come later. Mr. Hodges then introduced Ar. Les Knutsen, rncineer with Comstock a Davis to give the technical background if this project. Mr. Knutsen gave explanatia s the varicus maps displayed, defining the areas involved and sh wing hew they were divided. The water table and ground ccmp'2siti-.n in the area were illustrated by map and an explanation given .:f the problems invlved in c hanneling the water away since the water table is quite high. He emphasized the point that this is not `a' complete storm sewer system, but would convey surface waters from road surfaces and road ditches and successfully drain all low areas in the community He pointed out the system as prcpcsed would serve the needs of the community at present and in the future. The capacity is adequate to provide for additional development, residential and commercial. It is of sufficient depth to permit lateral lines to be connected tc the interceptor. Another feature of the proposed construction is the probability that when trenches are cpened the contractor will close them as soon as possible to provide use for traffic, etc., with as little incon- venience as possible. There is the question of restoration cf county roads and village streets. The proposal is to restore all disturbed by this construction. Boulevards will be restored with suitable lawn grass. The intent is to provide fcr minimum maintenance with least possible cost. Maintenance and future ccnstructi-;i is 7f the type which can be handled by Village farces with a minimum cf equipment. He pointed out that street surfacing cannot follow right away as time should bi allowed for the fill to settle and be packed down by use for a year. Then the complete resurfacing f roads can be done if the Council so agrees. This plan will save the Village money and result in ultimate- ly better quality. During the course cf construction some cf the County roads will be disturbed. This matter will have to be resolved with Council and the County. The Council instructed that rstirrates be prepared Ln certain types cf equipment for repairing breaks in lines, etc., and he pointed out experienced with water utility. He recommended that the Village its own equipment rather than an contract and the proposed building for storage of equipment was shown b7 map. Mr. Meyers further stated that if the propcse_1 plan is approved by the Village Council, bids will be prepared. They will be received from many contracting firms and the reasonable low bid will have to be taken. However, he stated the Council may advise on less. Mr. James Olson of Rand a Moody next discussed financing this program. (2 copies are attached) A short recess was taken after which Mr. Olson explained the various charges listed and answered questions on this method of payment. The floor was turned over to Don H -dges who handled questions and comments from the audience. Dean Anklan, Ramsey County Engineer and Robert I. Clark, Ramsey County Engineering Department were in attendance. Mr. Anklan spcke for Ramsey Cc. stating that they were neither "for" nor against" the proposed plan. Frits 8072 Long Lake Road Questioned boundary limits as shown by notice. Felt Village should have approached Dept. of Agriculture and State of Minnesota Farm School for plans. Felt we are commited to a tremendous expenditure without authority of the people of the community. Felt people commited to take the system whether they wanted it or not. Cost too high. F. J. Nahurski in behalf of Mrs. Stella Skiba 5205 Hwy. 8 Questioned the necessity for sewer at this time. When water was put in, it was done as a necessity for health conditions. Fears over extension beyond potential of the Village to catch up with this improve- ment so as to reduce cost within reasonable range of all. Suggested posting referendum sc people can voice opinion. Mr. D. D. Wendt 7474 Spring Lake Rd. Those who need improvements the least are going to pay the most. In his area most lots are cne acre, which makes cost about $1,800 per lot -too high. I- iillyard 2166 Hwy #10 Contamination of area was stated to be 51 Never met anyone in last four years in that 51% bracket. Thinks it would be cheaper for Village to pay for replacing septic tanks for those who need them rather than putting in whole system. Warren Johnaon 2250 Oakwood Dr. Doesn't understand why we have to take it. Shouldn't Council ask for vote on it rather than force us tc take it? Arlene Stowasser 7846 Long Lake Road Took water --doesn't need it -did so to help ethers. Now living next door to 2 empty houses. Don't need sewer at this time. Wm.
